Planning and Zoning Commission
February 20, 1973
CALL TO ORDER
The regular meeting of the Planning and
Zoning Commission was called to order at 8:00 P. M. in the Council Chambers of
Euless City Hall by Vice Chairman Harry Arth. Other members present were Messrs.
Carl Tyson, Robert Johnson, Herman Wallace, Richard Leggett and Jack Cline.
(Absent was Mr. Ray Ozebek. -- Chairman Jack Cline arrived at 8:30 P. M.)
Also present was City Inspector Jack Bullard.
VISITORS
Visitors in attendance were Messrs.
Manning Grinnan, Jr. , Bob Eden, Bill Bixil , L. C. Smith, Ken Meyers, Mike
Crain, and Hugh Waite; Mrs. M. L. Bixil and Miss Mary Ann Ingram.
APPROVAL OF MINUTES
Mr. Wallace moved to approve minutes of the
regular meeting dated February 6, 1973 as written.
Mr. Tyson seconded the motion and the vote
is as follows :
Ayes: Messrs. Wallace, Tyson, Johnson, Leggett, and Arth
Nays : None
Vice Chairman Arth declared the motion carried.
PUBLIC HEARING: ZONING CASE NO. 228 - REQUEST OF FARINA-PATTERSON
DEVELOPMENT CORPORATION FOR CHANGE OF ZONING DISTRICT FROM "R-1"
SINGLE FAMILY DWELLING DISTRICT TO "C-2" COMMUNITY BUSINESS DISTRICT
ON 11 .53 ACRES; FROM "R-1" SINGLE FAMILY DWELLING DISTRICT TO "R-5"
MULTI-FAMILY DWELLING DISTRICT ON 30.6 ACRES ; FROM "R-1" SINGLE
FAMILY DWELLING DISTRICT TO "L-1" LIMITED INDUSTRIAL DISTRICT ON
50.98 ACRES ; AND FROM "R-1" SINGLE FAMILY DWELLING DISTRICT TO "C-2"
COMMUNITY BUSINESS DISTRICT ON 16.02 ACRES. TOTAL REQUEST FOR
CHANGE OF ZONING IS 109.184 ACRES. (PROPERTY LOCATED ON THE NORTH
SERVICE ROAD OF SPUR 350, 650' EAST OF CARTER DRIVE EXTENDING NORTH
TO HARWOOD ROAD. L. C . SMITH, GENERAL MANAGER.)
Vice Chairman Arth opened the Public
Hearing on Zoning Case No. 228 and recognized Mr. L. C. Smith, General Manager
for Farina-Patterson Development Corporation.
Mr. Smith presented an outline of the
ibo proposed development of the property in this zoning case. Mr. Smith stated
that plans are to build a commercial amusement center, with small novelty
shops, on the commercial property fronting Harwood Road, three (3) story
apartment buildings, with more open space, on the "R-5" Multi-Family Dwelling

