HomeMy WebLinkAbout2021-05-25MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, May 25, 2021 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:34 p.m. on Tuesday, May 25, 2021, in the Council Chambers of City Hall, 201 North Ector Drive. Mayor Linda Martin, Mayor Pro Tern Salman Bhojani, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Perry Bynum, and Harry Zimmer were present in the Council Chambers. During the Precouncil meeting: ➢ City Manager Loretta Getchell reviewed the regular agenda. ➢ City Manager Getchell advised of several upcoming events including: • Glade Parks is planning to bring back the Farmers Market, possibly beginning in June, and is working with new vendors; • Friday, May 28, 2021, Fire Department Badge Pinning Ceremony, Council Chambers, 4:00 p.m.; • Monday, June 14, 2021: o Crime Control and Prevention District meeting, 5:00 p.m.; o Special Called City Council Meeting, 6:00 p.m.; and o Budget Worksession, 6:15 p.m. ➢ Emergency Management Coordinator Suzanne Hendrickson provided an update regarding the COVID-19 pandemic, including travel advisories in other countries such as Japan, India, and Sri Lanka, as well as the current statistics worldwide, statewide, and locally and hospitalization rates. She advised that the vaccination rate for Euless residents who have received at least one dose of the vaccine is 45.08 percent. Additionally, she announced Governor Greg Abbott ordered that governmental entities can no longer require face coverings in public buildings or can face fines. She encouraged hand washing, social distancing and mask wearing even as vaccine distribution becomes more widespread. She advised of several upcoming vaccination sites, including: • Continuing walk-in operations at the Hurst Conference Centre; • Thursday, May 27, 2021, Westpark Rehabilitation & Living, 9:00 a.m.; • June 2, 2021, and June 23, 2021, Central Junior High, 2:00 to 6:00 p.m.; • June 3, 2021 and June 7, 2021, Westdale Hills Pop Up Clinic, 3:00 to 7:00 p.m. ➢ Police Chief Mike Brown presented the Police Department update and advised of re- engaging with the community with programs that had been put on hold due to the COVID-19 pandemic, including the Euless Citizens Police Academy, David Hofer Summer Camps, "Coffee with a Cop," "Shop Talk," and Back to School events with EPIC and law enforcement classes. Additionally, he discussed Tier III apartment communities, Royal Terrace and Hillside Village, as well as new officers in the department. Council Minutes Page 2 of 5 May 25, 2021 ➢ Interim Director of Planning and Economic Development Don Sheffield provided the Development update, including commercial and residential developments. ➢ Finance Director Janina Jewell presented the financial report for the period ending April 30, 2021, and advised that car rental tax collection was down 21 percent over the same period last year and down 41 percent year to date. Additionally, she advised that the City has received an electric bill for ancillary service charges from Gexa Energy in the amount of approximately $290,000 related to the February winter weather event and will be able to pay the full amount in the current budget year. Deputy City Manager Chris Barker provided additional details regarding the energy service charges and advised that the cap on ancillary service charges is $9,000 per kilowatt hour and are billed differently than negotiated contract rates as a pass - through charge from the Electric Reliability Council of Texas (ERCOT.) Finance Director Jewell provided a brief update regarding the American Rescue Plan and advised that the City has received the first allocation of expected funding from the Treasury Department on May 19, 2021, in the amount of $5.9 million and the funds were immediately secured and invested. The second allocation in the same amount will be received in one year. ➢ Deputy City Manager Barker provided an update on the Community Development Block Grant (CDBG) project approved by the City Council to construct a canopy at the Euless Family Life Senior Center. Two bids were received in the amounts of $382,777 and $387,000, both over the estimated cost of $263,000. Tarrant County is evaluating the possibility of funding the difference in cost via other means. Mayor Martin recessed the Precouncil session at 5:55 p.m. CLOSED SESSION The City Council convened into closed session at 6:00 p.m. for deliberation regarding the following: Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas Government Code related to: Real Action Card Club The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Cresthaven Addition Mayor Martin recessed closed session at 6:20 p.m. Council Minutes Page 3 of 5 May 25, 2021 COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Perry Bynum led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE Mayor Martin recognized Firefighter/Driver/Paramedic Saul Padilla as the June 2021 Employee of the Month. ITEM NO. 2. PRESENTATION OF FIRE DEPARTMENT SHIELDS Fire Lieutenant Jeff Hayden and Firefighter II -Paramedic Ken Wroblski, on behalf of the Euless Fire Fighters Association, presented Mayor Pro Tern Bhojani with a plaque for his service on the City Council. Additionally, they presented each City Council member, Mayor Martin, City Manager Getchell, Deputy City Manager Barker, and City Secretary Kim Sutter with shields in appreciation of their efforts during the last year. PRESENTATION OF SCHOLARSHIP TO ALEXIS COWGER City Manager Getchell recognized Alexis Cowger as the recipient of a scholarship awarded by an anonymous donor to a City of Euless employee's child. She highlighted Alexis' future plans and presented her with a one thousand dollar scholarship. Alexis was accompanied by her father, James, and mother, Sharon. REGULAR AGENDA ITEM NO. 4. AUTHORIZED APPROVAL OF A JOB ORDER CONTRACT Deputy City Manager Barker advised that the item is to approve a Job Order Contract (JOC) with Simon Roofing and Sheet Metal, 2301 North Masch Branch Road, Denton, Texas, for the roof restoration of the Fire Administration Building through The Interlocal Purchasing System (TIPS) Job Order Contract #180702. The estimated expenditure is $153,325. Council Member Stinneford motioned to approve a Job Order Contract with Simon Roofing and Sheet Metal for the roof restoration of the Fire Administration Building through The Interlocal Purchasing System (TIPS). Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Bhojani, Council Members Stinneford, Tompkins, Price, Bynum, and Zimmer Nays: None Mayor Martin declared the motion carried. ITEM NO. 5. APPROVED CITY COUNCIL MINUTES Mayor Pro Tern Bhojani motioned to approve the minutes of the Special Called Meeting of May 11, 2021, and the Regular Meeting of May 11, 2021. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Bhojani, Council Members Stinneford, Tompkins, Price, Bynum, and Zimmer Nays: None Mayor Martin declared the motion carried. ITEM NO. 6.
