HomeMy WebLinkAbout1972-03-07 Regular Meeting Planning and Zoning Commission March 7, 1972 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 8:00 P. M. in the Council Chambers of Euless City Hall , with Vice Chairman Jack Cline presiding. Other members present were Messrs. Robert Johnson, Richard Leggett, and Turner Gauntt. (Absent were Messrs. Leonard Weber, Harry Arth, and Herman Wallace.) Also present was City Inspector Jack M. Bullard. VISITORS Visitors in attendance are listed, as follows: Messrs. L. C. Smith, Joe Bailey, Walter A. Elliott, Jr. , Clayton G. Harris, Darrel Benson, Charles Pattillo, Al Bey, and Don Raper. APPROVAL OF MINUTES Mr. Johnson moved to approve minutes of the regular meeting dated February 15, 1972, as written. Mr. Leggett seconded the motion, and the vote is as follows: Ayes: Messrs. Johnson, Leggett, Cline, and Gauntt Nays: None Vice Chairman Cline declared the motion carried. II . CONSIDERATION OF FINAL PLAT: INTERNATIONAL/ REGIONAL INDUSTRIAL COMPLEX, (PROPERTY LOCATED ON THE SOUTH SIDE OF SH 183, SURROUNDING THE DOCTORS' COMMUNITY HOSPITAL AND EXTENDING SOUTH TO PIPELINE ROAD. ) Vice Chairman Cline recognized Mr. Joe Bailey, who presented a plat of the International/Regional Industrial Complex located on the south side of Highway 183, surrounding the Doctors' Community Hospital and extending South to Pipeline Road. (Page Two, Minutes of Regular Meeting, Planning and Zoning Commission, March 7, 1972) Vice Chairman Cline read a letter dated March 8, 1972, from the City' s Engineers, Knowlton-Ratliff-English-Collins, as follows: "As requested, we have reviewed the plans submitted for the subject project, and are of the opinion that the facilities proposed are in compliance with the City' s policies and master plans. We, therefore, recommend approval as submitted. We would point out, and would suggest, that approval be granted subject to finalization of the street section to be constructed, since the laboratory testing necessary has not been completed, and can only be finalized after a report from Southwestern Laboratories. If we can furnish further assistance in this regard, please do not hesitate to call ." Mr. Gauntt moved to recommend approval of Final Plat of International/Regional Industrial Complex, subject to compliance with the City Engineer' s letter dated March 8, 1972. Mr. Johnson seconded the motion, and the vote is as follows: Ayes: Messrs. Johnson, Gauntt, Leggett, and Cline Nays: None Vice Chairman Cline declared the motion carried. III . RESOLUTION SETTING DATE FOR PUBLIC HEARING: ZONING CASE NO. 221 - REQUEST FOR ZONING DISTRICT CHANGE FROM "C-2" COMMUNITY BUSINESS DISTRICT TO "L-1" LIMITED INDUSTRIAL DISTRICT - (PROPERTY LOCATED IN THE NORTHEAST CORNER OF INTERNATIONAL/REGIONAL INDUSTRIAL COMPLEX PLAT ON HIGHWAY 183) Mr. Johnson moved to approve Resolution No. 197, setting March 21 , 1972, as the date for Public Hearing on Zoning Case No. 221 . Mr. Leggett seconded the motion and the vote is as follows: Ayes: Messrs. Johnson, Leggett, Cline and Gauntt Nays: None Vice Chairman Cline declared the motion carried. (Page Three, Minutes of Regular Meeting, Planning and Zoning Commission, March 7, 1972) IV. RESOLUTION SETTING DATE FOR PUBLIC HEARING: ZONING CASE NO. 222 - REQUEST OF MR. RAYMOND E. RIMES FOR ZONING CHANGE FROM "R-1" SINGLE FAMILY DWELLING DISTRICT TO "R-5" MULTI- FAMILY DWELLING DISTRICT. (PROPERTY LOCATED NORTH OF BYERS AVENUE, ADJACENT TO SOUTHWESTERN BELL TELEPHONE BUILDING) Mr. Leggett moved to approve Resolution No. 198, setting March 21 , 1972, as the date for Public Hearing on Zoning Case No. 222. Mr. Johnson seconded the motion and the vote is as follows: Ayes: Messrs. Leggett, Johnson, Cline, and Gauntt Nays: None Vice Chairman Cline declared the motion carried. V. APPROVAL OF FINAL PLAT: PLAZA GRANDE VILLAGE (PROPERTY LOCATED NORTH OF HIGHWAY 183 AND WEST OF RAIDER DRIVE) Vice Chairman recognized Mr. Walter Elliott, Engineer, who presented a plat of the Plaza Grande Village. Vice Chairman Cline read a letter from Mr. Bill Ratliff, City' s Engineer, dated March 8, 1972, as follows: "We have received and reviewed the plat and construction plans for Plaza Grande Village, and in our opinion, they conform to City Policies and Subdivision Requirements. We, therefore, would recommend approval of these plans submitted by the City. This approval should be subject to concurrence by the Texas High- way Department for construction within their right-of-way and subject to this issuance of a Highway Permit for that construction. If we can provide further assistance in this regard, please do not hesitate to call ." (Page Four, Minutes of Regular Meeting, Planning and Zoning Commission, March 7, 1972) Mr. Leggett moved to recommend approval of Final Plat of Plaza Grande Village, subject to compliance with the City Engineer' s letter dated March 8, 1972. Mr. Gauntt seconded the motion and the vote is as follows: Ayes: Messrs. Leggett, Gauntt, Cline, and Johnson Nays: None Vice Chairman Cline declared the motion carried. VI .
