HomeMy WebLinkAbout1974-02-19 Regular Meeting Planning and Zoning Commission February 19, 1974 CALL TO ORDER The regular meeting of the Planning and Zoning Commission was called to order at 8:02 P. M. in the Council Chambers of Euless City Hall by Chairman Carl Tyson. Other members present were Messrs. Ray Ozebek, Richard Leggett, Robert Johnson, Bob Pippin and Don Perkins. (Absent was Mr. Herman Wallace. ) Also present were City Engineer Bill Ratliff, City Inspector Jack Bullard and Recording Secretary Della Houy. VISITORS Visitors in attendance were Mrs. Willie Mae McCormick; Messrs. Lloyd M. Ivy, Jr. and Carl Stone. APPROVAL OF MINUTES Mr. Ozebek moved to approve minutes of the regular meeting dated February 5, 1974, with the following correction: ITEM IV 4. Mr. McFarland stated that this puts the burden on the City to enforce the ordinance. Mr. Johnson seconded the motion and the vote is as follows: Ayes: Messrs. Ozebek, Johnson, Perkins, Pippin, Leggett and Tyson Nays: None Chairman Tyson declared the motion carried. FINAL PLAT APPROVAL - LOT 14, BLOCK 4, BELL RANCH TERRACE ADDITION (PROPERTY LOCATED ON THE NORTHWEST CORNER OF FM 157 AND SIGNET DRIVE. ) MR. WALTER ELLIOTT, ENGINEER Chairman Tyson recognized Mr. Carl Stone, who stated that he requests a final plat approval on Lot 14, Block 4, Bell Ranch Terrace Addition. Mr. Stone stated he has talked with Mr. Bullard and he agrees to recommendations in the City Engineer' s letter dated February 15, 1974. (Copy of City Engineer' s letter dated February 15, 1974, attached to minutes) (Page Two, Regular Meeting Planning and Zoning Commission, February 19, 1974) ,r In reply to a question by Mr. Ozebek, Mr. Bullard stated if additional right-of-way is needed by the Texas Highway Department to widen FM 157, this will be decided at the time a right-of-way permit is submitted to the Texas Highway Department for the curb and gutter. In reply to a question by Mr. Johnson, Mr. Bullard stated that the drive behind the houses facing FM 157 was only a drive to be used by occupants of the houses and is not a street. Mr. Bullard further stated that when curb and gutter is installed on Signet Drive, it will widen Signet Drive because the curb and gutter will extend back from the roadway. In reply to a question from Mr. Johnson, Mr. Stone stated that customers would enter from Signet Drive and the business would be facing FM 157. Mr. Ozebek moved to recommend approval of final plat approval of Lot 14, Block 4, Bell Ranch Terrace Addition subject to City Engineer' s letter dated February 15, 1974. Mr. Pippin seconded the motion and the vote is as follows: Ayes: Messrs. Ozebek, Pippin, Johnson, Perkins, Leggett and Tyson Nays: None Chairman Tyson declared the motion carried. I I . SET PUBLIC HEARING DATE Mr. Leggett moved to set Public Hearing on Zoning Case No. 237 for March 5, 1974. Mr. Johnson seconded the motion and the vote is as follows: Ayes: Messrs. Leggett, Johnson, Ozebek, Pippin, Perkins, and Tyson Nays: None Chairman Tyson declared the motion carried. III . DISCUSSIONS WITH MR. RATLIFF Mr. Bullard stated that Mr. Bill Ratliff, City's Consulting Engineer, was present to meet members of the Commission and answer any questions they may have. (Page Three, Regular Meeting Planning and Zoning Commission, February 19, 1974) Mr. Ratliff stated that he has been an engineer for the City for the past ten (10) years and tries to meet with the Commission at least once a year to meet the members and answer any question they may have. Mr. Ozebek inquired how the engineers determine the type of drainage channels each development must have. Mr. Ratliff stated that the perpetual maintenance agreement type channel was his idea, to let owners maintain the channel rather than improving it. Mr. Ratliff further stated that if ownership was the same on both sides of the channel it would function rather well but if there were multi-ownership it is hard to enforce the main- tenance of the channel . A discussion followed on the develop- ments having a perpetual maintenence agreement and the drainage channels that have been concrete lined. Mr. Johnson inquired about planting grass and trees in medians throughout the City and a discussion followed on the advantages and disadvantages. IV. ADJOURNMENT The meeting adjourned at 9: 15 P. M.
