Planning and Zoning Commission
April 4, 1972

CALL TO ORDER
The regular meeting of the Planning
and Zoning Commission was called to order at 8:05 P. M. in the Council
Chambers of Euless City Hall , with Vice Chairman Jack Cline presiding.
Other members present were Messrs. Richard Leggett, Turner Gauntt,
Herman Wallace, and Harry Arth. (Absent were Messrs. Leonard Weber and
Robert Johnson.)
Also present were City Manager C. J.
Griggs and City Inspector Jack Bullard.
VISITORS
Visitors in attendance were Messrs.
James C. Flemming and Jack Avinger and Mr. and Mrs. E. J . Autrey.
APPROVAL OF MINUTES
Mr. Wallace moved to approve minutes
of the regular meeting dated March 21 , 1972, as written.
Mr. Arth seconded the motion and the
vote is as follows:
Ayes: Messrs. Wallace, Arth, Leggett, and Gauntt
Nays: None
Vice Chairman Cline declared the motion carried.
II .
PUBLIC HEARING - ZONING CASE NO. 223 - REQUEST OF MESSRS. BOMAR
LOWRANCE AND ASSOCIATES, RICHARD S. MAURER AND CLIFFORD B. MARSHALL
FOR ZONING DISTRICT CHANGE FROM "R-1" SINGLE FAMILY DWELLING DISTRICT
TO "C-2" COMMUNITY BUSINESS DISTRICT, ALL OF TRACT A-2 AND A PORTION
OF TRACT A AND A-1 , BLOCK 1 , AND A PORTION OF TRACT B-R-A BLOCK 2,
OAK CREST ESTATES. (PROPERTY LOCATED SOUTH OF S.H. 183 AT DICKEY DR. )
Vice Chairman Cline opened the Public
Hearing on Zoning Case No. 223 to consider the request for a zoning district
change on all of Tract A-2 and a portion of Tract A and A-1 , Block 1 , and
a portion of Tract B-R-A, Block 2, Oak Crest Estates, from "R-1 " Single
Family Dwelling District to "C-2" Community Business District.

Imo, Vice Chairman Cline recognized Mr. James
C. Flemming, who presented the developers views and reasons for the zoning
request. Mr. Flemming stated zoning is requested on this property for the
purpose of constructing an Office-Park type of development, with a heighth
of four (4) stories, according to the "C-2" zoning classification, at this
time. Mr. Flemming further stated the developers wish to reserve the right
to return if the development should require higher buildings, such as the
First State Bank Building in Bedford.
Vice Chairman Cline inquired if there
were opponents present to this zoning request. There being none, Vice
Chairman Cline declared the Public Hearing on Zoning Case No. 223 closed.
A discussion followed and Mr. Arth
inquired as to the type of screening fence the City required between
this development and single family residents.
Mr. Bullard stated the City requires a
six (6) foot wood or permanent mounted solid type fence along the property
line.
Mr. Gauntt moved to recommend approval
of the zoning change requested in Zoning Case No. 223, rezoning from "R-1 "
to "C-2" all of Tract A-2, and a portion of Tract A and A-1 , Block 1 , and
a portion of Tract B-R-A, Block 2, Oak Crest Estates.
Mr. Gauntt 's motion died from lack of
a second.
Mr. Arth moved to delay action on Zoning
Case No. 223 for two (2) weeks until he could look at the property.
Mr. Wallace seconded the motion and the
vote is as follows:
Ayes : Messrs. Arth, Wallace, and Leggett
Nays : Mr. Gauntt
Vice Chairman Cline declared the motion carried.
III .
CONSIDER PLAT APPROVAL: TRACT 1C1 , E. ROGERS SURVEY,
ABSTRACT 1299, LOCATED ON THE EAST SIDE OF F.M. 157, AT
THE SOUTHWEST CORNER OF PASO DEL OESTE APARTMENT PROJECT
Vice Chairman Cline delayed the consideration
of the Plat Approval for Tract 1C1 , E. Rogers Survey, as a representative
in this case was not present.

IV.
RESOLUTION NO. 203: CALLING PUBLIC HEARING ZONING CASE
NO. 224 - REQUEST OF VANTAGE PROPERTIES, INC. FOR REZONING
TRACT A, BLOCK 1 AND TRACT A, BLOCK 2, WILSHIRE VILLAGE,
FROM "R-5" MULTI-FAMILY DWELLING DISTRICT TO "PD" PLANNED
DEVELOPMENT DISTRICT. (PROPERTY LOCATED ON THE SOUTHEAST
CORNER OF SPUR 350 AND WILSHIRE DRIVE)
Mr. Leggett moved to approve Resolution
No. 203, setting April 18, 1972, as the date for Public Hearing on Zoning
Case No. 224.
Mr. Arth seconded the motion and the
vote is as follows :
Ayes : Messrs. Leggett, Arth, Gauntt and Wallace
Nays : None
Vice Chairman Cline declared the motion carried.
