EULESS CITY COUNCIL
Tuesday, June 22, 2021
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:36 p.m. on Tuesday, June 22, 2021, in the Council Chambers of City Hall, 201 North
Ector Drive. Mayor Linda Martin, Council Members Tim Stinneford, Jeremy Tompkins,
Eddie Price, Perry Bynum, and Tika Paudel were present in the Council Chambers.
Council Member Harry Zimmer arrived at 4:40 p.m.
During the Precouncil meeting:
➢ Mayor Linda Martin welcomed newly-elected Council Member Tika Paudel to his first
regular meeting.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Finance Director Janina Jewell presented the financial report for the period ending
May 31, 2021, and advised that car rental tax collection was up significantly over the
same period last year and down 29 percent year to date.
Council Member Tim Stinneford inquired about the possibility of including in the
financial report a year to year comparison of the number of adverse weather days that
impacted the operations at Texas Star Golf Course.
➢ Deputy City Manager Barker provided an overview of the Texas Municipal League
Legislative Wrap-up he attended and advised that 6,927 bills were filed, 1,073 passed
which included 249 city related bills. He advised that staff is reviewing the bills to
determine the impact to the City.
Mayor Martin recessed the Precouncil session at 5:03 p.m.
CLOSED SESSION
The City Council convened into closed session at 5:56p.m. for deliberation regarding the

ITEM NO. 1. ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION
OF CERTIFICATE OF ELECTION
City Attorney Wayne Olson administered the Oath of Office to Tika Paudel, elected
Council, Place 6. Mayor Linda Martin presented him with a Certificate of Election.
ITEM NO. 2. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JULY
Police Chief Mike Brown introduced Inspector I Chris Courtney, Code Compliance/Police
Department. Chris was accompanied by his mother, Kim, brother, Billy, sister, Tia,
nephew, Ace, and cousin, Ree, and members of the Police Department.
Mayor Martin presented Chris with a plaque commemorating his selection as Employee
of the Month for July 2021.
ITEM NO. 3. PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Mike Brown introduced Senior Police Officer Chase Lapenna. Chase was
accompanied by members of the Police Department. Mayor Martin presented Chase with
a service pin commemorating his 10 years of service with the City.
Police Chief Mike Brown introduced Senior Police Corporal Derick Rogers. Derick was
accompanied by members of the Police Department. Mayor Martin presented Derick with
a service pin commemorating his 10 years of service with the City.
Police Chief Mike Brown introduced Police Corporal Brian Brennan. Brian was
accompanied by his wife, Melissa, daughters, Keelyn and Chloe, mother, Cindy, aunt,
Veronica, and sister, Laura, and members of the Police Department. Mayor Martin
presented Brian with a service pin and clock commemorating his 25 years of service with
the City.
ITEM NO. 4. PRESENTATION OF CERTIFICATE OF APPRECIATION
Emergency Management Coordinator Suzanne Hendrickson presented Practice
Manager Julie Rodriguez a Certificate of Appreciation to SwiftCare Urgent Care for their
dedicated service to keeping the City of Euless operational and assisting with the City's
COVID-19 pandemic response over the last 15 months.
Ms. Rodriguez expressed her appreciation to Suzanne and the City for the great
partnership and mutual dedication to the community.
ITEM NO. 5. SELECTION OF MAYOR PRO TEM
Council Member Tompkins motioned to nominate Council Member Tim Stinneford to
serve as Mayor Pro Tem.
Council Member Price seconded the motion.

CONSENT AGENDA (items 6 through 9)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 6
through 9.

ITEM NO. 6. AUTHORIZED THE CITY MANAGER TO EXECUTE AN
INTERLOCAL AGREEMENT
Authorized the City Manager to execute an interlocal agreement with the City of Bedford
for combined jail services for the cities of Euless and Bedford. The agreement identifies
the City of Euless as the provider of the jail services and outlines the responsibilities and
expectations of the participating cities. The agreement will become effective on October
1, 2021, and carries a five-year initial term with provisions allowing for mutual consent to
renew for two successive, five-year terms. The FY2021-2022 cost of services to the City
of Bedford will be paid in four quarterly installments for an annual total of $650,000.
Additionally, the City of Bedford will pay to the City of Euless a percentage of the
depreciated value of identified replacement equipment in the amount of$10,925.
ITEM NO. 7. RATIFIED CITY MANAGER ACTION TO PROCEED WITH
EMERGENCY REPAIRS TO CITY PROPERTY
Ratified City Manager action to proceed with emergency repairs to City property located
along Hurricane Creek at Texas Star Golf Course. Recent storm events resulted in the
failure of the Hurricane Creek slope protection. In accordance with State Law and City
Purchasing Policies, the emergency procurement of the work was necessary to preserve
the property of the municipality and was due to unforeseen damage to City property.
Knight Erosion Control, Inc., P.O. Box 202541, Arlington, Texas, 76006, performed the
work and the estimated expenditure is $74,923.

