December 20, 1966
CALL TO ORDER
The Regular Meeting of the Planning and
Zoning Commission for Euless, Texas, was called to order in the Council Chambers of
Euless City Hall at 7:45 P. M. by Chairman Len Weber, with the following members
present: Messrs. Bill Tench, Don Hastings and Bert.Heyl . (Absent: Mr. Paul Gates)
Also present were City Inspector Jack
Bullard and Recording Secretary, Mrs. Florence Murr.
VISITORS
Visitors in attendance were: Messrs. Joe
C. Welborn, Clyde Wilmott and Lenard Fulton.

Planning and Zoning Commission, dated December 6, I 1.6 were approved, as written.

ZONING CASE NO. 157. RE __TP T FOR CHANGE
IN REQUEST SUBMITTED PREVICUSLY BY MR.
JOE WELBCRN.
Chairman Weber stated, for the benefit C'
those present who did not attend the Public Hearing in Zoning Case Na. 157, that
Mr. Welborn had previously requested that Lots 19, 20 and 21 of Block 9, Cedar hill
Estates be rezoned from "A" Residential to "C" Commercial . Mr. Weber advised that
the Planning and Zoning Commission, at this Public Hearing, had recommended denial
of this request, due to the fact that this is primarily residential property. Mr.
Weber stated further that this case went before the Euless City Council on December
13, 1966.
Mr. Bullard, City Inspector, advised that
when this Zoning Case was presented to the Euless City Council , Mr. Welborn appear-
ed, requesting a change in his original request, staring that he would like to re-
quest that the property be zoned from "f." Residential to "A-3", rather than from
"A" to "C", as originally requested. The City Council referred the case back to
the Planning and Zoning Commis ion.
Mr. Weber invited Mr. Welborn to explain
his plans to the Planning and Zoning Commission.
Mr. Welborn stated that he changed his re-
quest, in order to go along with the City Land Planners -- that he owns these lots
and would like to develop them. Mr. Welborn stated that he has difficulty in keep-
how ing the lots mowed during the summer months, and it would be to his advantage to
make use of them. Mr. Welborn stated that he still plans to construct the commer-
cial building proposed earlier, but will select property which the City deems more
appropriate for that purpose. Mr. Welborn advised the Commission that he is

lbw desirous of "A-3" Zoning, in order that he may construct an apartment complex on his
lots; that his plans at this time are to construct sixteen (16) units.
Mr. Hastings inquired if Mr. Robert Cald-
well has presented his opinion in this Zoning Case.
Mr. Weber advised that Mr. Caldwell will
advised of this request, and a written opinion will be requested before the case is
presented to the Euless City Council .
Mr. Bullard advised that this Rezoning R-: •
quest should be acted on in the immediate future, or it will be necessary that
another Public Hearing be held.
Mr. Welborn stated that there was no op-
position to his request when presented at the Public Hearing before the City Counc: '. .
Mr, Hastings made the motion to recommend
approval or this Rezoning Request, subject to the approval of the City Land Planner.
Mr. Robert Caldwell . Mr. Heyl seconded the motion, and the vote is as follows:
Ayes: Messrs. Hastings, Heyl and Tench
Nays: None
Chairman Heber declared the motion carried.

COMMERCIAL PERMIT FOR DAIRY O.UEEM,
HIGHWAY 183, WEST OF MARLENE DRIVE.
City Inspector Jack Bullard presented a
map, showing the location of the property and advised that there is one house in
the area -- the house being located just East of the property for which this Com-
mercial Permit is requested.
Mr. Clyde Wilmott, owner of the ground,
presented a letter from Mr. John L. Lewis, in which Mr. Lewis stated that he will
give an easement across his property, down to the next manhole, in order for Mr.
Wilmott to tie on for sewer service.
Mr. Hastings inquired as to whether or not
the City Engineers have studied the case and presented an opinion in th' case.
Mr. Bullard stated that Mr. Wilmott will
request that the Engineers study this plan after them Planning and Zoning Commission
has acted on it. The City Inspector advised that this property is zoned "C" Com-
mercial -- that he has reviewed the plans for the proposed structure, and that the
building will be exactly like the Dairy Queen which Mr. Wilmott presently operates
on Highway 183, and the building will be built by the same Contractor.
Mr. Heyl commented that the buildings
housing the Dairy Queens are usually good, well-planned structures.

lir Mr. Heyl made the motion that the Planning
and Zoning Commission recommend approval of the Commercial Permit, subject to the
Engineer's recommendations. Mr. Hastings seconded the motion, and the vote is
as follows:
Ayes: Messrs. Heyl , Hastings and Tench
Nays: None
Chairman Weber declared the motion carried.
