HomeMy WebLinkAbout1971-09-07 Regular Meeting Planning and Zoning Commission September 7, 1971 CALL TO ORDER The regular meeting of the Euless Planning and Zoning Commission was called to order at 8:00 P.M. in the Council Chambers of Euless City Hall with Chairman Leonard Weber pre- siding. Other members present are listed as follows: Messrs. Harry Arth, Herman Wallace, Richard Leggett and Turner Gauntt. (Absent was Mr. Jack Cline.) Also present were City Manager C. J. Griggs and City Inspector Jack M. Bullard. VISITORS Mr. Norman Harper was present as a representative for Raymond L. Goodson, Jr. , Engineer. APPROVAL OF MINUTES Minutes of the regular meeting dated August 17, 1971 , were approved as written. CONSIDERATION OF FINAL PLAT: LAKEWOOD ADDITION, FIRST INSTALL- MENT, PROPERTY LOCATED ON EAST SIDE OF F.M. 157, NORTH OF GREEN HILLS PARK AND ASH LANE EXTENDED. DEVELOPERS - KEN GOOD & ASSOCIATES, EULESS 157 JOINT VENTURE, CENTENNIAL HOMES, INC. AND HURST-EULESS-BEDFORD INDEPENDENT SCHOOL DISTRICT. ENGINEERS- RAYMOND L. GOODSON, JR. , INC. Chairman Weber recognized Mr. Norman Harper, representing Raymond L. Goodson, Jr. and associates, who presented a final plat of Lakewood Addition, First Installment. Chairman Weber read a letter dated September 3, 1971 , from the City's Consulting Engineers, which contained comments concerning the Final Plat, as follows: "1 . On typical street section, the slope of parkway shown is indicated one-quarter inch per foot minimum. We would suggest that the word minimum be removed since there are some locations where we would want the parkway cut down to a level that can be maintained. tir (Page Two, Minutes of Regular Meeting, Planning and Zoning Commission, September 7, 1971 ) 2. There are four (4) concrete valley gutters indicated on the plans for which we cannot determine need. They are the South side of Ash Lane at Donnley, the West side of Lakewood Blvd. at Bocowood, the East side of Lakewood Blvd. at Dogwood and the North side of Ash Lane at Lake- wood Blvd. We would suggest deletion of these valley gutters unless our analysis of drainage directions is in error. 3. The culvert structure shown at the intersection of Ash Lane with Hwy. 157 should be approved by Texas Highway Department prior to construction. 4. As we discussed in your office, the permission to grade the property to the North to drain at the two (2) storm sewer outlets and the necessary easements for water and sewer across this property will be necessary prior to final execution of this plat. 5. The City of Euless Master Plan indicates the need for a 12-inch water main from Aransas to Highway 157. This water main is shown on these plans on a route of Ash Lane, Aransas Street and Bocowood Drive. It is our opinion that the property presently being developed would have required an 8-inch main for their purposes, and therefore, that the Developer should receive participa- tion in the difference between the two sizes in accordance with Developer Policies adopted by the Council . 6. We note the easement shown along the East side of the Addition which connects the various cul-de-sacs is indicated as a sanitary sewer easement when, in fact, it should be a storm sewer easement. 7. The plat indicates the street named Lakewood Blvd. It was our understanding that this street would continue to be called Aransas North of Ash Lane and the detailed street plan-profiles are labeled accordingly. We would suggest that this matter be determined and the labeling changed accordingly." Mr. Harper agreed to make all changes and meet all requirements made by the City Engineer. Members of the Commission discussed the Final Plat and requested the following: 1 . A fire plug at Donley and Bocowood, 2. The water line on Ash Lane be placed in a ten (10) foot utility easement, outside the sidewalk area, Ihr 3. All utilities be placed underground. (Page Three, Minutes of Regular Meeting, Planning and Zoning Commission, September 7, 1971 ) Mr. Harper agreed to comply with the requests of the Planning and Zoning Commission. Mr. Arth moved to recommend approval of the Final Plat for Lakewood Addition, First Installment, subject to compliance with recommendations set forth in the Engineer's letter dated September 3, 1971 , as well as the request for location of a fire plug at Donley and Boco- wood, placement of the water line on Ash Lane within a ten (10) foot utility easement located outside the sidewalk area and placement of all utilities underground. Mr. Leggett seconded the motion, and the vote is as follows: Ayes: Messrs. Arth, Leggett, Wallace, Gauntt and Weber Nays : None Chairman Weber declared the motion carried. II . ELECTION OF SECRETARY TO FILL VACANCY CREATED BY RESIGNATION OF MR. BILL TENCH Chairman Weber called for nominations for the Office of Secretary to the Planning and Zoning Commission. Mr. Leggett nominated Mr. Harry Arth and moved that Mr. Arth be elected by acclamation. Mr. Gauntt seconded the motion, and the vote is as follows : Ayes : Messrs. Leggett, Gauntt, Wallace and Weber Nays : None Abstained: Mr. Arth Chairman Weber declared the motion carried and Mr. Arth duly elected to serve as Secretary. III .
