EULESS CITY COUNCIL
Tuesday, June 8, 2021
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:34 p.m. on Tuesday, June 8, 2021, in the Council Chambers of City Hall, 201 North
Ector Drive. Mayor Linda Martin, Mayor Pro Tern Salman Bhojani, Council Members
Jeremy Tompkins, Eddie Price, Perry Bynum, and Harry Zimmer were present in the
Council Chambers. Council Member Tim Stinneford arrived at 4:35 p.m.
During the Precouncil meeting:
➢ City Manager Loretta Getchell reminded the City Council that the deadline to complete
the required annual cyber security training is Monday, June 14, 2021. Additionally,
she advised of several meetings being held on that date as well:
• Crime Control and Prevention District meeting, 5:00 p.m.;
• Special Called City Council Meeting, 6:00 p.m.; and
• Budget Worksession, 6:15 p.m.
➢ City Manager Getchell reviewed the regular agenda.
➢ Assistant to the City Manager Betsy Deck introduced Jeri Harwell, Municipal Services
Manager, Republic Waste Services.
Ms. Harwell presented the 2020 annual report and reviewed the contractual services
with the City. Additionally, she presented statistical information related to residential,
commercial, and industrial tonnage and reviewed other services offered to the
residents, including curbside Christmas tree collections and landfill access.
Discussion ensued regarding the landfill site including lifespan and services available
to Euless residents.
➢ City Secretary Kim Sutter addressed the City Council regarding vacancies on the Tax
Increment Reinvestment Zone (TIRZ) Boards TIRZ #3 and TIRZ #4 due to Mayor Pro
Tern Bhojani stepping down and a new Council Member soon coming on board. She
requested feedback regarding when the City Council would prefer to make
appointments to fill the vacancies. The term expirations are January 1, 2023 and
January 1, 2022, respectively.
Mayor Martin confirmed that an agenda item will be included on the June 22, 2021
City Council meeting agenda.
➢ Deputy City Manager Chris Barker provided an update regarding the Community
Development Block Grant (CDBG-CV) related to a project to install a canopy at the
Euless Family Life Senior Center which had received bids over the initial estimated
cost. Tarrant County is evaluating the possibility of providing the required additional
funding. Should Tarrant County advise of the availability of additional funding, a

resolution will presented for City Council consideration at the June 22, 2021 City
Council meeting.
➢ Finance Director Janina Jewell provided the Financial update for the period ending
April 30, 2021, and advised that car rental tax collection was up 667 percent over the
same period last year (the first full month of the pandemic shutdown), up a little over
one percent from the same period in 2019, and down 29 percent year to date.
➢ Deputy City Manager Barker provided the Capital Projects update and advised that
not much progress has been made on the construction of Fire Station No. 1 due to
the recent rains. An emergency action to ratify City Manager action to repair a slope
wall failure at Texas Star Golf Course will be presented for City Council approval at
the June 22, 2021 Council meeting, and road construction on Glade Road leading
into DFW Airport is scheduled to begin in September 2022.
➢ City Manager Getchell provided a Legislative update and advised that House Bill 1869
related to how debt is classified has passed and is awaiting the governor's signature.
Additionally, police defunding bills passed but have exempted smaller cities, such as
Euless, and the legislature has amended how cities are able to increase the property
tax rate above the current 3.5 percent threshold, including removing pandemics and
epidemics from allowable disasters.
City Manager Getchell presented a proposed process for the catering of meals for the
City Council meetings.
Mayor Martin recessed the Precouncil session at 5:26 p.m.
CLOSED SESSION
The City Council convened into closed session at 5:35 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 of the
Texas Government Code related to:
• Real Action Card Club; and
• Bear Creek Bend development regulations
The purchase, exchange, lease or value of real property as authorized by Section
551.072 of the Texas Government Code related to:
• Cresthaven Addition
• Kitty House Survey, Abstract 678
Mayor Martin recessed closed session at 6:10 p.m.

Council Member Harry Zimmer led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. ANNOUNCEMENT OF EMPLOYEE SERVICE AWARDS
Assistant Police Chief Gary Landers introduced Senior Police Officer John Reiber. John
was accompanied by his wife, Liz, daughter, Mia, son, Jack, and members of the Police
Department. Mayor Martin presented John with a service pin commemorating his 5 years
of service with the City.

