Regular Meeting
Planning and Zoning Commission
March 18, 1969
CALL TO ORDER
The regular meeting of the Planning and
Zoning Commission was called to order at 8:05 P. M. , in the Council Chambers
of Euless City Hall , with Vice Chairman Jack Browne presiding. Members
present are listed as follows : Doctor Richard Lande , Messrs . Bill Tench
and Browne . (Doctor Harold Hall arrived later in the evening.) Absent:
Mr. Leonard Weber .
Recording Secretary Florence Murr was
also present.
VISITORS
Visitors in attendance are listed as
follows: Messrs William C . Pannell , Attorney representing Messrs . John
L. Lewis and Hunter McLean, Everett L. Bauer, Walter A . Elliott, Jr . and
Harold Co phe r.
APPROVAL OF MINUTES
Minutes of the previous meeting dated
March 4, 1969, were approved as written.
PRELIMINARY PLAT APPROVAL
BAUER ADDITION, TRACTS 1 AND 2,
MR. EVERETT BAUER, DEVELOPER
(LOCATED ON HIGHWAY 183 APPROXIMATELY
600 FEET WEST OF WILSHIRE DRIVE AT
DEBRA DRIVE
Chairman Browne recognized Mr. Walter
A . Elliott , engineer for Mr. Everett Bauer, who requests preliminary plat
approval for Bauer Addition, Tracts 1 and 2 .
Mr. Elliott reminded Members of the
Commission that this preliminary plat was discussed at the previous meeting
on March 4, 1969; however , upon presentation of a letter from the City's
Consulting Engineer concerning the proposed addition , Mr. Bauer requested
that his request be tabled , pending further study.
Mr. Elliott advised that Messrs . John
L. Lewis and Hunter McLean presently own both tracts in question; however,
they are in the process of selling Tract 2 to Mr. Everett Bauer, who pro-
poses to proceed with the development of his property upon approval by the
City. Mr. Elliott stated that in the design of this subdivision, the
Developer anticipated that the street (Debra) would be extended south to
Highway 183 -- that plans were presented and discussed at the previous
meeting, and the Developer is desirous of a recommendation from the Plan-
ning and Zoning Commission at this time .

Chairman Browne inquired if the plans ,
at this point , include the extension of the proposed street (Debra Drive) .
Mr. Elliott replied affirmatively --
that no change has been made in the preliminary plat , as presented at
the previous meeting.
(Doctor Hall arrived at 8: 10 P. M.)
Chairman Browne referred to the letter
dated February 29, 1969, from the City's Consulting Engineer, which was
reviewed at the previous meeting and which states as follows:
"1 . We would recommend the construction of curb and gutter in
Highway 183 frontage and any necessary underground drainage
facilities which are necessary for this improvement.
2 . The extension of Debra Drive into Highway 183 is of con-
siderable concern . We feel there would be a strong tendency
to use this street as a secondary thoroughfare if the outlet
is provided . Obviously the street pattern would not anticipate
through traffic on Debra and we are of the opinion that through
traffic would be undesirable."
Mr. Browne asked if the Developer is in agreement with paragraph one of
this letter.
Mr. Elliott replied negatively, stating
that his answer is based on the fact that this improvement is under the
jurisdiction of the State Highway Department . Mr . Elliott stated that
this matter will be presented to the Highway Department at a future date;
however, he considers it would be premature at this time .
Chairman Browne asked if additional
information concerning the Engineer's recommendation has been furnished
to the City of Euless.
Mrs. Murr advised that, to her knowledge,
a letter addressed to Mayor Fuller from Mr. William Hunter McLean, was the
only additional information concerning this matter.
Chairman Browne commented that it is up
to this Board to make a recommendation in this matter; however, it is
difficult without knowing the Engineer's reasons for opposing the extension
of Debra Drive.
Mr. Elliott stated that Mr. Bauer wants
to do what is good for the community and, in his opinion, the Planning and
Zoning Commission should weigh the evidence and make a recommendation which
Cow will be good for the community.
Doctor Hall asked if Knowlton-Ratliff-
English , the City's Consulting Engineers , were serving in that capacity
in 1962, when Debra Drive was originally stubbed out .

