Planning and Zoning Commission
July 17, 1973
CALL TO ORDER
The regular meeting of the Planning and
Zoning Commission was called to order at 8:00 P. M. in the Council Chambers
of Euless City Hall by Chairman Carl Tyson. Other members present were
Messrs. Robert Johnson, Richard Leggett, Don Perkins and Ray Ozebek. (Absent
were Messrs. Bob Pippin and Herman Wallace.)
Also present were City Manager C. J.
Griggs, W. M. Sustaire, Director of Public Safety, Assistant City Attorney
Bob McFarland and City Inspector Jack Bullard.
VISITORS
Visitors in attendance are as follows:
Messrs. Noah Cureton, Ronald L. Godbey, Floyd Darbon and Wallace Craig;
Mesdms. Lloyd Bolton, R. J. Clark, Jr. , and Mrs. Willie Mae McCormick.
APPROVAL OF MINUTES
The minutes of the regular meeting dated
July 3, 1973, were approved with the correction that Mr. Bob Pippin was
absent from the meeting.
PUBLIC HEARING - ZONING CASE NO. 234
REQUEST OF MR. TROY FULLER FOR CHANGE OF
ZONING FROM "R-1" SINGLE FAMILY DWELLING
DISTRICT TO "C-2" COMMUNITY BUSINESS DISTRICT.
(PROPERTY LOCATED ON NORTHEAST CORNER OF
WESTPARK WAY AND PIPELINE ROAD WEST.)
Chairman Tyson recognized Mr. Troy Fuller
who presented Zoning Case No. 234 for a request for a change of zoning from
"R-1" Single Family Dwelling District to "C-2" Community Business District.
Mr. Fuller located the property in the
zoning case and also existing zoning around the property on the City's
zoning map. .
Mr. Fuller introduced Mr. Wallace Craig,
who presented the layout of the building and explained their operation of
the restaurant.
Chairman Tyson read a letter from Univest
Corporation in favor of the zoning change, as follows:
kir "In response to your inquiry as to our opinion on the captioned
zoning case, we feel that it is a proper zoning for the location
in question and have no objection to it. Thank you for your
interest."

Chairman Tyson called for opponents
to the case. There being none, the Public Hearing was closed.

Mr. Ozebek moved to recommend approval
of Zoning Case No. 234.
Mr. Johnson seconded the motion and the
vote is as follows:
Ayes: Messrs. Ozebek, Johnson, Leggett, Perkins and Tyson
Nays: None
Chairman Tyson declared the motion
carried.
II .
FINAL PLAT APPROVAL - TRACT C, BLOCK 1 ,
J. E. WHITENER ESTATES (PROPERTY LOCATED
ON THE EAST SIDE OF SOUTH MAIN STREET
AT INTERSECTION OF SUNSET DRIVE. )
Chairman Tyson recognized Mr. Walter
Elliott who presented the plat of Tract C, Block 1 , J. E. Whitener Estates.
Mr. Elliott stated that water and sewer exists adjacent to the property
and drainage would be south to Pipeline Road.
Mr. Ozebek moved to recommend approval
to plat subject to City-Engineer's approval .
Mr. Leggett seconded the motion and the
vote is as follows:
Ayes: Messrs. Ozebek, Leggett, Johnson, Perkins and Tyson
Nays: None
Chairman Tyson declared the motion
carried.
III .
PLAT APPROVAL - TRACT 4B, PUENTE DEL
OESTE SUBDIVISION
No representative was present to be
recognized.
The members of the Commission considered
the plat from existing conditions, as this was a replat of a tract of
Puente del Oeste Subdivision and streets, water, sewer, and drainage main-
tenance was approved in the platting of Puente del Oeste.
. Mr. Leggett moved to recommend approval
to plat subject to City Engineer' s approval .
Mr. Perkins seconded the motion and the
vote is as follows:

Ayes: Messrs. Leggett, Perkins, Ozebek, Johnson and Tyson
Nays: None
Chairman Tyson declared the motion
carried.
IV.
DRAINAGE PROBLEM
Chairman Tyson recognized Mr. Noah
Cureton, who requested to speak to the Planning and Zoning Commission
concerning the drainage problems on Koen Lane in Huntington Place Addition.
Mr. Cureton stated that there is so
much water draining down Koen Lane each time it rains that water runs
over the south curb and through driveways; that it was almost impossible
to keep water out of his house. Mr. Cureton requested the City do some-
thing to correct this problem. Mr. Cureton stated that no water had
entered his house during recent rains.
V.
RECOMMENDATION TO CITY COUNCIL FOR ZONING
CLASSIFICATION TO PLACE OFF-PREMISES SALE
OF BEER AND ON-PREMISES MIXED DRINKS
Mr. Bob McFarland presented and explained
the legal control of the sale of beer and liquor in the City of Euless to
members of the Commission.
• A discussion followed on what legal
control the City could have on beer and mixed drinks.
The Planning and Zoning Commission
recommended that the sale of liquor and beer be listed and catagorized in
the "C-1" zoning district and classifications that dance .halls, taverns
and night clubs shall be required to have a Specific Use Permit to operate.
The Commission also recommented that an
ordinance be drawn not allowing sales of liquor and beer within three
hundred feet (300) of a church, school or public hospital in accordance
with the Liquor Control Board regulations.
VI .
AMENDMENT TO SIGN AND BILLBOARD
ORDINANCE NO. 252 FOR PUBLIC
HEARING
The members of the Commission recommend-
ed changes to Ordinance No. 252, Sign and Billboard Ordinance - the change
stating that no billboard signs shall be allowed along Minters Chapel Road
and proposed Highway 360 for a distance of 3000 feet, either side of said
rights-of-way.