District property, industrial district similar to their industrial district
on SH 183, with additional deed restrictions on the property to improve
development, and the commercial district fronting on Spur 350 would have
two (2) motel sites, with supporting commercial development. Mr. Smith
further stated the corporation would maintain the drainage channel through
the property in order to enhance their apartment development. Mr. Smith
stated that he did not know at this time which area would be developed
first, although he plans to begin two (2) industrial buildings as soon as
possible.
In reply to a question, Mr. Smith stated
he planned to start development as soon as the platting and zoning is completed.
Vice Chairman Arth recognized Mr. Hugh
Waite, owner of property west of the property in this zoning case. Mr. Waite
stated he has no objections and is in favor of the request.
There were no opponents present.
Vice Chairman Arth declared the Public
Hearing closed.
Mr. Leggett moved to recommend approval
of the zoning requested in Zoning Case No. 228.
Mr. Wallace seconded the motion and the
vote is as follows :
Ayes: Messrs. Leggett, Wallace, Tyson, Johnson, Cline, and Arth
Nays : None
Vice Chairman Arth declared the motion carried.
II .
PRELIMINARY PLAT APPROVAL: 109 PLACE ADDITION - REQUEST OF
J.- P. DEVELOPMENT, CARL SMITH & ASSOCIATES, ENGINEERS,
L. C. SMITH, GENERAL MANAGER. (PROPERTY LOCATED 2500'
EAST OF NORTH MAIN STREET EXTENDING FROM HARWOOD RD. TO SPUR 350)
Vice Chairman Arth recognized Mr. L. C.
Smith who presented the preliminary plat of 109 Place Addition.
Vice Chairman Arth read a letter from
the City's Consulting Engineers, Knowlton-Ratliff-English-Collins, as follows :
"Subject: 2-852, City of Euless, 109 Place Addition, Preliminary Plan
Dear Sirs :
As requested by the City staff, we have reviewed the preliminary
plan for 109 Place Addition, and furnish you our comments as follows :
how
1 . We would suggest caution in the placement of building
lines adjacent to the Sinclair Gas Line Easement. It

is our understanding that this line carries volatile liquids
and we would suggest contact be made with the proper repre-
sentatives of that company before allowing building immediately
adjacent to that easement. It would seem that, especially where
dense living conditions or possibly motel use is involved, the
chance for a disaster might be present if proper building dis-
tances are not maintained.
2. Because of the Texas Highway holiday, February 19, we were
unable to make contact with them in an effort to confirm the
location of their grade separation planned for Midway Drive
at Highway 360. We feel sure that the location of Midway
Drive on this plan will be compatible with the planned grade
separation, but we are gradually moving Eastward and we must
begin to look to the proper connection without making drastic
turns in the last few hundred feet.
3. The major drainage channel shown as a 70-foot drainage and
utility easement across this property is shown to be con-
structed in an earthern condition. Unless there are agree-
ments for maintenance of this facility, such as those required
in the past by the City, we would recommend the improvement of
this channel with concrete liner in order that the City may
provide proper maintenance.
4. The preliminary drainage plans indicating the storm drains
do not provide runoff calculations to substantiate inlet
sizing, pipe sizing, or to justify the lack of storm drainage
facilities North of the major channel . We cannot comment re-
garding the drainage facilities indicated until more data is
furnished to substantiate the design shown.
5. On the water layout, fire hydrant coverage is not adequate
for the type of zoning involved. Some means of further
coverage in the unprotected areas should be provided.
If we can be of further assistance in your processing of this project,
please do not hesitate to call ."
Mr. Smith stated he would agree to
items 1 , 2, 3, and 4. Mr. Smith further stated that on item 5, he realizes
that due to the depth of the lots there is not adequate fire coverage on the
property, but not knowing the location of the buildings or the size of the
buildings to be constructed, that in order to have the proper fire coverage
and have the best location of the fire hydrants, these need to be added as
the development progresses then they can be properly located and at that
time he will add all fire hydrants that are required.
Mr. Cline moved to recommend approval
of the preliminary plat of 109 Place Addition, subject to the Engineer's
letter.
'Now Mr. Leggett seconded the motion and
the vote is as follows :

III .
UPDATING MASTER PLAN
Mr. Leggett moved that the Planning and
Zoning Commission request the City Council to consider updating the Master
Plan Map by changing it to reflect "L-1" Limited Industrial Zoning north of
Harwood Road and east of Fuller Wiser Road to the airport boundary and that
the name Euless Forum be considered for the sign to be placed on Highway 183
for identification purposes and each development would be named Euless Forum
1 , 2, etc.
Mr. Wallace seconded the motion and the
vote is as follows :
Ayes : Messrs. Leggett, Wallace, Tyson, Cline, Johnson, and Arth
Nays : None
Vice Chairman Arth declared the motion carried.
It was requested that noise zone lines
be placed on the zoning maps and the master plan maps.
