A RESOLUTION SUPPORTING REDIRECTION OF THE DIVERSION OF
STATE TRANSPORTATION FUNDS FROM NON - TRANSPORTATION
PURPOSES BACK TO FUND 006
WHEREAS, Tarrant County is a leading county in the generation of new jobs and population
growth, with a strong business climate and a diverse economy; and
WHEREAS, the Texas Department of Transportation has estimated that current levels of funding
are likely to meet less than 40 percent of the state's maintenance and construction needs over the next ten
years; and
WHEREAS, a safe, reliable transportation system and clean air are essential to the continued
economic growth and vitality of Tarrant County and to the quality of life for Tarrant County citizens; and
WHEREAS, the Texas Legislature has an important role to play in preserving mobility and
assisting all areas of the state to maintain adequate transportation funds; and
WHEREAS, it has come to the attention of the Tarrant County Mayor's Council that legislation
needs to be introduced in the upcoming 77th legislative session to stop the diversion of state
transportation funds into the General Revenue Fund.
NOW, THEREFORE, BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS:
SECTION 1
Urges the State to re- establish transportation as a high priority by assuring Tarrant County
residents that all transportation related revenues are used for transportation and that all users pay their fair
share by:
1) Stopping the diversion of the state transportation funds from Fund 006 to non - transportation
purposes such as those Department of Public Safety responsibilities that are marginally or
completely unrelated to transportation;
2) Redirecting the transportation fees and taxes collected by the Department of Public Safety
such as the Motor Vehicle Inspection, Driver's License, and Drivers Record Information Fees
from the General Revenue fund to Fund 006;
3) Moving the state Motor Fuel Tax point of collection from the distributor level to the terminal
level to reduce from two to one the number of collections systems; and
4) Ending the vehicle registration fee subsidy of the General Revenue Fund by continuing the
allocation of 5 percent of vehicle sales tax to counties but changing the funding source from
vehicle registration fee receipts to vehicle sales tax receipts (pre -1992 practice).
SECTION 2
That copy of this resolution be forwarded to members of the Texas House of Representatives and
the Texas Senate representing Tarrant County and that a copy of this resolution also be forwarded to the
Texas Municipal League requesting its support for such position.
APPROVED at a regular meeting of the Euless City Council on the 22nd day of August, 2000, by a vote
of 7 ayes, 0 nays, and 0 abstentions.
