HomeMy WebLinkAbout2013-09-09 Regular Meeting Parks and Leisure Services Board September 9, 2013 CALL TO ORDER The regular meeting of the Parks and Leisure Services Board was called to order at 7:02 p.m. On Monday, September 9, 2013, in the Council Chambers of the Euless City Hall building by Chairman Eric Owens. Other Board Members present: John Raab, Randy Jones, Carroll Scott, Tiffany Smith, alternate Steve Doty and Carl Miller. Staff members present: Director of Parks and Community Services Ray McDonald, Parks Manager Randy Smith, Parks Superintendent Terry Boaz, Recreation Manager Suzanne Hendrickson, Projects Coordinator Ofa Mary Faiva-Siale, and Administrative Secretary Jordan Peterson. Visitors present: Loretta Dotty, Jason Reyes, Barbara Collier, Bob Collier, and Don and Ann Wilson. INVOCATION Randy Jones gave the invocation. APPROVAL OF MINUTES Chairman Owens asked if there were any additions or corrections to the minutes from the August 5, 2013 regular meeting. Randy Jones made the motion to approve the minutes as presented and was seconded by Carroll Scott. The vote was unanimous. I. Board Member Reports a. Steve Doty—J. A. Carr Park, Kiddie Carr Park, Villages of Bear Creek Park— reported no items of concern. b. Randy Jones—South Euless Park, Heritage Park, Reflection Park— reported no items of concern. c. John Raab — Midway Park, Blessing Branch Park, Parks at Texas Star — reported no items of concern. d. Tiffany Smith—Bob Eden Park, Trailwood Park—reported no items of concern. e. Carroll Scott — Preserve at McCormick Park, McCormick Park— reported no items of concern. f. Chairman Owens—West Park, Wilshire Park—reported no items of concern g. Carl Miller—Blessing Branch Park, Midway Park—will report on next month. h. Chairman Owens reported on the following Special Events: • Saturday, August 17—Ice Cream Social, 75 people attended the event • Saturday, September 21, 9 a.m.-12 p.m.—TX Anglers at Wilshire Park • Saturday, October 5, 8:30 p.m.-9 p.m.—Stars Over Euless at Bob Eden Park • Saturday, October 12, 9 a.m.— 12 p.m. —3 Mile Family Fitness Run at Bob Eden • Thursday, October 31, 5:30p.m.—8:30p.m.Trunk fest at the EFLP parking lot II. Volunteer of the Month a. Chairman Owens said the September 2013 Volunteer of the Month award goes to Barbara Collier. Mrs. Collier has given many hours to the Historical Preservation Committee first, as a member and currently as the Vice Chairman of the Committee. Mrs. Collier was instrumental in spearheading the inventory process for all artifacts located at the Museum. She volunteers as a docent during open house weekends and spends countless hours working on various projects for the Historical Committee. After being presented the award, Mrs. Collier commented that she enjoys what she does and thanks the City of Euless for all their support. She invited everyone to visit the Museum Complex at the next open house on Saturday, September 14, between 1-5 p.m. Ill. Beautification Award of the Month a. Chairman Owens said the September 2013 Residential Beautification Award of the Month goes to Albert & Clarissa Elizondo at 701 Salmon Run Court. This yard is beautifully landscaped with two mature Red Oak trees standing prominently in the yard along with well-groomed Crepe Myrtles, Yaupon Hollies, fountain Grass and other assorted flowers. Chairman Owens said since the Elizondo's were not in attendance tonight the plaque will be delivered to them. b. Chairman Owens said the September 2013 Business/Civic/Governmental Beautification Award of the Month goes to Rosas at 2711 State Highway 121. As a newer property it is lined with over two dozen Red Oak, Live Oak and Elm trees. Ornamental grasses, Yuccas, Knock-Out Roses, Purple Sages, and other flowering plants surround the building heightening the beauty of the establishment. Chairman Owens said since they were not in attendance tonight the plaque will be delivered to them. IV. Business of the Tree Board Tree Board Chairman Carroll Scott reported the following for August 2013: a. Total man hours for August 1—August 31 —Total 540.5 • 283.00 Horticulture • 152.50 Forestry • 88.00 Greenhouse • 0.00 Special Projects • 17.00 Training • There were no trees planted, and no tree related purchases • Trimmed trees around school zone signs, trimmed trees at South Euless, Villages of Bear Creek& Carr Park, and Trailwood. • Trimmed trees along 1700 block of Toplea and 800 block of Clebud for Fire Department. V. Parks and Community Services Reports a. Community Service Report—Ray McDonald • Reported concerns expressed by some citizens regarding walker/biker safety. Displayed sample "yield" sign to be installed at various location along the trails. Board members were agreeable to proceeding with the project. • Discussed all projects approved by council for 2014 including a portable Pickle Ball court, new weight equipment, security cameras for the Museum, lighting at the dog park parking lot, and other approved items. • The state of Texas has enacted a Texas Arbor Day to be celebrated on November 1. Staff will work on some type of observance/celebration and report back. b. Recreation Report—Suzanne Hendrickson • Discussed details about the portable Pickle Ball court, Fitness on Demand and a new interactive cyber cycle for our seniors. • Reported on some upcoming special events including the Trunk Fest on October 31. c. Park Report—Randy Smith • Work on Old Iron Bridge has been completed VI. Discussion of Master Plan Director of Parks and Community Services Ray McDonald discussed items on the master plan as well as items recently approved by Council. Processes for prioritizing on the list are being reviewed. VII. Other New Business a. Board Member Miller offered to deliver the Playbooks to the HEB elementary schools. b. Ray McDonald reported on the progress of the indoor pool. VIII. Input from City Council Members and Visitors No input. ADJOURNMENT Chairman Owens gave the benediction.
