OF THE
EULESS CITY COUNCIL
Tuesday, August 10, 2021
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, August 10, 2021, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry
Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ City Manager Loretta Getchell introduced new Director of Planning and Economic
Development Michael Warrix who joined the City on Monday, August 2, 2021.
Additionally, she introduced Assistant Director of Public Works Major Jones.
➢ City Manager Getchell reviewed the regular agenda.
➢ City Secretary Kim Sutter provided an update related to the Board and Commission
appointment process and advised that an item to consider reappointments will be
included on the September 14, 2021 agenda.
➢ Fire Chief Wes Rhodes presented the Fire Department update for the period ending
July 31, 2021, including total response times, annual dollar loss, types of calls, total
runs, mutual aid, progress of Fire Station No. 1 construction, Fire Marshal activities,
Open House and Clown shows, new employees, and social media statistics.
➢ Finance Director Janina Jewell provided the Financial update for the period ending
June 30, 2021, and advised that car rental tax collection was up 282 percent over the
same period last year, up 11 percent from the same period in 2019, and down four
percent year to date.
➢ City Manager Getchell provided the Capital Projects update and advised that the
Public Works Department stepped in to assist the Hurst-Euless-Bedford Independent
School District (HEB ISD) to make needed street repairs near a new elementary
school so it will be ready to open for the first day school on Wednesday, August 11,
2021. Additionally, she advised that the Community Development Block Grant
(CDBG-CV) project at the Euless Family Life Senior Center is underway and advised
that street lights were recently installed on Janann Street and Brownstone Drive.
Mayor Martin recessed the Precouncil session at 5:34 p.m.

PLEDGES OF ALLEGIANCE
Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR AUGUST
Building Inspector Don Sheffield introduced Administrative Secretary Jeanne Flores.
Jeanne was accompanied by her husband, Donnie, mother, Olga Quintanilla, sons,
Miguel and Alex, and members of the Planning Department.
Mayor Martin presented Jeanne with a certificate commemorating her selection as
Employee of the Month for August 2021.
ITEM NO. 2. ANNOUNCEMENT OF EMPLOYEE SERVICE AWARDS
Assistant Director of Public Works and Engineering Major Jones introduced Field Tech
III Ernis Walker. Ernis was accompanied by his wife, Ruth, daughter, Malia, and
members of the Public Works Department. Mayor Martin presented Ernis with a service
pin commemorating his 5 years of service with the City.
Municipal Courts Manager Claudia Quintero introduced Court Clerk SheSheyko
"SheShe" Washington. SheShe was accompanied by her husband, Donald, son,
Demond, and members of the Municipal Court. Mayor Martin presented SheShe with a
service pin commemorating her 15 years of service with the City.
City Manager Loretta Getchell introduced Police Chief Michael "Mike" Brown. Mike was
accompanied by his wife, Shelia, and members of the Police Department. Mayor Martin
presented Mike with a service pin commemorating his 40 years of service with the City.
ITEM NO. 3. PRESENTATION OF AWARD
Euless Citizens Fire Academy Alumni Association President Lou Baum presented Police
Chief Mike Brown with the United States Congressional Achievement Award on behalf of
Congresswoman Beth Van Duyne and former Congressman Kenny Marchant.
ITEM NO. 4. PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION
AWARD
Finance Director Jewell announced that the Government Finance Officers Association
(GFOA) has awarded the City of Euless the Certificate of Recognition for Budget
Preparation. The award is presented to those who have been instrumental in their
government unit achieving a Distinguished Budget Presentation Award.
Finance Director Jewell stated that this is the 30th consecutive year the City has received
the award, which is looked upon favorably by other communities. The award recognizes
that the budget document is understandable to the community, acts as a planning

document and as a guide into the new budget year for staff. She acknowledged the entire
Finance Department for their assistance in the budget preparation process.

