EULESS CITY COUNCIL
Tuesday, April 27, 2021
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:33 p.m. on Tuesday, April 27, 2021, in the Council Chambers of City Hall, 201 North
Ector Drive. Mayor Linda Martin, Mayor Pro Tern Salman Bhojani, Council Members Tim
Stinneford, Jeremy Tompkins, Eddie Price, and Harry Zimmer were present in the
Council Chambers. Council Member Perry Bynum was absent from the meeting.
During the Precouncil meeting:
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Interim Director of Planning and Economic Development Don Sheffield provided the
Development update, including commercial and residential developments.
City Manager Getchell advised that she and Deputy City Manager Chris Barker will
meet with representatives from Glade Parks on Wednesday, April 28, 2021, to receive
an update on the development. Council Member Tompkins asked that, with the winter
freeze, the landscaping plan be reviewed with the developer.
➢ Emergency Management Coordinator Suzanne Hendrickson provided an update
regarding the COVID-19 pandemic, including the current statistics worldwide,
statewide, and locally as well as hospitalization rates and the status of vaccine
distribution. She advised that the vaccination rate for Euless residents who have
received at least one dose of the vaccine is 38.61 percent. Additionally, she
announced military personnel have been assigned to fill medical roles at the Hurst
Conference Center vaccination site through May 15, 2021, freeing up Fire personnel
to return to normal shift work. She encouraged hand washing, social distancing and
mask wearing even as vaccine distribution becomes more widespread.
She advised of several upcoming City events, including:
• Saturday, May 1, 2021, HEB Reads! Drive-Thru Event, Pennington Field,
10:00 a.m. to 1:00 p.m.;
• Monday, May 3, 2021, Euless Family Life Senior Center reopens;
• Monday, May 3, 2021, Facility Rental reservations open;
• Saturday, May 29, 2021, Aquatic Park re-opens for the summer; and
• Tuesday, June 1, 2021, Summer camp begins.
➢ Assistant to the City Manager Betsy Deck provided the Oncor Distribution Cost
Recovery Factor (DCRF) case filing update and advised that Oncor is seeking a
system wide increase of$97.8 million, an approximate $1.35 increase to the average
residential customer's monthly bill. She advised that a resolution to deny the
amendment to the DCRF will be presented for City Council consideration at the May
11, 2021 City Council meeting. The denial will then allow the consultants additional
time to review and evaluate the filing.

➢ Finance Director Janina Jewell presented the financial report for the period ending
March 31, 2021. Additionally, she advised that administrative penalties, which have
been suspended for the past year due to COVID-19 and extended because of the
February freeze will be reinstated with the consensus of the City Council.
Mayor Martin recessed the Precouncil session at 5:30 p.m.
CLOSED SESSION
The City Council convened into closed session at 5:40 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to:
• UDC land uses: 7997 Membership Sports and Recreation Clubs and 7999
Amusement and Recreation Services, Not Elsewhere Classified; and
• Bear Creek Bend development regulations.
The purchase, exchange, lease or value of real property as authorized by Section
551.072 of the Texas Government Code related to:
• Cresthaven Addition
Mayor Martin recessed closed session at 6:45 p.m.

PLEDGES OF ALLEGIANCE
Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR MAY
Mayor Martin recognized Field Tech Ill Frank Tapia as the May 2021 Employee of the
Month.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Mayor Pro Tern Bhojani presented a proclamation proclaiming April as Child Abuse
Prevention Month.
Jamie Harton, Volunteer Coordinator, Alliance for Children, received the proclamation
and expressed her appreciation to the Mayor and City Council.
ITEM NO. 3. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
PERIOD ENDING MARCH 31, 2021
Finance Director Jewell presented the quarterly financial report for the period ending
March 31, 2021. Additionally, she reviewed the timeline for the collection of property tax
payments.

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 8.
Council Member Tompkins seconded the motion.

ITEM NO. 4. AUTHORIZED CITY MANAGER TO EXECUTE AN INTERLOCAL
AGREEMENT WITH TARRANT COUNTY
Authorized the City Manager to execute an Interlocal Agreement between the City of
Euless and Tarrant County for asphalt overlay improvements to Vine Street, Martha
Street, Sunset Drive, Whitener Road, and Simmons Drive. Work is scheduled to begin
the week of August 30, 2021, and last approximately three weeks.
ITEM NO. 5. AUTHORIZED PURCHASE OF MICROSOFT SOFTWARE
Authorized the purchase of Microsoft software licenses using the Texas Department of
Information Resources (DIR) contract DIR-TSO-4092. The total estimated expenditure is
$60,000
ITEM NO. 6. APPROVED RENEWAL OF REQUEST FOR PROPOSAL NO. 005-

Approved renewal of contract with Web-TPA for Third Party Administration, American
Health Holdings (AHH) for Utilization Management and Case Management, and Network
Access to Aetna. This request represents the first renewal and will cover the period of
October 1, 2021 to September 30, 2023. Web-TPA has agreed to a renewal of the contact
with an increase sufficient to cover increased labor costs and overhead costs. The
requested increase is 4.2 percent for Third Party Administration and four percent for
Network Access. There is no increase to Utilization Management and Case Management
services. The estimated expenditure is Administrative Fees: $97,878, Utilization
Review/Case Management: $49,054, Network Access: $65,333 plus claim expenses,
ITEM NO. 7. APPROVED RESOLUTION NO. 21-1605
Approved Resolution No. 21-1605, recommending award of a construction contract for
Community Developing Block Grant (CDBG) Project No. B20-UC-48-0001-22-50 to
Douglas Dailey Construction, LLC, 2005 Bluff Springs Road, Ferris, Texas, for the
replacement of the sanitary sewer main along Del Paso Street Phase I and II in the
amount of$317,865 and authorize a contingency in the amount of$15,893.

