HomeMy WebLinkAbout1972-04-18 Regular Meeting Planning and Zoning Commission April 18, 1972 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 8:00 P. M. in the Council Chambers of Euless City Hall , with Vice Chairman Jack Cline presiding. Other mem- bers present are listed, as follows : Messrs . Harry Arth, Richard Leggett, Herman Wallace and Turner Gauntt. (Absent were Chairman Leonard Weber and Mr. Robert Johnson. ) Also present were City Manager C. J. Griggs and City Inspector Jack Bullard. VISITORS Visitors in attendance are listed, as follows : Messrs. John Harrison, Jake Cook, Robert L. Wright, Walter A. Elliott, Jr. , Doug Stapleton, Don Cook, Bill Goodlett, Stan Wetsel and Robert W. Butler. APPROVAL OF MINUTES Mr. Arth moved to approve minutes of the regular meeting dated April 4, 1972, as written. Mr. Wallace seconded the motion, and the vote is as follows : Ayes : Messrs . Arth, Wallace, Leggett, Cline and Gauntt Nays : None Vice Chairman Cline declared the motion carried. 11 . FURTHER CONSIDERATION OF ZONING CASE NO. 223, REQUEST FOR CHANGE OF ZONING, FROM "R-1" SINGLE FAMILY TO "C-2" COMMUNITY BUSINESS, ON PROPERTY LOCATED SOUTH OF S.H. 183, EAST AND WEST OF DICKEY DRIVE (PUBLIC HEARING HELD APRIL 4 , 1972) Vice Chairman Cline called for discussion of the zoning request of Messrs . Richard S. Maurer, Clifford B. Marshall and Bomar Lowrance & Associates (Zoning Case 223) , on which action was tabled at the last meeting of the Planning and Zoning Commission. . (Page Two, Minutes of Regular Meeting, Planning and Zoning Commission, April 18, 1972) Mr. Leggett moved to recommend approval of the requested zoning, rezoning portions of Tract A and A-1 , Block 1 , all of Tract A-2, Block 1 and all of Tract B-R-A, Block 2 (all being situ- ated in Oak Crest Estates) , from "R-l" Single Family Dwelling District to "C-2" Community Business District. Mr. Arth seconded the motion, and the vote is as follows : Ayes : Messrs . Leggett, Arth, Wallace, Gauntt and Cline Nays : None Vice Chairman Cline declared the motion carried. III . CONSIDERATION OF PLAT APPROVAL: TRACT 1C1 , E . ROGERS SURVEY, ABSTRACT 1299 (PROPERTY LOCATED EAST OF F.M. 157 AT THE SOUTHWEST CORNER OF PASO DEL OESTE APARTMENTS) Vice Chairman Cline recognized Mr. Walter A. Elliott, Engineer, who presented the plat for Tract 1C1 , E. Rogers Survey, advising that the easement for the sewer line has not been obtained, however, the developer is negotiating for it at this time. In reply to a question concerning the proposed use of the property, Mr. John Harrison advised that developers intend to construct a convenience store similar to a 7-11 store. Mr. Turner Gauntt moved to recommend approval of the plat of Tract 1C1 , E. Rogers Survey, as presented. Mr. Leggett seconded the motion, and the vote is as follows : Ayes : Messrs . Gauntt, Leggett, Arth, Wallace and Cline Nays : None Vice Chairman Cline declared the motion carried. IV. PUBLIC HEARING: ZONING CASE NO. 224, REQUEST OF VANTAGE PROPERTIES, INC . FOR REZONING TRACT A, BLOCK 1 AND TRACT A, BLOCK 2, WILSHIRE VILLAGE FROM "R-5" MULTI-FAMILY TO "PD" PLANNED DEVELOPMENT (LOCATED AT SOUTHEAST CORNER OF SPUR 350 AND WILSHIRE DRIVE) Vice Chairman Cline opened the Public (Page Three, Minutes of Regular Meeting, Planning and Zoning Commission, April 18, 1972) Hearing on Zoning Case No. 224, to consider the request for rezoning Tract A, Block 1 and Tract A, Block 2, Wilshire Village, from "R-5" Multi-Family Dwelling District to "PD" Planned Development District for an office build- ing and retail shops. Vice Chairman Cline recognized Mr. Stan Wetsel , who presented the case, stating that Vantage Properties, Inc. owns thirty-seven (37) acres of land adjacent to the property in question, extending eastward to F.M. 157 adjacent to Spur 350. Mr: Wetsel advised that the developers propose to construct a masonry fence between the single story office build- ing and single family residences at the south side of this property. Vice Chairman Cline called for other proponents in this zoning case. There being none, he called for opponents. No one wished to speak in opposition to the requested zoning, and Vice Chairman Cline closed the Public Hearing on Zoning Case No. 224. Mr. Arth moved to recommend approval of the zoning requested in Zoning Case No. 224, providing the developers erect an eight (8) foot masonry fence,with a brick face,along the South and East boundaries of the property, with said brick face to be facing the single family residences . Mr. Gauntt seconded the motion, and the vote is as follows : Ayes : Messrs. Arth, Gauntt, Wallace, Leggett and Cline Nays : None Vice Chairman Cline declared the motion carried. V. APPROVAL OF RESOLUTION NO. 205, SETTING DATE FOR PUBLIC HEARING ON ZONING CASE NO. 225, REQUEST OF CENTENNIAL HOMES, INC. FOR REZONING TRACT C, LAKEWOOD ADDITION FROM "PD" PLANNED DEVELOPMENT FOR CLUSTER APART- MENTS AND "R-2" TWO-FAMILY DWELLING DISTRICT TO "PD" PLANNED DEVELOPMENT FOR TOWNHOUSES (PROPERTY LOCATED NORTH OF ASH LANE AND WEST OF OAKLAND ESTATES) Mr. Leggett moved to approve Resolution No. 205, setting May 2, 1972, as the date for Public Hearing on Zoning fir.. Case No. 225. (Page Four, Minutes of Regular Meeting, Planning and Zoning Commission, April 18, 1972) Mr. Wallace seconded the motion, and the vote is as follows : Ayes : Messrs. Leggett, Wallace, Arth, Gauntt and Cline Nays : None Vice Chairman Cline declared the motion carried. VI . ADJOURNMENT The meeting was adjourned at 8:40 P.M.
