The regular meeting of the Planning
and Zoni; ; - Ieii_ a eel led to order at 8:00 P. M. in the Council
Chambers ~' en. —i ty ;e'e 1 , with Chairman Leonard Weber presiding. Members
present are as f,. How,: Messrs. Jack Browne , Bill Tench and Weber.
(Doctors P-r eed Ric.hwrd Lande arrived later in the evening.)

Chairman Weber advised that a letter
pertaining to p;a a.a fer Bauer Addition was received from the City's Consult-
ing Engineer =,s ed if a copy was received by either the Developer or h i s
Engineer.
Mr. Walter Elliott , Engineer, replied
negatively, and e eepv or the letter from Mr . Bill Ratliff, dated February 29,
1969, was preseeted fc:r his review.
Members of the Commission also reviewed
the letter, which states as follows:
"1 . We would recommend the construction of curb and gutter in
Highway 183 frontage and any necessary underground drainage
facilities which are necessary for this improvement.
2. The extension of Debra Drive into Highway 183 is of consider-
ale aeneern. We feel there would be a strong tendency to
use t!-is street as a secondary thoroughfare if the outlet is
provided . Obviously the street pattern would not anticipate
tow three eh traffic on Debra and we are of the opinion that
through traffic would be undesirable."

A lengthy discussion followed , and
in reply to e question , the City inspector advised that he knew of no
reason for Debra; hnelng been stubbed out --°- that he is of the .°pinion
this street was sr.: . 0 at the time Oakwood Terrace North was developed .
Docter Hall inquired concerning plans
proposed fur Highway 133.
Mr . Bullard advised that Highway 183
will be widened te three lanes each way; however, Spur 350 is being con-
structed to ref ie.,✓e: the through traffic.
Mr. Baer suggested to Mr. El 1 iott
that his request ler plat approval might be withdrawn until consideration
can he Civeo i t!'l. com;tints in the Consulting Engineer's letter.
Chairmen Weber advised that the re-
quests for Preliminary Hat Approval of Bi=:uer Addition, Tracts 1 and 2,
and the Final Piet Approval of Bauer Addition , Tract 2 , have been tabled ,
at the request of the Developer , for further study.

your Cit 7` ti fir; = i ias. We would recommend that in addition to
pro-r t_- er':i-ipetior. in Harwood Road, the Developer improve
the H°eh°w-y 17 frontage by construction of curb and gutter."
Mr. Elliott stated that he regrets
the Developer's a -: ;ee from this meeting -- that he cannot say whether or
not Mr. Nokes wi 1 ! e <r-cable to curb and gutter the frontage on Highway
157; however, ha is eeperi that the Texas Highway Department exercises
control over these ,r; tt^rs and the plans will have to be presented for
its approval - th ' :sv would hate to see approval of this plat withheld
for this reas.)e.
Mr. Sul lard advised that the po' icy

of the street.
In reply to Doctor Hall 's question
concerning the wid?: • of Harwood Road, Mr. Bullard advised that it will be
approximately siixtyLthre (63) feet wide.
Mr. Elliott commented that Mr. Nokes
will have to cur; and gutter the property adjacent to Harwood Road and
pave approximate'y fifteen ( 15) feet of the street.
(Doctor Larde arrived at 8:25 P. M.)
Mr. Elliott advised that , in his
opinion, the Developer of Harwood Plaza will have no objections to improv-
ing Harwood Road , as set out in the letter from the Consulting Engineers;
however, the Deq ;loper should be allowed to curb and gutter Highway 157
at his own discretion. Mr. Elliott stated that his opinion is based on
the fact that the ` t-ite Highway Department may have future plans for High-
way 157.
Chairman Weber asked if Mr. Elliott
will be agreeable to the improvements if no future plans are proposed by
the Highway Department .
Mr. Elliott stated that, in his
opinion, all property owners should be required to improve their property,
if one of them is frced to do so.
Mr. Browne made the motion to recommend
approval of the Final Plat of Harwood Plaza, providing the Developer is
required to furnish :.<rb and cutter, tying into the existing pavement on
Harwood Road -- that the requirements for curb and gutter on Highway 157 ,
as recommended by the City's Consulting Engineers, be at the discretion
of the Developer. Doctor Hall seconded the motion, and the vote is as
follows:

Chairman Weber decl:7red the motion carried .
Doctor Hall stated that, in his
opinion, the property owners should not be required to install curb and
gutter along Highway 357 until the borrow ditch is eliminated and the
City and State Highway Department provide drainage facilities to make
this a first class i.istallation.