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 4.

ITEM NO. 2. APPROVED RENEWAL OF CONTRACT PER REQUEST FOR
PROPOSAL NO. 005-18
Approved renewal of contract, per RFP No. 005-18, with Caremark Health (CVS) for
Pharmacy Benefit Management (PBM) services related to the City's health insurance
plan. The renewal will cover the period of October 1, 2021 to September 30, 2023. The
2018 proposal provided for an initial three-year term with two, two-year renewals. This
request represents the first renewal.
ITEM NO. 3. AUTHORIZED THE PURCHASE OF ASPHALT MILLING
SERVICES
Authorized the purchase of asphalt milling services with TexOP Construction LP, 8525
Thompson Road, Justin, Texas, through an interlocal agreement with Tarrant County.
Due to the cost for services and the reputation of the contractor, the City proposes to use
TexOP on the 2021 street overlay projects. The scope of milling to include:
Milling prior to County Overlays on Simmons, Vine, Martha, Whitener and Sunset
Milling prior to City Overlays on Aransas, Clebud, Dogwood, Glade Terrace,
Pleasant Trail, and Thoreau
The estimated expenditure is $90,000.

ITEM NO. 5. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 21-
06-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2282
Mayor Martin opened the public hearing at 7:10 p.m.
Interim Director of Planning and Economic Development Sheffield presented the case to
the City Council and advised that the applicant, Etienne Tshinyama on behalf of God
Exists Ministry, is seeking a Specific Use Permit for a place of worship at 4223 West
Pipeline Road. Previously the space has been used as an assembly use and a place of
worship for a different congregation. The total area of the internal space is 1,600 square
feet which would accommodate their 16 to 20 members. No issues or complaints,

including parking or noise, have been brought to the City's attention during the years that
the site has operated as a place of worship previously. Additionally, the Planning and
Zoning Commission considered the Specific Use Permit on May 18, 2021, and
recommended approval by a vote of 7-0-0 with the following conditions:
1) Tied to the place of worship representative: Etienne Tshinyama;
2) Tied to the place of worship name: God Exists Ministry; and
3) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:11 p.m.
Council Member Price motioned to approve Ordinance No. 2282, a Specific Use Permit
on Morrisdale Addition, Block 1A, Lot 2A1, 4223 West Pipeline Road for a Place of
Worship in the Neighborhood Business (C-1) zoning district.
Mayor Pro Tem Bhojani seconded the motion.

ITEM NO. 6. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 21-
07-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2283
Mayor Martin opened the public hearing at 7:12 p.m.
Interim Director of Planning and Economic Development Sheffield presented the case to
the City Council and advised that the applicant, Kofi Asante on behalf of The Church of
Pentecost U.S.A., Inc dba Greater Grace Assembly, is seeking a Specific Use Permit to
utilize a 3,700 square foot suite in the existing office building at 1001 West Euless
Boulevard as their place of worship. The office tower has adequate parking to
accommodate the congregation as their meeting times are off -set from the office
environment of the rest of the building. The congregation intends to lease the space until
a permanent structure is constructed. Additionally, the Planning and Zoning Commission
considered the Specific Use Permit on May 18, 2021, and recommended approval by a
_vote of T=0-0 with the following conditions:
- 1).._Tied-to-the place of worship representative: Kofi Asante;
21 Tied to1he place of worship name: Greater Grace Assembly; and
-,The Specific Use Permit may be revoked if one or more of the conditions imposed

Council Member Tompkins motioned to approve Ordinance No. 2283, a Specific Use
Permit on Puente Del Oeste Addition, Lot 4, 1001 W. Euless Boulevard, Suite 112 for a
Place of Worship in the Texas Highway 10 Multi -Use (TX-10) zoning district.
Council Member Stinneford seconded the motion.

Tompkins, Price, Bynum, and Zimmer

Mayor Pro Tern Bhojani stated that he is really going to miss the City Council.
Mayor Martin stated that Mayor Pro Tern Bhojani has been an asset to the City Council
and wished him great success in the future. Additionally, she announced the winner of
the June 5, 2021 Runoff Election for Place 6 was Tika Paudel.
