Planning and Zoning Commission
November 17, 1970
CALL TO ORDER
The regular meeting of the Planning and
Zoning Commission was called to order at 8:05 P. M. in the Council Chambers
of Euless City Hall , with Chairman Leonard Weber presiding. Members pre-
sent are listed, as follows : Messrs. Harry Arth, Richard Leggett, Bill
Tench, Jack Cline, E. E. Keplinger, Glenn Walker and Leonard Weber.
Also present were City Inspector Jack
Bullard and Recording Secretary Florence Murr.
APPROVAL OF MINUTES
Mr. Leggett moved to approve minutes of
the regular meeting dated November 3, 1970, as written. Mr. Cline seconded
the motion, and the vote is as follows :
Ayes : Messrs. Leggett, Cline, Arth, Tench, Keplinger, Walker
and Weber
Nays : None
Chairman Weber declared the motion carried.
II .
WORK SESSION CONCERNING
APARTMENT ZONING
Chairman Weber advised that it has been
determined there is a need for ground rules for apartment developments, in
order for a developer to look at a tract of land, review those rules and
requirements and know whether or not development would be practical . Chair-
man Weber stated that Mayor Krause recently set up a working committee,
composed of three (3) members of the Planning and Zoning Commission, two (2)
City Councilmen, Mr. Lacey of Craycroft-Lacey and Associates ,Architects,
Mr. Walter Elliott, Engineer, Messrs. Troy Fuller and Bill Pasteur, Realtors,
and himself. Chairman Weber reported that this Committee met, and Mayor.
Krause requested that Mr. Lacey prepare recommendations, which were studied
by the Committee, then referred to Members of the Planning and Zoning Commis-
sion for study. ( Copy of recommendations transmitted to Planning and Zoning
Members previously) .
Mr. Bullard advised that Mr. Lacey contacted
him concerning the revision of some of the recommendations, which are as
follows :

R5 ZONING TO HAVE A DWELLING UNIT PER SQ. FT. OF LAND RATIO
AS FOLLOWS :
1 . 1400 sq. ft. of ground area per each efficiency unit
2. 1600 sq. ft. of ground area per each 1 bedroom unit
3. 1800 sq. ft. of ground area per each 2 bedroom unit

Mr. Bullard reported that, based on
the recommendation concerning square footage requirements, a development
of efficiency apartments only would result in a density of 31 . 15 units
per acre - all one bedroom units would be 27 units per acre - all two
bedroom units would be 24 units per acre and all three bedroom units would
be 22 units per acre. In reply to a question, Mr. Bullard advised that
these figures are based on a two-story structure.
In a discussion, Members of the Commission
expressed concern of the high density which would be permitted, if this recom-
mendation is adopted. Mr. Tench reminded Members of the Commission that their
original recommendation was to permit 10 - 14 - 18 units per acre, and the
Council 's recommendation was for 12 - 16 - 20 units per acre.
In a discussion of square footage control ,
Mr. Arth stated that he recommended a minimum of 400 square feet for efficiency
units. Mr. Bullard advised that the present requirement is 560 square feet for
one bedroom units and, in his opinion, efficiency units do not require as
much floor space because they have only one large room, with a kitchen and a
bathroom.
Chairman Weber commented that he is not
sure everything included in the recommendations is in the best interest of
the City.

