MAY 1, 1990
CALL TO ORDER
The meeting of the Capital Improvements Advisory Committee was called
to order at 7:34 p.m. , in the Council Chambers of the Euless Municipal
Building by Chairman Jack Hill.

CONSIDERATION OF 1990/2000 CAPITAL IMPROVEMENTS PLAN - PRESENTATION BY
MR. PHIL PHILLIP, KNOWLTON-ENGLISH-FLOWERS, INC., CONSULTING ENGINEERS
Mr. Tyler informed the Committee that this was the next step of the
Capital Improvements Advisory Committee and that their job was to
recommend approval or denial of the Plan presented by Mr. Phillip.

Mr. Phil Phillip, Knowlton-English-Flowers, Inc. , Consulting Engineers
(KEF), explained that the City Council had requested and authorized
KEF to assist in identifying certain Capital Improvements as related
to Water and Wastewater facilities to satisfy the requirements of SB
336 in the proposed implementation of Water and Wastewater Impact
Fees. There are four (4) steps involved in the establishment of an
Impact fee, two (2) of which have been completed. The Land Use
Assumption Report, prepared by Rod Tyler was the first step; the
Capital Improvements Plan, prepared by KEF was the second, the
Calculation for Maximum Fee, and Determination of the Fee to be
Charged are the two (2) remaining steps.
There were some reservations to the implementation of this fee being a
deterrent to potential businesses or residents, but the general
attitude of the Committee was positive.
There being nothing further to discuss, Chairman Hill stated he would
entertain a motion.
Mr. Deithloff made a motion to recommend approval of the Capital
Improvements Plan, to the City Council as presented this evening.
Mr. Zahn seconded the motion and the vote was as follows:
Ayes: Messers. Deithloff, Zahn, Tyson, Owens, Hill
Nays: None
Abstained: Mr. Ingram
Chairman Hill declared the motion carried.
There being no further business to conduct, the meeting adjourned at
7:55 p.m.

MEMORANDUM
To: The Capital Improvements Advisory Committee
From: Rod Tyler, Assistant Director of Development
Date: May 1, 1990
Re: PROPOSED CAPITAL IMPROVEMENTS PLAN
Enclosed for your consideration is a copy of the Capital
Improvements Plan (CIP) for 1990/2000 for the City of
Euless. According to state statutes, before the City can
implement Impact Fees, the Capital Improvements Advisory
Committee must file written comment on the proposed CIP and
Impact Fees a minimum of five (5) days before the date the
City Council conducts a Public Hearing on the plan and fees.
The City Council is scheduled to conduct such a hearing at
their regularly scheduled meeting of May 22, 1990. Attached
for your use is a proposed resolution conveying the Commit-
tees comments and recommendations on the CIP to the City
Council.
Phil Phillips, Knowlton-English-Flowers, Inc. , Consulting
Engineers, will be attending to present the proposed CIP.
Many hours of work have been devoted to this plan and we
urge you to recommend it's adoption to the City Council.
Item #2 is a statement of the Methodology for Calculating
the Impact Fees. This item does not require action by this
Committee, but is enclosed for your use.
