HomeMy WebLinkAbout1973-02-06 Regular Meeting Planning and Zoning Commission February 6, 1973 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 8:00 P. M. in the Council Chambers of Euless City Hall by Chairman Jack Cline. Other members present were Messrs. Ray Ozebek, Carl Tyson, Harry Arth, Robert Johnson and Herman Wallace. (Absent was Mr. Richard Leggett. ) Also present were City Manager C. J. Griggs and City Inspector Jack Bullard. VISITORS Visitors in attendance were Messrs. William Slease, B. Curley, John R. Manser, Paul Sigmund, L. C. Smith, Harry B. Hunsicker, Gene Welch and Walter A. Elliott, Jr. APPROVAL OF MINUTES Mr. Wallace. moved to approve minutes of the regular meeting dated December 19, 1972 as written. Mr. Johnson seconded the motion and the vote is as follows : Ayes : Messrs. Wallace, Johnson, Tyson, Ozebek, Arth, and Cline Nays : None Chairman Cline declared the motion carried. II . PRELIMINARY PLAT APPROVAL - REQUEST OF C. E. CONSTRUCTION COMPANY, DEVELOPER, FOR APPROVAL OF WESTPARK CENTRAL PRELIMINARY PLAT. (PROPERTY LOCATED ON SPUR 350 AND THE WEST CITY LIMITS OF EULESS .) Chairman Cline recognized Mr. Walter Elliott who presented the preliminary plat of Westpark Central Addition. Mr. Elliott stated his client would like approval of the preliminary plat, as he has plans for a motel on this site. Chairman Cline read a letter from the City's Consulting Engineers, Knowlton-Ratliff-English-Collins, as follows : Low (Page Two, Regular Meeting, Planning and Zoning Commission, February 6, 1973) "As requested by the City Staff, we have reviewed the preliminary plans for Westpark Central Addition, and furnish you our comments as follows : 1 . The preliminary median strip shown on Tibbetts Drive indi- cates an opening which will allow turn through at a point approximately 150 feet West of Westpark Way. Our reaction to this layout is such a turn through will be too close to the major intersection, and should probably be moved West an additional 100 feet. We can reserve final comment until construction plans ; however, we feel the turn through shown will need to be moved to some extent. 2. The water line shown in Westpark Way and in Spur 350 indi- cates an 8-inch. We are presently preparing construction plans for a major transmission main which will be located in this vicinity and will be 24-inch in size. This Devel- oper should be responsible for his pro-rata share of that larger water main and it should replace the main shown on this plan. The proposed route for the 24-inch is along the West side of Westpark Way. We realize that the normal location would be the East side; however, physical conditions which exist on the ground would make the transmission main more expensive to construct at this time on the East side, and we have, therefore, opted to use the West parkway of this thoroughfare in order to construct this line more economically. We would, therefore, recommend revision of these plans to indicate this proposed construction. 3. Should this subdivision be constructed prior to the installa- tion of the major transmission main, the connection of water to Kynette for service will , of course, be necessary; how- ever, should the development be coincident or after the installation of the 24-inch main. This connection would not be a necessity and we would then recommend the looping of the main shown back to Westpark Way as opposed to a connection to Kynette. 4. We would suggest the installation of the sewer main in Westpark Way and in Tibbett's Drive approximately in the center of these two rights-of-way, since both will have a center median and access would be available. This will allow installation of the major transmission water main on the West side of Westpark Way. The plans should also determine the location of the metering station on the existing 18-inch outfall sewer, and be certain that this sewer enters the outfall sewer downstream of that metering station. 5. We would suggest that definite agreement be reached at this time regarding the treatment, as well as the responsibility for maintenance on the two drainage channels shown. Should the Developers desire to dedicate these channels to the public, we would approach the required improvements in a manner which will provide for minimum maintenance on the park of the City; however, should the agreement provide for perpetual maintenance by the property owners, the City would only be (Page Three, Regular Meeting, Planning and Zoning Commission, February 6, 1973) interested in the capability of the facilities so far as protection of adjoining property and would leave the main- tenance upkeep to the property owners. 6. The bridge shown on Tibbetts Drive is located so that it straddles the City Limit Line between Euless and Bedford. It also spans the property line between this tract and the Community Hospital site. We would suggest that a definite agreement be reached at this preliminary stage as to finan- cial responsibility for the construction of this bridge. We would assume by its being shown on these plans that this Developer does intend to accept responsibility, but feel that this item should be made clear at this stage. If we can provide further assistance to you in the processing of this project, please do not hesitate to call ." Mr. Elliott stated his client agreed to the six (6) points in the Engineer's letter. Mr. Elliott further stated that his client planned to make some type of agreement with the Community Hospital on the bridge construction on Tibbetts Drive, and if an agreement can not be reached, his client would assume cost of the bridge. Mr. Ozebek moved to recommend approval of the preliminary plat of Westpark Central Addition, subject to the Engi- neer's letter. Mr. Arth seconded the motion and the vote is as follows : Ayes: Messrs. Ozebek, Arth, Wallace, Johnson, Tyson, and Cline Nays: None Chairman Cline declared the motion carried. III . APPROVAL OF RESOLUTION NO. 211 , SETTING DATE FOR PUBLIC HEARING ON ZONING CASE NO. 228, REQUEST OF FARINA-PATTERSON DEVELOPMENT CORPORATION FOR REZONING PROPERTY LOCATED ON THE NORTH SERVICE ROAD OF SPUR 350, 650' EAST OF CARTER DRIVE EXTENDING NORTH TO HARWOOD ROAD Mr. Arth moved to approve Resolution No. 211 , setting February 20, 1973 as the date for the Public Hearing on Zoning Case No. 228. Mr. Wallace seconded the motion and the vote is as follows : Ayes : Messrs. Arth, Wallace, Johnson, Ozebek, Tyson, and Cline Nays : None Chairman Cline declared the motion carried. CONSIDER REQUEST FOR PERMANENT ZONING OF PROPERTY PRESENTLY ZONED WITH CONDITIONS SUBSEQUENT BY ORDINANCE NO. 381 , REQUEST OF MR. GENE WELCH (PROPERTY LOCATED ON SPUR 350, 500' EAST OF THE WEST CITY LIMITS OF EULESS) Chairman Cline recognized Mr. Gene Welch who presented the request for permanent zoning on the property zoned with conditions subsequent in Ordinance No. 381 . Mr. Welch stated that, in his opinion, permanent zoning should be granted on the property if the members of the Commission considered this good zoning and if they did not, the property should not be zoned at all . Mr. Arth moved to recommend approval of permanent zoning on the property rezoned in Ordinance No. 381 . Mr. Wallace seconded the motion and the vote is as follows : Ayes : Messrs. Arth, Wallace, Ozebek, Tyson, Johnson, and Cline Nays : None Chairman Cline declared the motion carried. V. ADJOURNMENT The meeting adjourned at 10:00 P. M.