Mr. Elliott replied negatively, stating
that, in his opinion, the extension of Debra Drive was anticipated at
some future date, when it was stubbed , and this is merely a difference of
opinion. He advised that the proposed extension does line up with a cross-
over on Highway 183.
Chairman Browne referred to a letter
dated March 11 , 1969, addressed to Mayor Fuller from Mr . William Hunter
McLean, which states that Messrs . McLean and Lewis request the extension
of Debra Drive . (This letter was previously reviewed by Members of the
Commission and is made a part of these minutes .)
Mr. William C . Pannell stated that he
represents Messrs . McLean and Lewis , who are desirous of approval of the
Preliminary Plat for Bauer Addition, as presented . Mr . Pannell advised
that Messrs . McLean and Lewis have owned the property in question since
1955 -- that , in 1962 , when Oakwood Terrace North was platted , Messrs .
McLean and Lewis were advised that the City wanted them to open Debra Drive
to Highway 183. At that time , Messrs . McLean and Lewis had no definite
plans for the tracts in question; however, they gave their assurance that
access would be allowed . Mr. Pannell stated , further , that part of the
consideration in the transaction for sale of Tract 2 to Mr. Bauer was the
construction of this street -- that the contract and consideration will
have to be revised if this street is not installed .
Mr. Pannell stated that he is aware
this Board must determine whether or not this is a good plan -- that he is
of the opinion the objection is that , possibly, extension of Debra would
create a thoroughfare . Mr. Pannell commented that Debra is not a straight
street; therefore he does not consider that it will carry a lot of traffic .
Mr. Tench made the motion to recommend
approval of the Preliminary Plat for Bauer Addition, Tracts 1 and 2 , and
to further recommend that the letter dated March 11 , 1969, addressed to
Mayor W. G. Fuller from Mr. William Hunter McLean be entered as an exhibit
to this motion for approval . Doctor Hall seconded the motion, and the
vote is as follows:
Ayes: Messrs. Tench, Hall , Lande and Browne
Nays: None
Chairman Browne declared the motion carried .
Mr. Tench made the motion to recommend
that the Euless City Council request the Consulting Engineers to furnish
the Planning and Zoning Commission more detailed information concerning
reasoning for agreement or disagreement of future possible transactions.
Doctor Lande seconded the motion, and the vote is as follows:
Ayes: Messrs . Tench , Lande, Hall and Browne
Nays: None
Chairman Browne declared the motion carried .

FINAL PLAT APPROVAL
BAUER ADDITION, TRACT 2
Mr. Elliott advised that Mr. Everett
Bauer requests Final Plat Approval of Bauer Addition , Tract 2, stating that
this platting includes plans for the extension of Debra Drive to Highway
183.
Mr. Elliott stated that the Developer
proposes to tie into the existing water line located along Highway 183, and
to tie into the eight inch sewer line which is proposed to serve the Terry
Davis Subdivision. Mr. Elliott advised that this sewer line has not been
constructed at this time , and in the event it is not installed by the time
Bauer Addition is developed , Mr. Bauer proposes to tie into the existing
sewer line north of his property, which serves Block 22 , Oakwood Terrace
North .
Mr. Elliott advised that the Developer
proposes to curb and gutter Debra Drive and pave it to the City's standard
requirement of six inches of hot mix asphalt -- that the street will be
dedicated to the City upon its completion and acceptance.
Doctor Hall moved to recommend approval
of the Final Plat for Bauer Addition, Tract 2, providing all pro rata re-
quirements of the City are met . Doctor Lande seconded the motion, and the
vote is as follows:
Ayes: Messrs. Hall , Tench , Lande and Browne
Nays: None
Chairman Browne declared the motion carried.
III .
RESOLUTION NO, 133, CALLING A
PUBLIC HEARING TO CONSIDER
ZONING CASE NO. 188, REQUESTED
BY G & C PROPERTIES
Doctor Hall moved to approve Resolution
No. 133, setting April 1 , 1969, as the date for Public Hearing to consider
Zoning Case No. 188, as requested by G & C Properties. Mr. Tench seconded
the motion, and the vote is as follows:
Ayes: Messrs. Hall , Tench , Lande and Browne
Nays: None
Chairman Browne declared the motion carried .
IV.