ITEM NO. 5. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Authorized the Mayor to negotiate and execute conveyance documents for purchase of
property located at Cresthaven Addition, Block 3, Lot 3, 1007 Highland Drive, in Euless,
Texas.
ITEM NO. 6. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Authorized the Mayor to negotiate and execute conveyance documents for purchase of
properties located on the Kitty House Survey, Abstract 678, Tracts 2H, 2F, 2E1 and 2E,
2214 West Euless Boulevard, Euless, Texas.
ITEM NO. 7. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
AN ARCHITECTURAL SERVICES CONTRACT
Authorized the City Manager to negotiate and execute an Architectural Services Contract
with GSBS Architects, 7291 Glenview Drive, Richland Hills, Texas, for the renovation of
Wilshire Park. The estimated expenditure is $212,000.
ITEM NO. 8. APPROVED RENEWAL OF BID NO. 013-19
Approved renewal of Bid No. 013-19 to Atlas Utility Supply Company, 2301 Carson Street,
Haltom City, Texas, and Ferguson Waterworks, 2650 South Pipeline Road, Euless,
Texas, for the purchase of pipe, clamps, fittings, meter boxes, fire hydrants and other
water utility repair materials. Contracts are awarded to both companies, as primary and
secondary suppliers, based on pricing of product categories. This is the second of two
one-year renewals as allowed in the original bid. The estimated expenditure is $150,000.

ITEM NO. 9. AWARDED REQUEST FOR PROPOSAL NO. 006-20
Approved award of RFP No. 006-20 for specific stop loss reinsurance coverage for the
City's health insurance program for October 1, 2021 to September 30, 2022, to
International Specialty, 10199 Southside Boulevard, Suite 205, Jacksonville, Florida, for
a term of one year. The proposal includes a deductible of $125,000 per person with no
aggregating specific deductible. The total estimated expenditure is $817,924.
ITEM NO. 10. AUTHORIZED PURCHASE OF NETWORKING HARDWARE AND
SOFTWARE
Authorized the purchase of replacement networking hardware and software from
Computer Discount Warehouse Government (CDW-G). CDW-G holds multiple State of
Texas contracts for purchasing computer and networking equipment, including the Texas
Department of Information Resources (DIR) contracts. This type of equipment was
included in the approved FY21 budget as an expenditure for Information Services. The
estimated expenditure is $120,000.
ITEM NO. 11. AUTHORIZED PURCHASE OF AUTOMOTIVE AND EQUIPMENT
TIRES
Authorized the purchase of automotive and equipment tires from Republic Tire & Supply,
125 North Vine Street, Euless, Texas, through the BuyBoard Purchasing Cooperative
Contract No. 636-21 with Michelin North America, Inc. The estimated expenditure is
$70,000 and actual expenditures are made on an as needed basis.
ITEM NO. 12. ACCEPTED CAPITAL IMPROVEMENTS ADVISORY
COMMITTEE SEMI-ANNUAL REPORT
Accepted the Capital Improvements Advisory Committee Semi-Annual Report for the
period of October 1, 2020 through March 31, 2021.
ITEM NO. 13. RECEIPT OF NOTICE ABOUT 2021 TAX RATES
Acknowledged receipt of Notice About 2021 Tax Rates.
ITEM NO. 14. RECEIPT OF CERTIFICATION OF ADDITIONAL SALES AND
USE TAX
Acknowledged receipt of Certification of Additional Sales and Use Tax to Pay Debt
Services for 2021 Tax Year from Financial Officer or Auditor.
ITEM NO. 15. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the regular meeting of June 22, 2021, and the special
called meeting of August 2, 2021.

ITEM NO. 16. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2287
Deputy City Manager Barker advised that the Hurst-Euless-Bedford Independent School
District(HEB ISD) completed the construction of Arbor Creek Elementary school adjacent
to the corner of East Midway Drive and International Drive. At that time, school zones
were established in an effort to provide safety for school students, personnel, and
surrounding pedestrians. With one year of school operations complete, City and School
District staff believe an additional school zone on Sixpence Lane from Newport Way to
International Drive, is necessary.
Council Member Bynum motioned to approve Ordinance No. 2287, amending the City of
Euless Code of Ordinances, Chapter 82, "Traffic and Motor Vehicles," Article III
"Operation of Vehicle," Section 82-63, "Same—School Zones,"to establish a school zone
along a segment of Sixpence Lane.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins,
Price, Bynum, Zimmer, and Paudel

ITEM NO. 17. APPROVED BOARD AND COMMISSION APPOINTMENTS
Council Member Price motioned to reappoint Council Members Perry Bynum and Jeremy
Tompkins and reappoint Citizen Members Rusty Brown and Mike Pruitt to the Crime
Control and Prevention District Board with terms to expire September 1, 2023.
Mayor Pro Tem Stinneford seconded the motion.

