HomeMy WebLinkAbout1969-05-20 Regular Meeting Planning and Zoning Commission May 20, 1969 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 8:30 P. M. , in the Council Chambers of Euless City Hall , with Chairman Leonard Weber presiding. Other members present were Messrs. Bill Tench and Jack Browne. Also present were City Inspector Jack Bullard and Recording Secretary Della Houy. VISITORS Visitors in attendance included the following: Rev. R. T. Robertson, Sr. ; Messrs. R. T. Robertson, Jr. , 0. Q. Whitley, F. Z. Meadows, Ivan Gregory, H. J. Arth, Paul Huffhines, James Arnold, Gene Welch, Leo Corrigan, Jr., Pete Gaiier, Vance C. Littleton, S. M. Hall and Mayor A. C. "Pete" Krause; Mesdms. Murlene Arnold and Evelyn Littleton. APPROVAL OF MINUTES Minutes of the regular meeting dated May 6, 1969, were approved as written. I . CONSIDER ZONING CASE NO. 191 - REQUEST. OF MESSRS. LEO F. CORRIGAN AND EDWIN B. JORDAN FOR REZONING LOTS 7, 9, 11, 12, 13, 14, 15. 16, 17, 18, AND 19, BLOCK A. SHEPPARD ADDITION. FROM "R-1" SINGLE FAMILY DWELLING DISTRICT TO "R-3" MULTIPLE FAMILY DWELLING DISTRICT. (PUBLIC HEARING HELD ON MAY 6, 1969) Chairman Weber announced that a Public Hearing was held on May 6, 1969, to consider the request of Messrs. Leo Corrigan, Jr. and Edwin B. Jordan, for rezoning Lots 7, 9, 11 , 12, 13, 14, 15, 16, 17, 18, and 19, Block A, Sheppard Addition from "R-1" Single Family Dwelling District to "R-3" Multiple Family Dwelling District, (Zoning Case No. 191) . Chairman Weber stated that this Public Hearing was closed and the decision was tabled in order for the Developers to complete negotiations with the property owners of the adjoining property. Chairman Weber recognized Mr. Gene Welch, who stated that he represents the Developers - that Mr. Corrigan is also in the audience and can make the presentation, if the Commission so desires. Pa e Two Re ular Meetin of the Plannin and Zonin Commission Ma 20 1 6g) Mr. Welch stated that the Developers had completed preparations and made offers and counter offers and have not been able to come to an agreement on Lots 6 and 8. The Commission had a letter for a request for a change of zoning for Lots 6, 8 and 10, Block A. Mr. Welch requested the Commission to delete this amendment and revert to the original request, that is Lots 7, 9, 11 , 12, 13, 14, 15, 16, 17, 18, and 19. The Developers had a contract ready to be singed on Lot 6, but the night before it was to be signed, the property had been sold to another party, Mr. Browne inquired if he had an agreement from the property owners on Lot 6 and 8. Mr. Welch stated that the Arnold 's, who own Lot 8, could not agree on a price. A price was offered but was not accepted. Chairman Weber stated that the Commission opposes spot zoning. A discussion followed on the lots in question. Chairman Weber asked the Arnold 's their desires. Mrs. Arnold stated that they do not want to sell . She stated that they bought the house twelve (12) years ago and are not interested in selling. Chairman Weber stated that the day was coming when they might have to sell . He stated that you cannot stop progress. Mrs. Arnold stated that they wanted enough to replace their home and not have to go deeper in debt. She stated that they have four (4) children and all will be in college at the same time and their present home would be paid for by then. She stated they wanted to keep their home or get enough to replace it without going deeper in debt. She stated that they would be the loser at the price they were asking, $17,000.00, as their property is worth more than that. She stated that it would cost more to replace their home with the higher interest rate. Chairman Weber inquired if they feel like the Developers have not offered them a fair price. Mr. Welch stated that the Developers had offered them the same price they had offered the other property owners. tow Chairman Weber asked Mr. Welch the size of the house. Commission Ma 20 1'69) Mrs. Arnold stated that there were between 1050 square feet and 1100 square feet. Chairman Weber stated that the people should work together to reach an agreement. Mr. Browne stated that in the event these property owners do not request the zoning change at this time, the buyer may want a change of zoning. At that time he would have to reapply for a change of zoning. Mrs. Arnold again stated that they do not want to sell , but will , if offered enough to replace their home without going into debt. Chairman Weber inquired of Lot 10. Mr. Corrigan stated that their request does not include Lot 10. Mr. Welch inquired if the Commission would recommend approval if Lot 10 were included. Chairman Weber stated that the Developer would need a new Public Hearing to include Lot 10. Mr. Tench made a motion to recommend approval of the change of zoning on Lots 11 , 12, 13, 14, 15, 16, 17, 18, and 19, Block A, Sheppard Addition, from "R-10 Single Family Dwelling District to "R-3" Multiple Family Dwelling District, leaving Lots 7 and 9 as "R-1" Single Family Dwelling District at this time. Mr. Browne seconded the motion and the vote is as follows: Ayes: Messrs. Jack Browne, Bill Tench and Leonard Weber Nays: None Chairman Weber declared the motion carried. Mr. Browne stated he wants it in the minutes that the two (2) lots, Lot 7 and 9, that were to be In tonights zoning be included with the rezoning of Lots 6, 8. and 10.
