Planning and Zoning Commission
May 5, 1970
CALL TO ORDER
The regular meeting of the Planning and
Zoning Commission was called to order at 8:05 P. M, in the Council Chambers
of Euless City Hall , with Vice Chairman Jack Browne presiding. Members
present are listed, as follows: Messrs. Jack Browne, Bill Tench and Richard
Leggett. (Absent: Chairman Leonard Weber, Messrs, Harry Arth, Jack Cline
and E. E. Keplinger.)
Also present were City Inspector Jack
Bullard and Recording Secretary Florence Murr.
VISITORS
Visitors in attendance are listed, as
follows: Messrs. Larry Showalter, Denny Holman, Larry Lacy, Art Barnes and
Walter A. Elliott.
APPROVAL OF MINUTES
Mr. Tench moved to apprpve minutes of the
regular meeting dated April 21 , 1970, as written. Mr. Leggett seconded the
motion, and the vote is as follows :
Ayes : Messrs. Tench, Leggett and Browne
Nays : None
Vice Chairman Browne declared the motion carried.

PUBLIC HEARING, ZONING CASE NO. 203,
REQUEST OF MR. ROBERT S. FOLSOM FOR
REZONING LOT 17, BLOCK 1 AND LOTS 17
THROUGH 31 , BLOCK 2, SOTOGRANDt NO. 2,
'FROM "R-2" TWO FAMILY DWELLING DISTRICT
TO "PD" PLANNED DEVELOPMENT DISTRICT

Barnes, representing Mr. Robert S. Folsom, who introduced other visitors present
as representatives for Mr. Folsom.
Mr. Barnes presented a drawing of the
Sotogrande Development, pointing out areas which are developed at this time.
Mr. Barnes advised that Mr. Folsom petitioned for rezoning of Lot 17, Block 1
and Lots 17 through 31 , Block 2, Sotogrande No. 2, from "R-2" Two Family Dwell-
ing District to "PD" Planned Development District -- that he proposes the
construction of sixty-four (64) Town Houses on the site, should this rezoning
request be granted.
Mr. Barnes advised that recreational
facilities for Sotogrande Development include eight (8) lighted tennis courts,
a Clubhouse and swimming pool , which should be open by June 1 , 1970, and a
golf course, which should be completed by July 1 , 1970.
Mr. Barnes stated that he and his associates
are of the opinion the proposed Town Houses will be of benefit to the area --
that Mr. Folsom has a similar development in Walnut Square located in the City
of Dallas, which has been well accepted.
Colored slides, showing both interior and
exterior of Town Houses situated in Walnut Square, were presented for review of
Members of the Commission.
Mr. Barnes pointed out that two covered
carports are proposed for each unit and a fence will be erected across the
back to screen off the residential area. In reply to a question from Vice
Chairman Browne, Mr. Barnes advised that, in the Walnut Square Project, a six
foot wooden fence was constructed across the rear of the development, and the
fence in the front area is constructed of a combination of wood and stucco.
Mr. Barnes advised that each unit will have a front yard and a small patio in
the rear.
Mr. Larry Lacy, Architect for the project,
advised that driveway and parking facilities will be located at the rear of
the Town House Development -- that the structures will be 1 stories, with
bedroom and bath on the second level . Mr. Lacy presented a drawing indicating
a proposed floor plan and advised that the Town Houses proposed by Mr. Folsom
will be the same, except they will be on a larger scale. He stated that the
lots are twenty-four (24) feet wide.
Mr. Barnes advised that two and three
bedroom units are proposed, and they will rent for $300.00 to $350.00 a month.

A discussion of density revealed that sixty-
four (64) Town Houses on five and one-half (51) acres would create a density of
approximately eleven and one-half (111) per acre.
Mr. Barnes advised that Mr. Folsom would not
construct anything which would down-grade the surrounding area -- that a great
deal of money is invested in the Sotogrande Development and it will be quite
sometime before anything is realized out of the project -- that Mr. Folsom and
his associates have great confidence in the City of Euless and in the future of
this area.
Vice Chairman Browne asked if there were
others desiring to speak in favor of this requested zoning.
There being no one, Vice Chairman Browne
called for opponents. There was no opposition to this rezoning request, and
the Public Hearing was closed.
In reply to a question from Vice Chairman
Browne, Mr. Bullard advised that plans indicate adequate parking facilities, and
everything presented appears to meet the City's requirements.
Mr. Tench moved to recommend approval of the
request of Mr. Robert S. Folsom for rezoning Lot 17, Block 1 and Lots 17
through 31 , Block 2, Sotogrande No. 2, from "R-2" Two Family Dwelling District
to "PD" Planned Development District (Zoning Case No. 203) . Mr. Leggett
seconded the motion, and the vote is as follows :
Ayes : Messrs. Tench, Leggett and Browne
Nays: None
Vice Chairman Browne declared the motion carried.
III .
APPROVAL OF RESOLUTION NO. 165,
CALLING PUBLIC HEARING ON ZONING
CASE NO, 204, REQUEST OF MR. GENE
WELCH FOR REZONING 4.4 ACRES FROM
"R-1 " SINGLE FAMILY DWELLING DISTRICT
TO "C-2" COMMUNITY BUSINESS DISTRICT
AND 6. 18 ACRES FROM "R-1 " TO "R-3"
MULTIPLE FAMILY DWELLING DISTRICT
Vice Chairman Browne advised that Mr.
Gene Welch has petitioned the City of Euless (Zoning Case No. 204) for rezoning
two tracts located in the T. A. Cash and T. Jasper Surveys, as follows: 4.4

acres, from "R-1" Single Family Dwelling District to "C-2" Community Business
District, and 6. 18 acres', from "R-1" Single Family Dwelling District to "R-3"
Multiple Family Dwelling District. (Property located on south service road of
Spur 350 approximately twelve hundred (1200) feet east of the Bedford-Euless
City limit line) .
A brief discussion determined that properties
located west of the tracts in question are zoned "C-2" and "R-3" and property
located to the east is zoned "C-2" with a small area being zoned "R-2" -- that
Wilshire Addition is south of the tract for which "R-3" zoning is requested.
Mr. Leggett moved to approve Resolution
No. 165, setting May 19, 1970, as the date for Public Hearing on Zoning Case
No. 204. Mr. Tench seconded the motion, and the vote is as follows:
Ayes : Messrs. Leggett, Tench and Browne
Nays: None
Vice Chairman Browne declared the motion carried.
IV.
