CAPITAL IMPROVEMENTS ADVISORY COMMITTEE
MAY 4, 1993
The Capital Improvements Advisory Committee meeting was called to order by
Chairman Ronald Young at 7:05 P.M. in the Council Chambers for the considera-
tion of scheduled items.

The minutes of the April 20, 1993, Capital Improvements Advisory Committee was
approved as written.

CONSIDER RESOLUTION SUPPORTING THE 1993 UPDATES TO THE CITY'S LAND USE ASSUMP-

Joe Hennig, Director of Development and Operations, stated that the Impact Fee
analysis has been completed and the report was given at the last Capital
Improvements Advisory Committee. This resolution was prepared at your request
and could serve as your written comments. He further stated that any other
written comments this committee might have should be written and forwarded to
the City Council by May 17, 1993, five (5) days prior to the May 25th Public
Hearing.
Mr. Hennig informed the Committee that, as per their request at their last
meeting, a survey of charges made by area cities and a letter had been pre-
pared for their signature, if they voted to accept the resolution, to present
to City Council along with the resolution.
Chairman Young asked if the Committee had any discussion on the Land Use
Assumption and Capital Improvements Plan.

�r.. Committee member, Billy Owens, stated that he felt that the fee was too low
and too lenient on prospective developers that would come into a choice City
with choice land. However, with the numbers presented in the report, he
stated that he agrees with staff recommendation to accept the fees that have
been proposed.
Mr. Hennig, drew the committees attention to a report staff prepared contain-
ing survey information on surrounding cities. He stated that Bedford has no
impact fee and the statistics from North Richland Hills, Watauga and Arlington
show that the proposed impact fees are very competitive. The City of Euless is
establishing their impact fees at 25% of the maximum amount that can be
justified.
The motion to accept Resolution #93-02 CIAC was made by John Deithloff and
seconded by Jack Hill .
The vote was as follows:
Ayes: Owens, Jones, Deithloff, Hill, Young, Zahn, Tyson
Nays: None
Chairman Young reminded the Committee that they still had the opportunity to
make written comments and that a letter had been prepared, for the CIAC
rr.. members signature, to Mayor Samuels and the City Council concerning Land Use
Assumption and Capital Improvements Plan.
Jack Hill made the motion for the Capital Improvements Advisory Committee to
sign the letter. The motion was seconded by John Deithloff.
The vote was as follows:
Ayes: Owens, Jones, Hill, Deithloff, Young, Zahn, Tyson.
Nays: None
The motion carried.
