Subject: Byron - Library Estimates
I talked to Byron at length this morning about his construction estimate. He stated that the plans as he was
instructed were for a very simple layout. Bare minimums in the office and build out areas. Minimal
electrical and no data & telephone in any areas except for the small office expansions. We have obviously
more added into our plans. I was not involved in the master plan discussions so I can not confirm his
designs.
Per our discussion this is what we have concluded:
1. The expansion in his estimate is @ 2044 sq ft.
- The amount I have in my plans is @ 3900 +/-.
2. He has no dollars figured in for HVAC expansion. He has based his figures on trunking off the existing
system.
- I have this quoted by Siemens at @ $32k. We will need additional air handlers, VAV boxes, ducting,
and water piping with overflows.
3. They show @ $14,308.00 for sprinklers and simple electrical.
- I have electrical outlets for computers tied into our UPS backup system, data & telephone runs,
which he does not have figured in. Plus an individual server room with dedicated circuits. This is not
figured into his plans. He has based his estimate on @ $7.04 per square foot. I show @ $32,000000
4. Byron shows no millwork
- I have cabinets, study carols, and work counters in my plans and quotes.
I will inquire this afternoon, based on my plans were we should be on estimated construction costs.
I will update as soon as I have this information.

I have a meeting set with two HUB electrical vendors next Thursday. HVAC contractors have not
responded. Chilled water system contractors are not as prevalent as regular HVAC companies.
I have inter office copies of Ed's contract/quote with Hurst, we are on a joint purchase agreement with
them, and Siemens for your information. I have also asked TJ and Mike to include copies of the original
quote request returned by the vendors to be attached to all future Blanket PO renewal requests. This
should help in answering your questions on pricing and how we arrived at approving the vendor. We have
always included this in the original PO request but have not on the renewals.

As per your request I'll work on this ASAP. The only issue we might have is with the HVAC. We have
Siemens under contract for a comprehensive maintenance program. This contract covers all items that go
out including compressors at their expense. So, if another company comes in and makes additions to the
system that Siemens does not approve of or causes parts of the system to fail. Then we would have to
foot the bill in addition to our maintenance contract with them. Just to make you aware.
I have asked TJ and Pat to set up additional vendor contacts for this week.

Don't think we can do anything until we know what we are doing with the rest of the project. I am looking
over the quotes now. I think we really should have approached other vendors for the HVAC and the
electrical. Seems like their bids were kinda thrown together. I might suggest that before we go to bid the
entire job that you explore more quotes from the various trades just to see where that leads us.

We'll I do have some good news this week, and trust me I needed it! The quote on the carpet came in at
$92K + some change. This includes all of the main Library area, staff office, and the new additions. I
budgeted $98k so we are within our figures. The carpet is on TXMAS pricing. If you approve, this can go
to council at the first meeting in January.

I will bring you copies today. I have meetings with vendors to go over solutions for the sliding doors at the
Library from 9:15 till 11 am. I have had one contractor, Avondale Const pull his bid. He was too busy this
time of year.
The carpet; The vendor has told us it is a 4-6 week lead time for manufacturing and delivery. The
supplier/mill is on TXMAS pricing, we believe. TJ is verifying this. So we can save time utilizing this. If not
then we can bid in the first half of January, open late in the month, and go to council the first part of
February. We would be looking at a March/April install time.
The kitchen appliance; We are in the process of getting our pricing/quotes. Most of these will be local and
in stock.
Conference room wallpaper; Quotes are in the works. Same type, fabric backed, similar pattern.
Facility staff have the back shelled area cleaned and all items either moved or stored.

On May 29, 2007, the Tarrant County Commissioners Court agreed to accept additional projects in the County's
Transportation Bond Program. Through the efforts of staff, funding has been identified within the program that
will allow for the inclusion of these additional projects. However, given the financial constraints of funding both
transportation and facilities projects, along with the Court's desire to not raise the property ta�X to pay for
program implementation, funding for these projects will be disbursed at a time deemed feasible by the County.
The following City of Euless project has been selected for inclusion in the program:
Ash Lane —Aransas to Main —widen arterial from 2 to 4 lanes
In order to ensure that our records are accurate, please provide our Transportation Services Department with an
updated project schedule, including start and end dates for the design, right-of-way acquisition, utility adjustment
and construction phases. As this project nears implementation, County staff will forward an Interlocal
Agreement for your signature.
We are pleased that additional projects can be advanced through this program. If you have any questions,
