Parks and Leisure Services Board
January 6,2014
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:03 P.M. On
Monday, January 6, 2014, in the Council Chambers of the Euless City Hall building by Chairman
Eric Owens. Other Board Members present: Randy Jones, Carroll Scott, Tiffany Smith, Steve Doty
Carl Miller and Roger Sickler. Members absent were John Raab.
Staff members present: Director of Parks and Community Services Ray McDonald, Park
Superintendent Terry Boaz and Administrative Secretary Jordan Peterson.
Visitors present: Loretta Doty, Nancy Pinkston & Mrs. Woodard
INVOCATION
Randy Jones gave the invocation.
APPROVAL OF MINUTES
Chairman Owens asked if there were any additions or corrections to the minutes from the
December 2, 2013 regular meeting. Randy Jones made the motion to approve the minutes as
presented and was seconded by Carl Miller. The vote was unanimous.
I. Board Member Reports
a. Steve Doty—J. A. Carr Park, Kiddie Carr Park, Villages of Bear Creek Park—Reported no
items of concern
b. Randy Jones—South Euless Park, Heritage Park, Reflection Park—Reported flower beds
need mulch,and trash cans need tops
c. John Raab — Midway Park, Blessing Branch Park, Parks at Texas Star — Reported no
items of concern
d. Tiffany Smith—Bob Eden Park,Trailwood Park—Reported no items of concern
e. Carroll Scott — Preserve at McCormick Park, McCormick Park — Reported no items of
concern
f. Carl Miller—Midway Park& Blessing Branch— Reported no items of concern
g. Roger Sickler—West Park, Wilshire Park— Reported a few items at West Park that need
addressing: Picnic benches,field conditions, fencing.

h. Chairman Owens reported on the following Special Events:
• December 7, Christmas Parade of Lights—cancelled due to weather
• December 14, Heritage Park Christmas—500 attendees
• January 4, EFLC Open House—700/800 people
• January 4,Christmas Tree Recycling—2 truckloads chipped= 28 yards total
Upcoming
• February 15, Mother/Son Valentine Brunch 10:30 AM—12:30 PM at the EFLSC
• February 15, Daddy/Daughter Valentine Dance 6:30 PM—8:30 PM at the EFLSC
II. Volunteer of the Month
a. Chairman Owens said the December 2013 Volunteer of the Month award goes to
Nancy Pinkston. Ms. Pinkston worked with the City of Euless on various events, and
recently was instrumental in the Heritage Park Christmas. She helped ensure hot
chocolate and cookies were passed out to those residents bearing the cold for the
event. Ms. Pinkston also helped recruit other volunteers for this event, two being
Santa and Mrs. Claus. She was humbled to receive the award and thanked the City of
Euless Parks and Community Service Department.
III. Business of the Tree Board
Tree Board Chairman Carroll Scott reported the following for December:
a. Total man hours for December 1—December 31=565
• 307.00 Horticulture
• 79.00 Forestry
• 60.00 Greenhouse
• 119.00 Special Projects
• 0.00 Training
• 0 Tree Related Purchases
• 1 Trees Planted
• Bought Christmas tree for Log House.
• Removed dead trees at J. A. Carr Park.
• Removed damaged tree limbs throughout Park system due to ice damage.
• Recycled Christmas trees at Midway Park.

IV. Parks and Community Services Reports
a. Community Services Report—Ray McDonald
• Discussed the first final draft of the Masterplan—Revisions/changes to be
discussed at the next meeting.
• Reported on the opening of the Natatorium.
Chairman Owens thanked Ray for his report.
V. Other New Business
Election of new officers for 2014:
Chairman Owens advised that the current Park Board Officers are: Chairman — Eric Owens, Vice
Chairman—John Raab and Secretary—Randy Jones.
The current Tree Board Officers are: Chairman—Carroll Scott and Vice Chairman—Tiffany Smith.
Chairman Owens stated that each officer will be elected by nomination and then vote of the Park
Board. He opened the floor for nominations.
Randy Jones made a motion to nominate Eric Owens for Chairman of the Park Board. The motion
was seconded by Carl Miller. There were no other nominations and the vote to approve was
unanimous.
Randy Jones made a motion to nominate John Raab for Vice Chairman. The motion was seconded
by Tiffany Smith.There were no other nominations and the vote to approve was unanimous.
Carl Miller made a motion to nominate Randy Jones for Secretary. The motion was seconded by
Carroll Scott.There were no other nominations and the vote to approve was unanimous.
Carroll Scott made a motion to nominate himself for Chairman of the Tree Board. The motion was
seconded by Tiffany Smith. There were no other nominations and the vote to approve was
unanimous.
Carroll Scott made the motion to nominate Tiffany Smith as Vice Chairman of the Tree Board. The
motion was seconded by Carl Miller. There were no other nominations and the vote to approve
was unanimous.
The new 2014 Park Board officers are: Chairman — Eric Owens, Vice Chairman — John Raab and
Secretary—Randy Jones.
The new 2014 Tree Board officers are: Chairman — Carroll Scott and Vice Chairman — Tiffany
Smith.

VI. Input from City Council Members and Visitors
Mrs. Woodard stated that her family is hoping to plant a tree in one of the local parks in memory
of her brother. Parks and Community Service Director, Ray McDonald informed Mrs. Woodard
that the request was discussed with the city manager and that a decision would come after
further discussion was had with the City Council.
ADJOURNMENT
Chairman Owens gave the benediction. There being no further business to conduct, the meeting
was adjourned at 8:04 P.M.
