HomeMy WebLinkAbout1978-12-20 (special called),3 Emergency Called Meeting Euless City Council December 20, 1978 CALL 10 ORDER The City Council was called into an emergency meeting by Mayor Harold Samuels on December 20, 1978, at 1:00 p.m. Qther members present were Mrs. W i l l i e Mae McCormick, Messrs. Glenn Walker and Robert Pippin. (Absent were Messrs. Raymond Ozebek and Charles Hunt.) Also present were City Manager W. M. Sustaire, City Secretary Della Houy, Administrative Assistant Lynn Shackelford, and Director of Public Works Jack Bullard. CONSIDER AUTHORIZATION 10 NEGOTIATE FOR REPAIRS 10 THE TAO MILLION GALLON W4TER TANK ON AN EMERGENCY MEASURE Mayor Samuels stated the purpose of this meeting is to discuss the two million gallon tank on Central Drive that has developed a leak. He stated the City Manager needs authorization to repair this tank because of fire protection. Mr. Sustaire stated that a leak developed in the sixteen (16) inch line that comes out of the bottom of the tank. He stated they had to drain the tank to find the exact location of the leak and after the tank was drained they found electrolysis in the tank. He stated they will need to have the tank sand blasted and then will coat the tank and pipe with a vinyl coating. He stated this is the largest storage tank for the City, that the City still has the capacity to pump 2.4 million gallons from our wells, but if the twenty -four (24) inch line from TRA goes out we will need the additional 2 million gal ons from this tank. He stated the cost would be $80,000 and over to repa r the tank correctly. Mr. Bullard reviewed the type of repairs t h a t w i l l be needed on the tank w th some plans that he had. Mr. Pippin inquired if we weren't subject to a severe electrolysis effect on the outside of the tank because of the water that has leaked out under it. Mr. Bullard stated he didn't think so, because the tank is sitting on a concrete foundation and almost even with the ground and they will put an electrolysis rod in the bottom of the tank into the ground. Mr. Pippin inquired how long they anticipate it will take to repair the tank. (Page Two, Emergency Meeting, Euless City Council, December. 20, 1978) Mr. Bullard stated it will take three to four weeks. Mr. Pippin inquired if the contractor would do a l l the work. M r . B u l l a r d stated t h e contractor w i l l do a l l the work. The staff cleaned out the tank so they could see what problems were there. Mr. Bullard stated that if the leak is repaired correctly the tank could last another twenty years. He stated that if this problem had occurred in August the City could have been in trouble, and if TRA has a problem or the City has a big fire, we could also be in trouble. He stated the City has a connection between Burst and Bedford that could be opened for additional water, if the City needed it for emergencies. Mayor Samuels stated the citizens need to be advised of the problem, that the water pressure may be lower and the inconvenience that may occur and they also need to know that it will cost $80,000 plus dollars to repair the leak, that if the citizens know that it takes a lot of money to run a city they are a little more appreciative if you have to have a tax increase or they don't get the project they may want. Mr. Pippin moved to authorize the City Manager to negotiate and expend the funds necessary to repair the storage tank and sixteen (16) inch pipe on Central Drive from the Water and Sewer Fund, under an emergency measure. Mrs. McCormick seconded the motion and the vote is as follows: Ayes: Mr. Pippin, Mrs. McCormick and Mr. Walker Nays: None ADJOURNMENT meeting adjourned at 1:30 p.m. Mayor Samuels declared the motion carried.
