HomeMy WebLinkAbout2021-06-01 P&Z Minutes CITY OF EULESS PLANNING AND ZONING COMMISSION JUNE 1, 2021 MINUTES A regular meeting of the Planning and Zoning Commission was called to order by Chairman Steve Ellis at 5:30 p.m. on June 1, 2021 in the Council Chambers of City Hall, 201 North Ector Drive. Chairman Steve Ellis, Vice Chairman LuAnn Portugal and Commission Members: Richard Barker, Curtis Brown, David Brown, Ronald Dunckel, and Eric Owens were present in the Council Chambers. During the Pre-Session Meeting: Senior Planner Stephen Cook reviewed the regular agenda. PLANNING AND ZONING CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless Planning and Zoning Commission continued their meeting in the Council Chambers at 6:30 p.m. for consideration of scheduled items. Brown gave the invocation. THE PLEDGE OF ALLEGIANCE Vice Chairman Portugal led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING MINUTES Commissioner Dunckel made a motion to approve the minutes for the regular meeting of Page 1 of 4 Planning and Zoning Commission Minutes Page 2 of 4 June 1, 2021 May 18, 2021. Commissioner Owens seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker, C. Brown, D. Brown, Dunckel, and Owens. Nays: None Abstention: None Chairman Ellis declared the motion carried. (7-0-0) ITEM 2. HELD A PUBLIC HEARING FOR PLANNED DEVELOPMENT CASE NO. 21-02-PD AND RECOMMENDED APPROVAL OF AN ORDINANCE Chairman Ellis opened the public hearing at 6:34 p.m. Stephen Cook gave a brief description of the case. The North Texas Event Center was originally zoned from Neighborhood Business District (C-1) to Planned Development (PD) in 1990 in order to construct an indoor soccer facility. Over the years, field spaces have been adapted for a variety of indoor sports, including volleyball, and a restaurant introduced as an ancillary use. Most recently, the facility had a rezoning in the fall of 2020 to add additional commercial uses to the zoning to allow lease spaces to be rented. Since that time, a new ownership has taken over the property. The current property owner would now like to convert the entire facility into a specialized school/academy focused on soccer. All previous uses interior to the building will be converted to the focus of the school. Soccer fields will be restored and new classrooms constructed. The restaurant will provide cafeteria service to the students. The applicant has indicated that the maximum number of students that the facility will hold is one hundred and forty (140). Students will arrive at the school, practice soccer techniques, go to classroom instruction and then resume soccer training in the afternoons. All children and staff will leave the facility at the end of the day. There are one hundred twenty-nine (129) available parking spaces, which includes the thirty-eight (38) parking spaces located on the adjacent lot at the southeast corner of E. Midway and N. Main Street. That lot is zoned C-1 and is not part of this zoning change. Access to the primary building and parking is made through a drive approach on the north from E. Midway Drive. The applicant has provided a drop-off/pick up scenario from the site which isolates staff parking away from the drop off lane. There is sufficient length and turn-around to provide access for drop offs and pick-ups on the site. Because the intensity of the use will be classroom and soccer instruction and not on tournament play, the amount of traffic generated by the facility will be greatly reduced. There will not be tournament play at this facility. Complaints of overflow parking on adjacent residential streets should not be an issue with the utilization of the facility as a school. Additionally, the school will shuttle students to the outdoor facility located at 150 Fair Oaks for outdoor soccer instruction. Planning and Zoning Commission Minutes Page 3 of 4 June 1, 2021 Staff recommends approval of the Planned Development Ordinance. The Commission was informed that applicant was present. Mr. Brad Williams, representative for Mr. Van Roberts, introduced himself and made himself available for any questions that the Commission may have. Chairman Ellis asked if there were any proponents/opponents who wished to speak. Seeing none, Chairman Ellis closed the public hearing at 6:46 p.m. Commissioner Owens stated that currently tournaments would not be held at this location, but asked what would happen if the applicant decides to start holding tournaments? Mr. Cook answered that when speaking to the applicant, Mr. Roberts confirmed that there would not be any tournament play at this location. That this facility would only be used for the school use. There would have to be a new request for a zoning change if the facility were to begin holding tournaments. Vice Chairman Portugal inquired as to what diligence does the City of Euless Fire Department do on an older building requesting to be used as a school. Specifically, if an older building is required to update to current code standards? Mr. Cook stated that our Fire Department will go and inspect the buildings and make sure all systems are up to code and working properly. They will test the sprinkler systems and make sure all required safety equipment is in place. Once building plans are submitted for the new classrooms, the Fire Department will make sure there are the required systems, equipment, and necessary entrances/exits are properly marked and installed. Mr. Don Sheffield, Interim Director of Planning and Economic Development, also added that this location would be submitting for a building permit for the remodel and at that time would be required to update building to current code standards. Mr. Drew Washington, Fire Inspector Il, added that since this building will be utilized as an educational occupancy the sprinkler and fire alarm systems would need to be modified. The system would have to match all the requirements as the other educational facilities that are currently in the City of Euless. Commissioner Dunckel asked what type of accreditation would be required for this type of school. Mr. Kevin Harman, the architect for the project, stated that the school would be accredited but haven't decided on which type of education program (Academy or Charter) would be used. There were no further questions or comments presented by the Commission. Commissioner D. Brown made a motion to approve Case No. 21-02-PD for a Planned Development to change the zoning of Somerset Place Addition, Block C, Lot 27ER; 100 Planning and Zoning Commission Minutes Page 4 of 4 June 1, 2021 E. Midway Drive from Planned Development (PD) District into Planned Development(PD) District to allow for commercial uses with the conditions as presented. Commissioner Owens seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker, C. Brown, D. Brown, Dunckel, and Owens.
