CALL TO ORDER
The regular meeting of the Planning and
Zoning Commission was called to order, in the Council Chambers of Euless
City Hall , at 8:06 P.M. In the absence of Chairman Leonard Weber, Vice
Chairman Jack Cline presided. Members present are listed, as follows :
Messrs . Robert Johnson, Harry Arth, Richard Leggett, Jack Cline and. Herman
Wallace. (Absent were Messrs. Leonard Weber and Turner Gauntt. )
Also present were City Inspector Jack
Bullard and Recording Secretary Florence Murr.
VISITORS
Visitors in attendance are listed, as
follows : Mrs . Ora Nielsen, Mr. and Mrs. Wayne Terry, Messrs. Jack L.
Grigsby, Rex R. Kitchen, David T. Nielsen, David M. Sherer, H. Craig Evans,
Otis Miller, Andy Winters, Tom Williams and Tom King.
APPROVAL OF MINUTES
Mr. Arth moved to approve minutes of the
regular meeting dated October 5, 1971 , as written.
Mr. Leggett seconded the motion, and
the vote is as follows :
Ayes : Messrs. Arth, Leggett, Johnson and Wallace
Nays : None
Vice Chairman Cline declared the motion carried.

FURTHER CONSIDERATION OF ZONING
CASE NO. 215, DEVELOPMENT PLAN FOR
TRACT 4-A, BLOCK 3, WILSHIRE VILLAGE
SECTION 7 AND A PORTION OF TRACT 4,
T. JASPER SURVEY, A-861 , AS REQUESTED
BY PLANNING AND ZONING COMMISSION AT
PUBLIC HEARING HELD ON OCTOBER 5, 1971

M. Sherer, representing Claude R. McClennahan, Inc. , of 2001 McKinney in
Dallas.
Mr. Sherer presented a Proposed Develop-
ment Plan for the subject property, which lists the land uses proposed in
the development. Mr. Sherer pointed out that the plan includes the 100 ft.
strip across the southern boundary, which is designated as a greenbelt as
requested by the Planning and Zoning Commission. Mr. Sherer advised that
use of the structure proposed just North of greenbelt is limited to uses
one (banks, offices, studios, postal stations) and eight (professional of-
fices for architects, attorneys, engineers, planners and real estate dealers) .
Mr. Sherer pointed out that buildings in the southern part of the proposed
development are restricted to a maximum height of three (3) stories and, as
requested by the Planning and Zoning Commission, the extension of Sierra
Drive has been deleted from the plan.
Mr. Arth questioned the width of the
greenbelt area designated at the southeast corner of the plan (behind single
family residences facing Wilshire Drive) , stating he is of the opinion it
should also be 100 ft. deep.
Mr. Sherer advised that the plan shows
a depth of about 25 ft. -- that he did not understand that it was also to
be 100 ft; however, he will increase the depth to 100 ft. , conforming with
the remainder of the greenbelt area.
Mr. Johnson inquired concerning a rear
service entrance to buildings proposed for the area just North of the green-
belt.
Mr. Sherer replied that there may be a
need for a service street.
Mr. Bullard advised that a 6 ft. screen-
ing fence will be required between the greenbelt and residential property --
that developers will be required to provide for trash pickup -- that a
street cannot go through the area designated as a greenbelt and if a service
street is added, the proposed structures must be moved forward to make room
for the street between them and the greenbelt.
In a discussion of building heights, Mr.
Bullard advised that "C-1" zoning limits structures to 22 stories or 35
feet, and in Planned Development Districts the maximum height for buildings
must be designated.
Mr. Sherer advised that buildings in the
south portion of the development are designated to have a maximum of three
(3) stories, and he requests a maximum of ten (10) stories for the building
in the north section of the plan.

Mr. Bullard informed Mr. Sherer that
some of the buildings on the plan must be deleted if he builds a ten (10)
story building, because of the parking requirements.
Mr. Sherer advised that he is aware
of this.
Mr. Leggett made a motion to recommend
approval of rezoning property designated in Zoning Case No. 215, from "R-1"
Single Family and "R-5" Multi-Family to "PD" Planned Development, providing
the greenbelt area behind single family residences facing Wilshire is in-
creased to a depth of 100 ft. , and the height of the building designated to
have a maximum of ten (10) stories is limited to conform to the required
parking space.
Mr. Johnson seconded the motion, and the
vote is as follows :
Ayes : Messrs. Leggett, Johnson, Arth and Wallace
Nays : None
Vice Chairman Cline declared the motion carried.
III .
PUBLIC HEARING: ZONING CASE NO. 219,
REQUEST OF MR. OTIS W. MILLER FOR RE-
ZONING 7.68 ACRES IN A.M.DOWNING
SURVEY, FROM "R-1" SINGLE FAMILY TO
"R-5" MULTI-FAMILY (PROPERTY LOCATED
300 FEET NORTH OF S.H. 183, SOUTH OF
OAKWOOD TERRACE NORTH, SECOND FILING,
WEST OF AND ADJACENT TO TERRY DAVIS
SUBDIVISION)
Vice Chairman Cline opened the Public
Hearing on Zoning Case No. 219 and recognized Mr. Tom Williams, representing
Mr. Miller in his zoning request.
Mr. Williams stated that he also
represents Alan I . Jones of 4227 Herschel in Dallas, who has contracted to
purchase the property subject to this zoning change.
Mr. Williams pointed out that Mr. Miller's
property includes 300 ft. of frontage on S.H. 183, which is now zoned "C-2"
and was excluded from this zoning request -- that "R-5" zoning is requested
for the back portion of the tract. Mr. Williams presented a topo of the
area, stating that quite a bit of water runs through the creek and, in his
opinion, only about 52 acres can be constructed on. Mr. Williams stated

