CAPITAL IMPROVEMENT ADVISORY COMMITTEE
FEBRUARY 15, 1994
The Capital Improvements Advisory Committee meeting was called to order by Chairman Ronald
Young at 7:05 P.M. in the Council Chambers for the consideration of scheduled items.

I. CONSIDERATION OF RESOLUTION NO. 94-01 CIAC
Consideration of a resolution conveying the Capital Improvements Advisory Committee
Semi-Annual Report for the period July 1, 1993 through December 31, 1993.
Rod Tyler, City Planner informed the Committee that they also serve in the capacity of the
Capital Improvements Advisory Committee. He stated that part of this committee's responsibility
is to file a semi-annual report with the City Council regarding the progress made in the capital
improvements plans and any proceed equities in implementing or imposing impact fees. Mr.
Tyler stated that the City of Euless charges impact fees which are assessed against the property
at the time the property is platted and the fees are actually collected at the time the building
permit is issued. These fees are established by ordinance and are based on the master
water/sewer plan and the land use assumption over the last ten years.
Mr. Tyler presented Resolution No. 94-01 CIAC to the Committee for their review and
consideration. The resolution stated that he Capital Improvements Advisory Committee finds
adequate progress is being made in the Capital Improvements Plan; that the committee find no
inequities in implementing or imposing impact fees; that the fees are being collected in
accordance with State law; and that the current Land Use Assumptions and Capital Improvement
Plan are adequate. Mr. Tyler also presented reports for impact fees collected from July 1, 1993
through December 31, 1993 and a summary of water and sewer impact fees collected from July,

1990 through December, 1993.
Committee member, Billy Owens, commended Rod Tyler for his preparation of the CIAC packet
and for the attached memorandums from City Staff members including, Paul Kruckemeyer, P.E.;
Alice Norwood; Kevin Mercer; and City Planner's office regarding their specific areas of
responsibilities relative to impact fees.
There being no discussion among the Committee members Chairman Ronald Young called for
a motion.
Committee Member Robert McMillon made the motion to approve Resolution 94-01 CIAC, the
Capital Improvements Advisory Committee Semi-Annual Report for the period July 1, 1993
through December 31, 1993. Committee Member Nancy Bright seconded the motion.
The vote was as follows:
Ayes: Committee members Young, Owens, Baldwin, McMillon, Bright, Tyson.
Nays: None
The motion carried.
There being no further business the meeting was adjourned at 7:09 P.M.