ITEM NO. 18. HELD PUBLIC HEARING AND APPROVED CRIME CONTROL
AND PREVENTION DISTRICT (CCPD) BUDGET FOR FY2021-
2022
Mayor Martin opened the public hearing at 7:34 p.m.

Finance Director Jewell presented a summary of the budget and advised the City Council
that the proposed Euless Crime Control and Prevention District Budget for Fiscal Year
2021-2022 was approved by the Crime Control and Prevention District Board on June 14,
2021, following a public hearing. State law requires final approval by the City Council
without amendment. The proposed budget continues existing programming by the
district.
Assistant Police Chief Gary Landers presented the proposed capital expenditures
including high visibility jackets and additional patrol vehicles.
Mayor Martin asked to hear from any proponents followed by opponents wishing to speak
regarding the item. Seeing none, the public hearing was closed at 7:39 p.m.
Council Member Bynum motioned to approve the Crime Control and Prevention District
(CCPD) Budget for Fiscal Year 2021-2022.
Council Member Zimmer seconded the motion.

ITEM NO. 19. HELD PUBLIC HEARING FOR EULESS DEVELOPMENT
CORPORATION BUDGET FOR FY 2021-2022
Mayor Martin opened the public hearing at 7:40 p.m.
Finance Director Jewell presented the proposed budget to the City Council. She advised
that the Euless Development Corporation (EDC) Board of Directors met on August 9,
2021, and recommended approval of the proposed budget for FY 2021-2022.
The EDC budget is supported by a half cent sales tax approved by Euless citizens in 1993
for economic development, parks, and library projects. The estimated beginning fund
balance is $4,500,651 with proposed sales tax revenues and related interest of
$5,877,968 and proposed operating expenditures of$4,912,583 and includes funding for
parks, library, economic development, debt, and contingencies. The proposed budget
also includes recommended capital/one-time requests of $1,804,804. This includes a
carryover of$637,089 to complete previously approved projects and $1,167,715 for new
projects. If approved as recommended, the projected ending fund balance would be
$3,661,232, which exceeds the recommended reserve level of $807,548. The Capital
Projects Fund budget includes new appropriations of $690,064. There is no proposed
budget for the Debt Reserve Fund and the Debt Service Fund proposed budget is
$402,125.

Finance Director Jewell advised that the budget will be presented for City Council
consideration at the Monday, August 16, 2021 meeting.

ITEM NO. 20. HELD PUBLIC HEARING FOR CITY OF EULESS FY2021-2022
OPERATING AND CAPITAL BUDGETS AND MOTIONED TO
CONSIDER APPROVAL OF THE PROPOSED BUDGET ON
AUGUST 16, 2021
Mayor Martin opened the public hearing at 7:46 p.m.
Finance Director Jewell presented details of the proposed City of Euless Operating and
Capital budgets for FY2021-2022.
Mayor Martin asked to hear from any proponents followed by opponents wishing to speak
regarding the item. Seeing none, the public hearing was closed at 7:59 p.m.
Council Member Price motioned to consider approval of the City of Euless Official
Operating and Capital Budgets for FY2021-2022 proposed budget on August 16, 2021.
Mayor Pro Tern Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins,
Price, Bynum, Zimmer, and Paudel

ITEM NO. 21. HELD PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2286
Mayor Martin opened the public hearing at 7:59 p.m.
Finance Director Jewell advised that Ordinance No. 2286 amends the fees charged for
monthly drainage charges. She advised that the proposed rate changes include an
increase of$1.89 per impervious acre to the basic drainage charge or $0.25 increase to
the single-family residential charge. These fee changes would become effective with bill
dates beginning on or after November 1, 2021.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 8:01 p.m.
Council Member Tompkins motioned to approve Ordinance No. 2286, amending the City
of Euless Code of Ordinances, Chapter 30, "Fees," Section 30-41, "Drainage Charges."