that the subject property is joined on the North by single family residences
and on the East by "R-5" which is being developed at this time. Mr.
Williams advised that there is no access to the property from the North and
that any access from the South would be from the commercial frontage, which
would be impractical for single family development. He also pointed out
that the Future Land Use Map recommends multi-family zoning for this area.
In a discussion of the drainage, Mr.
Bullard advised that two creeks run together just inside this property
line -- one from Timberline Estates and one from Oakwood Terrace North, and
water is carried southward along the West boundary to S.H. 183.
Mr. Williams stated that, in his opinion,
only about 22 single family lots could be accommodated on this tract --
that it would cost in excess of $25,000 for a culvert which would be neces-
sary to get a street into the development -- that, in his opinion, this would
not be feasible -- that apartments is the only practical way to develop the
land unless it is developed commercial .
Mr. Williams stated that one of the creeks
cuts across the North side of the property -- that it is a wooded area and
he considers it a natural buffer to the single family development. He com-
mented that he proposes to leave the creek in its natural state as much as
possible -- that some trees will have to be removed -- that it will have
to be widened in places and cleaned out.
Mr. Williams presented an aerial map,
pointing out that a mobile home development is now on the property, which
is a non-conforming use.
Density requirements were discussed at
length. With reference to a question about Terry Davis Subdivision, Mr.
Bullard stated that it was zoned when the City had only one multi-family
zoning classification -- that it is being developed with density require-
ments for "R-4" zoning.
Replying to a question, Mr. Bullard ad-
vised that developers are required to dedicate a 20 ft. fire lane -- that
no parking is allowed in a fire lane and the City is assured of access for
fire trucks.
In further discussion of the creek, Mr.
Bullard advised that the City's policy is to require lining of a drainage
channel if it is dedicated to the City, however, if the owners agree to
maintain it themselves, the creek can be left in its natural state.
Vice Chairman Cline celled for other pro-
ponents. There being none, he called for opponents. Numerous questions were
posed by visitors, and Mr. Williams went out into the audience to discuss

plans with them, advising that two (2) story garden type apartments are
proposed -- that the rental rate will be from $150.00 to $200.00 -- that
he would like to have 25 units per acre on the full Ti acres, however, he
anticipates ending up with about 22.
Mrs. Wayne Terry, 813 Canyon Ridge,
stated she is not opposed to it but is for getting the creek cemented.
Vice Chairman Cline advised that the
developer will have to cement it if he dedicates it to the City.
Mr. Bullard advised the property must
be platted before it can be developed -- that, if the creek is dedicated
it will have to be improved to the engineers ' specifications and if it is
not dedicated, it will be up to the property owner to maintain it.
Mr. Jack Grigsby stated that he lives
North of the subject property and would like to voice his opposition to
the proposal , stating that Terry Davis Subdivision is not really "R-5" but
is about 12 units to the acre, as opposed to double that which is proposed
by Mr. Williams.
Mr. David Nielson, 816 Eastcliff, stated
that he is of the opinion citizens would go along with Mr. Williams if the
request was for a lesser density, but he does not want high density apart-
ments next to his property.
Mr. Grigsby stated that he does not
think Mr. Williams ' plan is consistent with the Terry Davis Subdivision
and the residential area to the North.
Vice Chairman Cline advised that the
City's Master Plan went into effect for the specific purpose of establishing
a land use pattern and the requested zoning does conform with it.
Mr. Nielson stated that, to his knowledge,
property owners were not advised of a Public Hearing regarding the Terry
Davis Subdivision.
Mr. Bullard advised that all property
owners listed on the Tax Roll and living within 200 ft. of the property on
which a Public Hearing is to be held are notified by certified mail .
Mr. Arth asked Mr. Williams how many
units he is planning to construct.
Mr. Williams replied that he would guess
about 120.

any objections to "R-4" zoning, stating that he would still come out with

120 units and "R-4" would be less objectionable and would coincide with
the property adjacent to it.
Mr. Grigsby inquired concerning the
density of Terry Davis Subdivision.
Mr. Bullard replied that it is more than
12 and less than 16 that, basically, it coincides with "R-4" zoning.
Mrs. Terry asked if additional units can
be constructed across the creek later, if 120 units are constructed on the

52 acres now.
Mr. Arth replied negatively, and Mr.
Williams stated that the area West of the creek will not be developed.
Vice Chairman Cline declared the Public
Hearing closed.
Mr. Williams advised that he would revise
his request to indicate "R-4" zoning rather than "R-5".
Mr. Arth made a motion to recommend ap-
proval of the revised request for rezoning property in Zoning Case No. 219,
from "R-l" Single Family to "R-4" Medium Density Multi-Family.
Mr. Wallace seconded the motion, and the
vote is as follows :
Ayes : Messrs. Arth, Wallace, Johnson and Leggett
Nays : None
Vice Chairman Cline declared the motion carried.
IV.
REQUEST BY MEMBERS OF COMMISSION
FOR PITCHER AND WATER GLASSES TO
BE PROVIDED FOR MEETINGS
Vice Chairman Cline commented that some
Planning and Zoning Commission meetings are rather lengthy and the Council
Room is usually quite warm, and requested that the City provide a pitcher
of water and glasses for use by Members of the Commission.
Members of the Commission were in agree-
ment for Mr. Bullard to request consideration of this matter.

ADJOURNMENT
Mr. Leggett moved for adjournment of
the meeting.
Mr. Johnson seconded the motion, and
the vote is as follows :

Nays : None
Vice Chairman Cline declared the motion carried, and the meeting was ad-
journed at 9:20 P.M.
