HomeMy WebLinkAbout1971-07-06 Regular Meeting Planning and Zoning Commission July 6, 1971 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 8:00 P.M. in the Council Chambers of Euless City Hall with Chairman Leonard Weber presiding. Other members present are listed, as follows : Messrs. Jack Cline, Richard Leggett and Turner Gauntt, Jr. Also present was City Inspector Jack Bullard. VISITORS Visitors in attendance are listed, as follows : Messrs. Lee Roy Hahnfeld and J. W. Grimm, representing Mr. Beef Restaurants, Inc. ; Messrs. Walter A. Elliott, Jr. , Jimmy M. Gibbs and Charles G. Starnes. APPROVAL OF MINUTES Mr. Cline moved to approve Minutes of the regular meeting dated June 15, 1971 , as written. Mr. Leggett seconded the motion, and the vote is as follows : Ayes : Messrs. Cline, Leggett, Gauntt and Weber Nays : None Chairman Weber declared the motion carried. II . CONSIDERATION OF FINAL PLAT: OAK FOREST ADDITION, SECOND SECTION , CHARLES G. STARNES & ASSOCIATES, ENGINEERS - RALDON CORPORATION, DEVELOPERS (LOCATED EAST OF GREEN HILLS PARK AND WEST OF ROYAL OAKS ESTATES , SOUTH OF ASH LANE) Messrs. Charles G. Starnes and Jimmy M. Gibbs were recognized by Chairman Weber, as representatives for the Final Plat of Oak Forest Addition, Second Section. (Page Two, Minutes of Regular Meeting, Planning and Zoning Commission, July 6, 1971) Chairman Weber read a letter from Mr. Bill Ratliff, the City's Consulting Engineer, dated July 1 , 1971 , which stated as follows : "At the request of the City Staff, we have received and reviewed the final plat and construction plans for the second section of Oak Forest Addition to the City of Euless. We are of the opinion that these plans conform to the policies of the City of Euless, and we therefore, recom- mend your approval . We should point out that because of the extensive amount of underground storm sewers required in Fair Oaks Boulevard and Ash Lane, the existing drainage channel to the North of Ash Lane into which these facilities would discharge is inadequate to receive the flow and the flow line is considerably higher than an acceptable grade to allow the proper drain- age of this property. We are of the opinion that to require the Developer to not only construct the drainage facilities within his subdivision and within Ash Lane, but to continue downstream for the few hundred feet necessary to properly relieve this property would be an excessive burden. It is therefore our recommendation that the City proceed to have this drainage channel lowered and improved at least to the point where proper grade is available to receive these storm waters. Hopefully this work might be done by County equipment." Chairman Weber advised Messrs. Starnes and Gibbs that the City is in agreement with Mr. Ratliff's comments per- taining to the off-site drainage; however, the City of Euless has no improvement program for this drainage at the present time. Chairman Weber stated that it will be necessary for the Developer to make the necessary improvements to the off-site drainage, if he wishes to develop the property at this time. Mr. Starnes agreed that the Developers will take care of off-site drainage, in order to proceed with the proposed development. Mr. Cline moved to recommend approval of the Final Plat for Oak Forest Addition, Second Section, providing Messrs. Gibbs and Starnes engineer and construct off-site drainage improvements to meet the approval of the City's Consulting Engineer and underground utilities are installed throughout the subdivision. Mr. Leggett seconded the motion, and the vote is as follows : Ayes : Messrs. Cline, Leggett, Gauntt and Weber Nays : None Chairman Weber declared the motion carried. (Page Three, Minutes of Regular Meeting, Planning and Zoning Commission, July 6, 1971 ) III . CONSIDERATION OF FINAL PLAT: MR. CHUC WAGUN, REVISION OF LOTS 21 AND 22, BLOCK 4, BELL RANCH TERRACE ADDITION, MR. WALTER A. ELLIOTT, ENGINEER (LOCATED ON WEST SIDE OF F.M.157, 75 FEET SOUTH OF KYNETTE STREET) Chairman Weber recognized Mr. Walter A. Elliott, who presented the final plat for Mr. Chuch Wagun (restaurant) , indicating a revision of Lots 21 and 22, Block 4, Bell Ranch Terrace. Mr. Jack Bullard, City Inspector, report- ed that the City's Consulting Engineer advised him by telephone , at 6:30 P.M. on this date, that the Plat is in order. Mr. Cline moved to recommend approval of the Final Plat for Mr. Chuc Wagun, which is a revision of Lots 21 and 22, Block 4, Bell Ranch Terrace Addition. Mr. Leggett seconded the motion, and the vote is as follows : Ayes : Messrs. Cline, Leggett, Gauntt and Weber Nays: None Chairman Weber declared the motion carried. IV.