Mr. Tench inquired concerning qualifica-
tion for F.H.A. low cost housing projects.
Mr. Bullard advised that he does not
have this information available at this time; however, there are existing
developments which would qualify -- that F.H.A. is investigating three (3)
apartment subdivisions at this time, which have a density of approximately
18 per acre.
Mr. Bullard stated that, in his opinion,
density control is not the sole control the City of Euless is looking for --
that the exterior material has more to do with the appearance than how
close together the buildings are. Mr. Bullard cited a local development
which is well-planned, but has exterior trim of a material which cheapens
its appearance.
Mr. Arth advised that the philosophy of
some Committee Members is that we have no provisions for efficiency apartments,
and there is a need for them -- that rather than restrict developers by say-
ing how many units they can have on an acre, we should have stringent building
codes requiring adequate parking facilities, play areas and good building
materials.
Members of the Commission were in agree-
ment that building materials are of primary importance -- that all units
should be made of at least 80% masonry veneer on exterior walls -- that wood
could be used for decoration on the exterior but could not penetrate the
exterior walls.
Following more discussion Members of the
Planning and Zoning Commission tentatively agreed on recommendations,to be
given further study and considered at the next regular meeting, listed as
follows :
I . Parking for R3 and R4 to be two spaces per unit.
2. Parking for R5 to be one space for 500 sq. ft. gross building
area, not to exceed 22 per unit, or minimum of 12 per unit.
3. No required parking to be in front of building line of front
yards, but allowed in side and rear yards.
4. Make provisions within the R3 and R4 zoning to allow for
individual purchasing of single family attached developments.
5. R5 zoning to have a dwelling unit per sq. ft. of land ratio
as follows:

6. Maximum land coverage of 40% to include all buildings except
covered parking.

7. Deletion of this recommendation that maximum sq. ft. per
building should be controlled by Building Code.
8. Means of apartment access and egress should be controlled
by Building Code (stairways, hallways, etc.)
9. Height restriction should be based on standard three-story
construction, with no limitation based on roof height.
10. Minimum space control between buildings, including exterior
and interior courts :
1 . 30' minimum between windows or doors in both walls.
2. 15' minimum between windows and blank walls.
3. 8'6" minimum between blank walls.
11 . Minimum front yard building line to be 25 ft.
12. Minimum side and rear yards to be 25 ft. from property line.
13. Deletion of this recommendation that ancillary buildings are
to have a 5' set-back from side and rear yards with no win-
dows, doors permitted. No roof overhang.
14. Covered parking roof structure to be allowed to 1 ft. from
lot line.
15. Minimum 6 ft. fencing allowed at side and rear lot lines.
16. Deletion of recommendation allowing 48 in. fencing or
permanent signs in front yards.
17. Roof, balcony and porch overhangs to be 4' into front, side
and rear yards.
18. Fireplaces masses and window boxes to be allowed to penetrate
front, side and rear yards, but not to exceed 31 .
19. No stairways or columns to be outside of building lines.
20. Deletion of recommendation that there shall be no zoning
restriction on exterior material usage.
21 . Deletion of recommendation that there should be no minimum or
maximum square footage control per unit.
22. All buildings should be within 100' radius of fire easements.

23. Deletion of recommendation that there should be 100' allowable
fire easement penetration from the thru street fire easement
into a dead-end parking lot. (Reference City of Dallas Fire
Protection Code) .
Chairman Weber instructed Members of
the Planning and Zoning Commission to carefully review and study the pro-
posed recommendations until the next regular meeting, at which time they
will again be considered. Chairman Weber advised that he is of the opinion
Members of the Planning and Zoning Commission should be 100% agreeable to
whatever recommendations are made to the City Council , and he would recom-
mend reconsideration of them until all members come to an agreement.
Chairman Weber stated that he feels there is a middle of the road approach
between figures originally considered and those submitted by Mr. Lacy --
that this study has been beneficial to him, personally, as he had never
considered that there is a need for efficiency apartments.
Mr. Arth stated that he would recommend
a density ratio of 17 - 19 - 21 and 23 per acre.-- that, in his opinion,
the City should be careful about restricting square footage which might
make it unprofitable for the Developer to construct effeciency and one bed-
room apartments -- that he (the Developer) will just build two and three
bedroom apartments, and there is a need, at this time, for effeciency apart-
ments.
Mr. Bullard suggested that, possibly, a
restriction might be placed on the development, limiting the number of one,
two and three bedroom apartments, which would force the Developer to mix
them up.
Members of the Commission were in agree-
ment to instruct Mr. Bullard to work out a scale of ratio which would not
be too complicated, to be presented at the next regular meeting.