ITEM NO. 8. APPROVED RESOLUTION NO. 21-1608
Approved Resolution No. 21-1608, recommending award of a contract for the CDBG-CV
Project to JC Commercial, Inc., 1801 Lakepointe Drive, Suite 129, Lewisville, Texas, in
the amount of $382,777 for the construction of an approximately 2,500 square foot
exterior arbor on the north side of the Euless Senior Center which will provide a shaded
exterior space in which a continuation of existing programming specific for senior citizens
may continue while maintaining COVID-19 safety protocols. The resolution includes the
authorization for the City of Euless staff and Tarrant County to issue change order(s)
totaling an amount not to exceed five percent of the base contract amount ($19,138.85)
without requiring formal action by the City Council and Commissioner's Court.

Approved City Council minutes of the regular meeting of June 8, 2021, the special called
meeting of June 14, 2021 (Canvassing), and the special called meeting of June 14, 2021
(CCPD Budget).
REGULAR AGENDA
ITEM NO. 10. HELD PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2284
Mayor Martin opened the public hearing at 7:25 p.m.
Police Chief Brown advised the City Council that the City adopted a juvenile curfew
ordinance (Ordinance No. 1144) in 1994. State law requires such ordinances to be
reviewed and renewed every three years and the ordinance will expire automatically on
July 12, 2021, if not renewed. The last renewal took place in 2018.
Mayor Martin asked to hear from any proponents followed by opponents wishing to speak
regarding the item. Seeing none, the public hearing was closed at 7:27 p.m.
Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2284, continuing in effect the City of Euless Code of Ordinances, Section 50-27, "Curfew
Hours for Minors."
Mayor Pro Tern Stinneford seconded the motion.

ITEM NO. 11. HELD PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 21-02-PD AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2285
Mayor Martin opened the public hearing at 7:29 p.m.
Interim Director of Planning and Economic Development Don Sheffield presented the
case to the City Council. He advised that the applicant is seeking to change the zoning
of the North Texas Event Center to convert the entire facility into a specialized
school/academy focused on soccer. All previous uses interior to the building will be
converted to the focus of the school. Soccer fields will be restored and new classrooms
constructed. The restaurant will provide cafeteria service to the students. The applicant
has indicated that the maximum number of students that the facility will hold is 140.
Students will arrive at the school, practice soccer techniques, go to classroom instruction
and then resume soccer training in the afternoons. All children and staff will leave the
facility at the end of the day. Because the intensity of the use will be classroom and
soccer instruction and not tournament play, the amount of traffic generated by the facility
will be greatly reduced. There will not be tournament play at this facility. Complaints of
overflow parking on adjacent residential streets should not be an issue with the utilization
of the facility as a school. Additionally, the Planning and Zoning Commission considered
the Planned Development on June 1, 2021, and recommended approval by a vote of 7-
0-0.
Mayor Martin asked to hear from any proponents of the case.
Brad Williams, representing the applicant, 2728 North Harwood Street, Dallas, Texas,
expressed his appreciation to the City Council and staff. He advised that their goal is to
open as a school in August 2021 for grades 6 through 9 with approximately 50 students,
progressing to 12th grade as the students advance each year.
Van Roberts, owner, 100 East Midway Road, Euless, Texas, provided additional details
regarding the make up of the student body and advised that many students will be
provided financial assistance to attend.
Mayor Martin asked to hear from any opponents of the case. There being none, Mayor
Martin closed the public hearing at 7:33 p.m.
Council Member Bynum inquired about student safety and if it will be a boys only school
or coed.
Mr. Roberts confirmed that it will be a boys only school and provided an overview of safety
measures that will be put in place including security cameras and access doors.
Council Member Zimmer inquired about planned summer programs, the hiring status of
teachers, and student/teacher ratios.
Mr. Roberts confirmed that five teachers have been hired and they are planning to have
15 students for every teacher. They are still considering options for summer programs.

Council Member Zimmer motioned to approve Ordinance No. 2285, to change the zoning
on Somerset Place Addition, Block C, Lot 27ER, 100 East Midway Drive from Planned
Development (PD) zoning district to Planned Development (PD) zoning district to allow
for a school.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins,
Price, Bynum, Zimmer, and Paudel

ITEM NO. 13. PUBLIC COMMENTS
Dinesh Sharma, 9425 Shoveler Trail, Fort Worth, Texas, President of the Nepalese
Society of Texas, extended his congratulations to Council Member Paudel on his recent
election and expressed that the Nepalese community is proud of his achievement.
