Cry Planning and Zoning Commission
September 15, 1970
CALL TO ORDER
The regular meeting of the Planning and
Zoning Commission was called to order at 8: 10 P.M. in the Council Chambers
of Euless City Hall , with Chairman Leonard Weber presiding. Other members
present are listed as follows : Messrs. Dick Leggett, Jack Cline, Glenn
Walker, E. E. Keplinger, Harry Arth and Bill Tench.
Also present were City Inspector Jack
Bullard and Recording Secretary Florence Murr.
VISITORS
Visitors in attendance are listed as
follows : Messrs. Bill Pasteur and E. Z. Jernigan.
APPROVAL OF MINUTES
Mr. Cline moved to approve minutes of
the regular meeting dated September 1 , 1970, as written. Mr. Tench seconded
the motion, and the vote is as follows :
Ayes : Messrs. Cline, Tench, Arth, Leggett, Keplinger, Walker
and Weber
Nays : None
Chairman Weber declared the motion carried.

ANNOUNCEMENTS,
CHAIRMAN LEONARD WEBER
Joint Public Hearing - September 22, 1970
Chairman Weber reminded Members of the
Planning and Zoning. Commission that a Public Hearing will be held before
the Euless City Council and Planning and Zoning Commission on Tuesday,
September 22, 1970, at 8:00 P. M. to consider amendments to Zoning Ordinance
No. 347 concerning apartment densities.

Recommendation For Appointment Of
Alternate Representative To Northeast Cities
Advisory Council
Chairman Weber advised that he was con-
tacted by the City of Euless sometime after the last regular Planning and
Zoning Commission meeting concerning a recommendation of someone from the
Commission's membership to serve as Alternate Representative to the North-
east Cities Advisory Council . Chairman Weber stated that there was some
degree of urgency in this matter, and he recommended Mr. Jack Cline for
appointment, with Mr. Cline's approval .
III .
RECOMMENDATION FOR REVISION OF
FUTURE LAND USE MAP FOR THE
CITY OF EULESS
Mr. Tench stated that, in his opinion,
the recommended zoning for the area located at the Southwest corner of
North Main and Glade Road should be changed from commercial -- that there
is a deceptive concept when you look at the map which will always con-
troversial , and commercial zoning for that area is not realistic.
In a discussion, it was determined
that the existing zoning classification for the area in question is "R-1"
Single Family.
Mr. Tench made a motion to recommend
that the Future Land Use Map be revised to reflect the original zoning of
the area located at the Southwest corner of North Main and Glade Road by
removal of the red color. Mr. Leggett seconded the motion, and the vote
is as follows :
Ayes : Messrs. Tench, Leggett, Arth, Cline, Keplinger, Walker
and Weber
Nays: None
Chairman Weber declared the motion carried.
IV.
REQUEST FOR MATERIALS FOR
USE OF PLANNING AND ZONING
COMMISSION MEMBERS
Mr. Arth made a motion to recommend
that the City Inspector secure copies of the City of Euless Future Land
Use Map and maps indicating the existing zoning, preferably in a reduced

scale, for Members of the Planning and Zoning Commission. Mr. Walker

seconded the motion, and the vote is as follows :
Ayes : Messrs. Arth, Leggett, Tench, Weber, Cline,Walker

PUBLIC HEARING, ZONING CASE 205,
REQUEST OF MR. BILL PASTEUR FOR
REZONING 2.0585 ACRES IN T. JASPER
SURVEY, ABSTRACT 861 , FROM "R-1"
TO "C-2" (LOCATED ON SOUTH SERVICE
ROAD OF SPUR 350 NEAR ITS INTERCHANGE
WITH HIGHWAY 121)
Chairman Weber opened the Public Hearing
on Zoning Case No. 205, to consider the request of Mr. Bill Pasteur for re-
zoning 2.0585 acres in the T. Jasper Survey, Abstract 861 , from "R-1" Single
Family Dwelling District to "C-2" Community Business District.
Chairman Weber recognized Mr. Bill
Pasteur, who introduced Mr. E. Z. Jernigan, one of the owners of the tract
in question.
Mr. Pasteur advised that Mr. Jernigan,
his brother and sister own the property, which was purchased by Mr. Jernigan's
father in 1934 and had been in the family for many years prior to that time.
Mr. Pasteur pointed out that the property is near the interchange of Spur 350
with Highway 121 and is surrounded by commercially zoned property and highway
frontage. Mr. Pasteur commented that, in his opinion, the tract in question
is one of few small tracts which could be utilized by a small enterprize
without ruining a larger tract -- that the proximity of the proposed community
hospital makes this an ideal site for doctor's clinics, and the residential
development to the South and proposed apartment developments in the area create
a fine retail market.
Mr. Pasteur stated that there are no definite
plans for development of the tract in question, at this time; however, approxi-
mately three (3) years ago this property was evaluated at $10,000.00 per acre
and this year the total evaluation was raised to $29,000.00 -- that this is
prime commercial property and is not suitable for residential development.
Chairman Weber called for opponents in
this zoning case. There being none, the Public Hearing was closed.

,,• Mr. Arth made a motion to recommend
approval of the rezoning of 2.0585 acres in the T. Jasper Survey, Abstract
861 , from "R-1" Single Family Dwelling District to "C-2" Community Busi-
ness District, as requested by Mr. Bill Pasteur in Zoning Case No. 205.
Mr. Cline seconded the motion, and the vote is as follows :
Ayes : Messrs. Arth, Leggett, Tench, Weber, Cline, Walker
and Keplinger
Nays : None
Chairman Weber declared the motion carried.

The meeting was adjourned at 8:30 P.M.
