HomeMy WebLinkAbout1969-11-18 Minutes Regular Meeting Planning and Zoning Commission November 18, 1969 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 8:05 P. M. , in the Council Chambers of Euless City Hall , with Chairman Leonard Weber presiding. Other members present are listed, as follows: Messers. Harry Arth, E. E. Keplinger and Richard Leggett . (Mr. Bill Tench arrived later in the evening.) (Absent: Messers. Jack Browne and Jack Cline.) Also present were City Inspector Jack Bullard and Recording Secretary Florence Murr. VISITORS Visitors in attendance were Messers. Gene Welch and Ivan Gregory, Jr. I , APPROVAL OF MINUTES Mr. Arth moved to dispense with the reading of minutes of the previous meeting dated November 4, 1969, and approve as written. Mr. Keplinger seconded the motion, and the vote is as follows: Ayes: Messers. Arth , Keplinger, Leggett and Weber Nays: None Chairman Weber declared the motion carried . II . PUBLIC HEARING ON ZONING CASE 196, REQUEST OF MR. GENE WELCH FOR R BONING A 10.78 ACRE TRACT IN THE T. A. CASH SURVEY (LOCATED APPROXIMATELY qOO FEET EAST OF THE WEST CITY LIMIT LINE ON SPUR 350) Chairman Weber opened the Public Hearing on Zoning Case N . 196, to consider the request of Mr. Gene Welch for rezoning the North 3.6 acres of a 10.78 acre tract situated in the T. A. Cash Survey, from "R.,1" Single Family Dwelling District to "C-2" Community Business District , and the South 6.4 acres of said tract, from "R-1" Single Family Dwelling District to "R-3" Multiple Family Dwelling District. Chairman Weber recognized Mr, Welch, who identified the property in question, pointing it out on the City's Official Zoning Map, and adivising that properties to the East and West (Pape Two, Minutes of Regular Meeting, Planning and Zoning Compnipion,, November 18, 1969.) are zoned for commercial usage at this time. In reply to a question from Mr. Welch, the City Inspector advised that there is a small area between the property in question and the commercial tract on the East which is still zoned "R-1" Single Family Dwelling District . (Approximately 357 feet in width) (Mr. Tench arrived at this time.) Mr. Welch advised that the property in question is owned by William C. Martin Methodist Church that the Church has purchased another site for its church building in the City of Bedford , and they are selling the property in question, subject to approval of its rezoning, to a Developer, who is an apartment builder and owner. Mr. Welch presented small plats, for review by Members of the Commission, which indicated the location of the property in relation to Spur 350 and the proposed extension of Westpark Way. Mr. Welch stated that he considers the requested zoning to be good zoning -- with commercial property along Spur 35Q, buffered by apartments on the South. Mr. Welch advised that a Motel has tentatively Qiven a letter of intention to build on this site when Spur 3$0 is completed, and the Developer proposes to construct an apartment complex on the 6.4 acre tract . Mr. Welch advised that he has a letter from William C. Martin Methodist Phurch stating that they are in favor of the requested zoning and would like to have the property rezoned, Mr. Welch commented that, in his opinion, the proposed plans would be advantageous to the City, since no taxes are collected on church property. In reply to a question from Mr. Keplinger, Mr. Welch stated that Quality Courts proposes construction of a motel on the site -- that this is a chain which has motels located in Waco, Temple and Dallas _- that the Developer has the letter of commitment , and he will be the contractor. Mr. Welch advised that the number of units has not been determined at this time -- that it possibly will have eighty (80) to one hundred (100) rooms; however, this estimate Gould vary because of the height of the structure, Mr. Welch commented that a single story structure is not considered feasible, He cited various motels located in the City of Dallas , which range from twp story to multi-story structures. A brief discussion followed concerning the difference between a motel and a hotel . Members of the Commission were in agreement that it is difficult to determine a difference between the two. Mr. Keplinger asked if Mr. Welch knows how many units are proposed for the apartment complex, Mr. Welch replied that he does not know, explaining that the schematic is in the hands of the Architect but is not (Page Three,„ Minutes of Regular Meeting, Planning and Zoninq' Commission, November 18, 1969.) complete. Mr. Welch estimated that there will be twenty (20) units , or less , per acre. He advised that the current trend is away from density, allowing lots of play area and green area -- that this particular De- veloper builds Garden Type apartments , designed for a family. Chairman Weber called for proponents in this rezoning request. There being none , he called for opponents. As there was none, the Public Hearing was closed. Mr. Arth moved to recommend approval of rezoning the North 3.6 acres , from "R-1" Single Family Dwelling Dis- trict to "C-2" Community Business District , and the South 6.4 acres , from "R-1" Single Family Dwelling District to "R-3" Multiple Family Dwelling District , as requested in Zoning Case No. 196. Mr. Leggett seconded the motion, and the vote is as follows: Ayes: Messers. Arth , Leggett , Tench and Weber Nays: None Abstained: Mr. Keplinger Chairman Weber declared the motion carried . III . ADJOURNMENT Mr. Tench moved to adjourn the meet- ing. Mr. Keplinger seconded the motion, and the vote is as follows: Ayes: Messers.
