Euless City Council
May 14, 1956
The City Council met in regular session
May 14, 1956, at 7:30 p.m. Present were Mayor Jimmy Payton, Councilmen
J. S. Anderson, W. H. Fuller, and Ernest Millican, Jr. Also present were
City Secretary Thos. A. Kennard, and A. J. Knarr of the Planning Commission.
The meeting was called to order by Mayor
Payton.
(In motion by Councilman Anderson,
seconded by Councilman Fuller, the Council unanimously approved the
rehiring of T. A. Kennard as City Secretary and building inspector retro-
active to May 1, 1956, and ending April 30, 1957, under the same terms
and agreements as were in effect when his term expired.
The mintues o f a l l past meetings, not
approved, were read and approved.
Briefly discussed was the issuance of
Certificates of Occupancy before the utility companies would be permitted
to give permanent services. While certificates had not in the past been
issued, it was the belief of the Council that such certificates had been
used and the Council's instructions to the City Secretary were to issue
these certificates in every instance before allowing the utility services.

The recommendation of the Planning
Commission was read regarding the Johnson - Campbell plat in which the
commission rejected the plat due to the lack of a revised dedication and
the presence of many of the former objections. Mayor Payton advised the
Council that these objections were to be eliminated by Johnson - Campbell
in the final dedication.
Applications for permission to collect
garbage within the city limits were read. None of the applicants was
present. On motion by Councilman M i I I i ca n and seconded by Councilman
Anderson, unanimous approval was given to grant a permit to W 1 1 1 Jones.
Mr. Jones was to be notified that within ten days he was to provide the
City o f Euless w i t h proper insurance, l i a b i l i t y or bond against property
damage and personal injury that might occur in connection with, and while
in pursuit of his work. Second, that the permit being issued is not
exclusive nor does it run for any stated length of time. The City reserving
the right to revoke the permit when and if necessity demands.
On final motion by Councilman Anderson
and seconded by Councilman Fuller, the City Secretary was instructed to pay
$500.00 on'the note at the First National Bank in Arlington, Texas. The
motion was favored unanimously.

Mayor Payton dictated a letter to be
sent by the City Secretary to Mrs. Gilliland, et al, informing them of
the Council's findings and actions regarding their requests for deannexation.
The secretary was further instructed to write Mr. Gleeson making inquiry
about the supposed pipe lines in the proposed plat of Park Crestmoor.
Mr. Gleeson was to be asked to investigate the existence of these lines
and also to secure a copy of the revised dedication of the Johnson -
Campbell plat and forward it to the City of Euless.
