HomeMy WebLinkAbout1971-12-07 Regular Meeting Planning and Zoning Commission December 7, 1971 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 8:00 P.M. in the Council Chambers of Euless City Hall , with Chairman Leonard Weber presiding. Other members present are listed, as follows : Messrs. Jack Cline, Robert Johnson and Herman Wallace. (Mr. Richard Leggett arrived later in the evening. ) (Absent were Messrs. Turner Gauntt and Harry Arth.) Bullard. Also present was City Inspector Jack M. VISITORS Visitors attendance are listed, as follows : Messrs. Terry D. Knight, David C. Moak, Edward R. VanSant, Tom Williams, Barry Emmett, M. G. Spencer and Bob Eden. APPROVAL OF MINUTES the regular meeting dated November 16, 1971, asvwrittenPprove minutes of Mr. Johnson seconded the motion, and the vote is as follows : Ayes : Messrs. Cline, Johnson and Wallace Nays : None Chairman Weber declared the motion carried. II . PRELIMINARY PLAT APPROVAL: INDUSTRIAL COMPLEX LOCATED SOUTH OF S.H. 183 ON EAST, WEST AND SOUTH SIDES OF DOCTORS ' COMMUNITY HOSPITAL, OWNERS : ROBERT PATTERSON AND JOE FARINA Chairman Weber recognized Mr. Terry D. Knight, who presented the plat of the Industrial Complex proposed for the area East, West and South of Doctors ' Community Hospital , which is South of S.H. 183. Skw Chairman Weber read a letter dated December 1 , 1971 , from the City's Consulting Engineers, as follows : (Pave Two Minutes of Resular Meetin• December 7 197 1 Plannin. and Zonin. Commission, "1 . In the northeast corner of this plan there is a drainage watercourse which carries a substantial flow and is indi- cated that this facility will be designed at the time of the final plat. We would recommend that this preliminary plan address itself to at least a preliminary design on this area and that the improvement of this facility be an integral part of the overall plan, since the cost of such improvements would probably need to be spread over the entire area involved. 2. On the preliminary plan, the proposed street section is indicated the same as that required for residential de- velopments in the City of Euless. We are not certain at this time what the load bearing quality of the natural soil in this area is; however, in normal circumstances, street design to accommodate industrial loadings would be heavier than that required for residential and we would not recommend approval of the street section until labora- tory testing is available to indicate the proper design according to the Texas Triaxial Method. 3. Because of the certainty of a surface water supply through the Trinity River Authority and its distribution point with respect to the Euless water system, we would recommend that the water lines shown in the North-South thoroughfare which is indicated 24-inch on the North half and 10-inch on the South half be reversed so that there would be a 24-inch line installed from the Southwest corner of the tract East to this thoroughfare, then North with the thorough- fare and then East as is presently shown in the East-West street. We will discuss this in detail with the Staff and its relationship to the overall system. 4. We cannot tell from this plan whether the 8-inch line in State Highway 183 is intended to continue to the extreme Northwest corner of the tract, but should do so under your Policies. 5. We would not like, at this time, to commit ourselves on the recommendation of approval for the sewer sizing shown on this plan. The type of industry is very critical in sewer sizing and the amount of off-site sewer construction can vary de- pending on the type of industry and the capabilities of the outfalls to which these lines are intended to flow." APPROVAL OF LOT REVISION: LOTS 5 AND 6, BLOCK 15, WILSHIRE VILLAGE ADDITION SECTION 4 (LOCATED ON EAST CLIFF DRIVE) Chairman Weber recognized Mr. David Moak, Surveyor, who presented a plat indicating the proposed revision of Lots 5 and 6, Block 15, Wilshire Village Addition Section 4. Mr. Moak explained that the proposal is to adjust the lot line between the two lots to a point five (5) feet southward at the rear of the lots. Members of the Commission were in agree- ment that the easement located between the lots in question should remain as shown on the original plat. Mr. Cline moved to approve the revision of Lots 5 and 6, Block 15, Wilshire Village Addition Section 4, providing the existing easement remains as shown on the original plat. Mr. Johnson seconded the motion, and the vote is as follows : Ayes: Messrs. Cline, Johnson and Wallace Nays : None Chairman Weber declared the motion carried. (Mr. Leggett arrived at this time. ) IV.
