HomeMy WebLinkAbout00-1068 05-09-2000RESOLUTION NO. 00 -1068 RESOLUTION CALLING A RUNOFF ELECTION FOR PLACE SIX OF THE EULESS CITY COUNCIL, DESIGNATING THE DATE OF SAID ELECTION; DESIGNATING POLLING PLACES; DESIGNATING EARLY VOTING HOURS AND PLACES; APPOINTING ELECTION JUDGES; AND DIRECTING POSTING AND PUBLICATION OF NOTICE FOR SAID ELECTION WHEREAS, pursuant to Sec. 2.021 of the Election Code of the State of Texas, and the Euless City Charter, it is provided that if no candidate for a particular office receives the vote necessary to be elected in an election requiring a majority vote, a runoff election for that office is required. WHEREAS, a canvassing of the returns and declaring the results of a regular City Officer Election held on May 6, 2000, was approved by the City Council on May 9, 2000; and WHEREAS, the canvass determined that, in the race for Council Member, Place Six, no candidate received a majority of the votes cast; and WHEREAS, the two candidates receiving the highest number of votes for the office of Council Member, Place Six, were Veva Lou Massey and Carroll "Scotty" Scott; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS: SECTION 1 There is hereby ordered a runoff election to be held in the City of Euless, Texas, on the 3rd day of June, 2000, for the purpose of filling the position of Council Member, Place Six, who shall serve for a period of three years or until their successors have been duly qualified. The effective date of taking office shall be as soon as the returns are canvassed. The candidate receiving a majority of the votes cast for City Council Member, Place Six, shall be declared elected to such office. SECTION 2 Early voting for the above designated election shall be conducted at the City of Euless Public Library, 201 N. Ector Drive, Euless, Texas, Wednesday through Friday, May 24 through May 26, 2000 and Tuesday, May 30, from 8:00 a.m. to 5:00 p.m. The early voting clerk for said elections shall be the City Secretary, and applications for a ballot to be voted by mail shall be addressed to the Office of the City Secretary, 201 North Ector Drive, Euless, Texas, 76039, to be received no later than May 26, 2000. SECTION 3 All qualified voters determined by the laws of the State of Texas, the Charter and Ordinances of the City of Euless shall be entitled to vote at such election. Voting on Election Day, June 3, 2000, shall be conducted at two polling places, Bear Creek Elementary School, 401 Bear Creek Drive, Euless, Texas, and the City of Euless Public Library, 201 N. Ector Drive, Euless, Texas, between the hours of 7:00 a.m. and 7:00 p.m. Registered voters living in County Precincts 3036, 3160, 3183, 3247, 3329, 3335, 3336, 3391, 3414, 3432, 3511, and the portion of Precincts 3175 and 3457 that are within the City of Euless limits will vote at the Euless Public Library, 201 N. Ector Drive, Euless, Texas. Registered voters living in County Precincts 3216, 3389 and the portion of precincts 3322, 3390, 3396 and 3457 that are in the City of Euless limits will vote at Bear Creek Elementary School, 401 Bear Creek Drive, Euless, Texas. SECTION 4 The following named persons are hereby appointed officers for said elections: Euless Public Library: Election Judge Alternate Judge Barbara Girouard Helen Harvey Bear Creek Elementary School: Election Judge Martha Burleson Alternate Judge Debbie Anderson Early Voting Ballot Board: Judge Martha Burleson The Presiding Election Judge for each precinct shall appoint not Tess than two nor more than ten qualified election clerks to serve and assist in conducting said election; provided, that if the Presiding Judge actually serves as expected, the Altemate Presiding Judge shall serve as one of the clerks. The Early Voting Ballot Board Judge shall appoint two other members to the Early Voting Ballot Board. All appointments shall be in accordance with the terms and provisions of the Texas Election Code. Election judges and clerks shall be compensated for services rendered at a precinct polling place at an hourly rate of $6 per hour. SECTION 5 Voting machines used for the conduct of the elections, shall be procured, maintained, operated, scaled and the votes therefrom tabulated pursuant to procedures established and authorized by the laws of the State of Texas, and the Charter and Ordinances of the City of Euless. SECTION 6 Notice of the elections prescribed by this Resolution shall be promulgated, published, and posted in keeping with the laws of the State of Texas, and the Charter and Ordinances of the City of Euless. SECTION 7 The results of the elections shall be certified, canvassed, and returned in the form and manner prescribed by the laws of the State of Texas and the Charter and Ordinances of the City of Euless. ADOPTED AND APPROVED at a regular meeting of the Euless City Council on the 9th day of May, 2000, by a vote of 7 ayes, 0 nays, and 0 abstentions. ATTEST: .
