HomeMy WebLinkAbout1967-02-07 Regular Meeting of the Planning and Zoning Commission February 7, 1967 CALL TO ORDER The Regular Meeting of the Planning and Zoning Commission was called to order at 7:40 P. M., by Mr. Don Hastings, acting as Chairman in the absence of Chairman Len Weber, in the Council Chambers of Euless City Hall. The following Members were present: Messrs. Don Hastings, Bill Tench and Jack C. Stoltz. (Absent: Mr. Bert Heyl and Mr. Len Weber, who was absent due to illness.) Also present were City Inspector Jack Bullard and Recording Secretary Mrs. Florence Murr. APPROVAL OF MINUTES Mr. Tench made the motion to dispense with the reading of the min- utes of the previous meeting, December 20, 1966, as all Members of the Commission had received copies prior to this meeting, and to approve the minutes, as written. Mr. Stoltz seconded the motion, and the vote is as follows: Ayes: Messrs. Tench, Stoltz and Hastings Nays: None Chairman Hastings declared the motion carried. I . SETTING DATE FOR PUBLIC HEARING, ZONING CASE NO. 158. MR. D, Ft PITTMAN Mr. Jack Bullard, City Inspector, stated that the suggested date for the Public Hearing in Zoning Case No. 158 is March 7, 1967. For the benefit of Mr. Jack Stoltz, new member of the Planning and Zoning Commission, there was a discussion of previous proceedings pertaining to Mr. Pittman's request. Mr. Bullard advised Mr. Stoltz, that Mr, D. F. Pittman had come be- fore the Commission previously, requesting a Commercial Permit, to enlarge Motel 183, which is located on his property on Highway 183. At that time, the Planning and Zoning Commission discovered that a portion of Mr. Pittman's property had never been zoned for commercial use. The Planning and Zoning Commission's action at that time was to approve the commercial permit, subject to the following: 1. That Mr. Pittman first go before the Zoning Board of Adjustment for a Temporary Building Permit. 2. That Mr. Pittman proceed, at once, to initiate the necessary re- quest for rezoning. Mr. Pittman presented his case to the Zoning Board of Adjustment, which granted the Building Permit, and now Mr. Pittman wishes to initiate proceedings to rezone the remainder of Tract 2A2B, Kitty House Survey, from "A" Residential to "C" Com- mercial -- the front 300 ft. of this tract having been zoned "C" Commercial previously, by Ordinance No. 33. (Page Two, Minutes of Planning and toning Commission Meeting, February 7. 1967.) Mr. Tench made the motion to proceed with plans for Public Hearing in the rezoning request of Mr. Daniel F. Pittman, Zoning Case No. 158, setting March 7, 1967, as the date for this Public Hearing. Mr. Stoltz seconded the mo- tion, and the vote is as follows: Ayes: Messrs. Tench, Stoltz and Hastings Nays: None Chairman Hastings declared the motion carried. II . PRELIMINARY PLAT, GREEN HILLS PARK, FIFTH INSTALLMENT The Planning and Zoning Commission Members reviewed the plans which had been submitted to the City Inspector, for Green Hills Park, Fifth Installment, Mr. Hastings read a letter from Mr. Kenneth English, representing Consulting Engineers Gregory, Knowlton and Ratliff, dated February 3, 1967, in which Mr. English advised that his firm must have a detailed drainage study of the area before they could intelligently review and comment on the plat which had been presented to them. Mr. Tench made the motion that Mr. Jack Bullard, City inspector, be instructed to refer all correspondence back to Mr. John Ball, representing Jan Ann, Inc., advising him of the engineer's request and that Mr. Bullard furnish Mr. Ball with a check-list, indicating all items which must be furnished before any action can be taken by the Planning and Zoning Commission. Mr. Stoltz second- ed the motion, and the vote is as follows: Ayes: Messrs. Tench, Stoltz And Hastings Nays: None Chairman Hastings declared the motion carried. (Copy of Engineer's letter on file in Office of City Inspector,) LOT REVISION - MORRiSDALE ESTATES, THIRD FILING Mr. Jack Bullard, City Inspector, presented a plat of Morrisdale Estates Addition, Third Filing, stating that Mr. Len Weber, one of the developers of Morrisdale Estates, is desirous of a revision in sizes of Lots 9 and 10, of Block 15. Mr. Bullard stated that Mr. Weber had requested that he present this request, as he could not be present because of illness. Mr. Weber is desirous of changing the footage of the two lots, as follows: Lot 9 to be changed from 110 ft. to 124 ft. Lot 10 to be changed from 124 ft. to 110 ft, Mr. Bullard stated that when the plat was approved previously, a 10 foot utility easement existed between the two lots in question. The easement was left for the use of Texas Power and Light Company, but Texas Power and Light did not need it; therefore, Mr. Weber wishes to utilize this footage, in order to accomodate a larger house, which he wishes to construct. (Peae Three. Minutes of Planning and Zoning Commission. February 7. 1967.) Mr. Hastings inquired as to why Mr. Weber requests a revision in sizes of only two lots. Mr. Bullard advised that Mr. Weber desires to enlarge this particu- lar lot, in order to accomodate the size house which a purchaser has requested him to build. He has no definite plans for the other lots, at this time; there- fore, prefers to leave them as they are, at this time. He may desire to change them in the future. Mr. Tench made the motion to recommend approval of the revision of Lots 9 and 10, Block 15, Morrisdale Estates, Third Filing, as submitted. Mr. Stoltz seconded the motion, and the vote is as follows: Ayes: Messrs. Tench, Stoltz and Hastings Nays: None Chairman Hastings declared the motion carried, IV.