ITEM NO. 9. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 20-
16-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2278
Mayor Martin opened the public hearing at 7:19 p.m.

Interim Director of Planning and Economic Development Sheffield presented the case to
the City Council and advised that the applicant is seeking a Specific Use Permit at 150
Fair Oaks Boulevard. The property has been zoned Neighborhood Business since 1977.
Surrounding the property are two places of worship to the west and north and commercial
development to the east and south. The applicant is proposing to develop the property
into soccer fields for practice and for scheduled games for a local soccer club in Euless
as well as an outdoor practice area for a select soccer academy. The applicant has
entered into a formal agreement with the United Memorial Christian Church to the north
to utilize the parking already available to the church as well as access to public restrooms
at the church while the soccer fields are in operation. A condition of the Specific Use
Permit will maintain that the SUP is valid as long as this agreement is in place. No parking
will be allowed on Fair Oaks Boulevard as part of the soccer facility use. Additionally, the
Planning and Zoning Commission considered the Specific Use Permit on April 6, 2021,
and recommended approval by a vote of 7-0-0 with the following conditions:
1) The Specific Use Permit is tied to the facility name: 150 Fair Oaks Soccer Fields;
2) The Specific Use Permit is tied to the Business Owner: Allegiance Soccer Club;
3) A Building/Land Use Agreement (Agreement) remains in place between the
Business Owner and United Memorial Christian Church for the use of adequate
parking and restroom facilities. Any changes to this agreement related to the use
of the parking lot and restrooms shall be presented to the City of Euless to
determine if the SUP needs to be amended or if the SUP becomes invalid;
4) Consistent with the days and times the United Memorial Christian Church property
is available to Business Owner per the Agreement, the fields may be used Monday
through Friday, 6:00 pm — 9:00 pm. Field lighting must be shut off by 8:00 pm;
5) No parking for this facility will be allowed on Fair Oaks Boulevard; and
6) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents of the case.
Van Roberts, property owner, 3658 Stratford Avenue, Dallas, Texas, provided a brief
background regarding his reasons for purchasing the property and launching the soccer
facility.
Mayor Martin asked to hear from any opponents of the case. There being none, Mayor
Martin closed the public hearing at 7:24 p.m.
Council Member Stinneford inquired about the field lights being turned off at 8:00 p.m.
when the facility is available for use until 9:00 p.m.
Mr. Roberts advised that during the summer months, there is enough natural light that
field lights are not needed in the evenings. The field lights will only be necessary in the
fall and winter months.
Council Member Tompkins inquired about the plan to protect Fair Oaks Boulevard from
errant balls.

Mr. Roberts advised that 15-foot-tall netting similar to a driving range as well as fencing
will be installed to protect Fair Oaks Boulevard.
Mayor Pro Tern Bhojani expressed his appreciation to Mr. Roberts for bringing this facility
to Euless.
Mayor Pro Tem Bhojani motioned to approve Ordinance No. 2278, a Specific Use Permit
on Oak Forest Addition, Block 3, Lot Al, 150 Fair Oaks Boulevard for a Membership
Sports and Recreation Club in the Neighborhood Business (C-1) zoning district.
Council Member Zimmer seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bhojani, Council Members Stinneford,
Tompkins, Price, and Zimmer

Mayor Martin declared the motion carried.
ITEM NO. 10. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO.
21-03-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2279
Mayor Martin opened the public hearing at 7:27 p.m.
Interim Director of Planning and Economic Development Sheffield presented the case to
the City Council and advised that the applicant is seeking a Specific Use Permit (SUP) to
utilize the assembly space located in Suite 102 at 101 West Glade Road as a place of
worship. Previously the space has been used as an assembly use and a location of a
place of worship for a different congregation. The total area of the internal space is 14,500
square feet. In late 2020, Double 9 Investments, the building owner, reapplied for a SUP
and Certificate of Occupancy for the assembly use, but would now prefer to lease the
space to the church.
Additionally, the Planning and Zoning Commission considered the Specific Use Permit
on April 6, 2021, and recommended approval by a vote of 7-0-0 with the following
conditions:
1) Tied to the place of worship representative: Kevin Samuels;
2) Tied to the place of worship name: Sword of the Spirit Church and Ministries; and
3) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:28 p.m.
Kevin Samuels, the applicant, 2100 Presidio Circle, Euless, provided a brief background
of his congregation and expressed his appreciation to the City Council for their
consideration.

Council Member Stinneford motioned to approve Ordinance No. 2279, a Specific Use
Permit on Glade Shopping Center Addition, Block 1, Lot 1R1A, 101 W. Glade Road, Suite
102 for a Place of Worship in the Community Business (C-2) zoning district.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Bhojani, Council Members Stinneford,
Tompkins, Price, and Zimmer
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 11. RECOGNITION OF MAYOR PRO TEM SALMAN BHOJANI
Mayor Martin presented a certificate and award to Mayor Pro Tern Bhojani in recognition
of his three years of service on the City Council.
