HomeMy WebLinkAbout00-1077 TABLEDRESOLUTION NO. 00-1077 A RESOLUTION SUPPORTING PROPOSED LEGISLATION TO IMPROVE EFFICIENCY AND STREAMLINE IMPLEMENTATION OF STATE TRANSPORTATION MEASURES WHEREAS, all areas of Texas have unmet transportation needs that should be addressed; and WHEREAS, an overall higher level of investment in transportation infrastructure, is in the best interest of Texas economy and its citizens; and WHEREAS, the Texas Legislature has an important role to play in preserving mobility and assisting all areas of the state to attain and maintain quality transportation; and WHEREAS, Tarrant County is a leading county in the generation of new jobs and population growth, with a strong business climate and a diverse economy; and WHEREAS, it has come to the attention of the Tarrant County Mayor's Council that legislation needs to be introduced in the upcoming 77th legislative session to optimize the current Texas Department of Transportation (TxDOT) and streamline procedures.; and NOW, THEREFORE, BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS: by: SECTION 1 Urges the State to improve efficiency and streamline implementation of transportation projects 1) Authorizing the measures to facilitate the TxDOT right -of -way acquisition process such as, but not limited to, "quick- take" as a mechanism to further reduce project costs and expedite construction; 2) Pursuing efforts to expedite project planning, design, and construction by streamlining state administrative, contracting, procurement, approval, and environmental review procedures; 3) Increasing the number of TxDOT full -time equivalent (FTE) staff positions in order to streamline projects and ensure that TxDOT staffing levels are consistent with the need to design, build, maintain, and administer the needs of a growing statewide transportation system for which additional federal funds are now available through various TEA -21 programs; 4) Increasing TxDOT salaries to a level that allows TxDOT to recruit and retain qualified, experienced, and professional staff commensurate with increased responsibility; and 5) Reviewing all transportation programs to ensure that the maximum amount of available flexibility is being provided to local governments and transportation agencies when constructing projects. SECTION 2 That copy of this resolution be forwarded to members of the Texas House of Representatives and the Texas Senate representing Tarrant County and that a copy of this resolution also be forwarded to the Texas Municipal League requesting its support for such position. APPROVED at a regular meeting of the Euless City Council on the 22nd day of August, 2000, by a vote of ayes, nays, and abstentions.
