HomeMy WebLinkAbout2021-08-16 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, August 16, 2021 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Monday, August 16, 2021, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ City Manager Loretta Getchell announced that retired Fire Captain Wayne Britt and retired Municipal Court Manager Teresa Alexander's son, Chris Britt, unexpectedly passed away on August 15, 2021. Additionally, former City Manager Gary McKamie's father, Bob McKamie, passed away on August 16, 2021. Service information will be provided once it is known. ➢ Assistant to the City Manager Betsy Deck announced her resignation and advised that she plans to stay through December. ➢ City Manager Getchell reviewed the regular agenda. Mark Pfirrman, Manager, Municap, Inc., was present to address questions regarding Agenda Item #5. > Library Director Sherry Knight presented a Library update and advised of new expanded operating hours on Saturdays following patron input. Senior Librarians Angela Jones and Kelsey Ciavaglia announced that the library received a $20,300 grant from the Texas State Library and Archives Commission (TSLAC) for sensory inclusive programs. Additionally, they advised that Euless has received recognition as a KultureCity Sensory Inclusive Certified Location and were able to purchase KultureCity sensory kits for different age groups. They provided a demonstration of the sensory kits as well as a video of the Mobii Magic Surface Interactive System purchased with grant funds. Discussion ensued regarding COVID-19 protocols for the kits and equipment as well as sustainability for equipment purchased with grant funding. > Director of Planning and Economic Development Michael Warrix presented the Development update, including commercial and residential developments. > Police Chief Mike Brown presented the Quarterly Police Department update, including Coffee and Shop Talk, Police Department Summer Camp, Freeze! Pops with Cops, quarterly training, and new employees. He advised of the following upcoming events: • Thursday, August 26, 2021, Euless Citizens Police Academy, 7:00 p.m.; Council Minutes Page 2 of 8 August 16, 2021 • Tuesday, September 21, 2021, Coffee with a Cop, Starbucks, 9:30 to 10:30 a.m.; • Wednesday, September 22, 2021, Child Safety Seat Event, Target, 10:00 a.m. to 2:00 p.m.; • Wednesday, September 29, 2021, Michael Williamson Memorial Golf Tournament, Texas Star Golf Course; • Saturday, October 2, 2021, Public Safety Open House, Police and Courts Building, 10:00 a.m. to 2:00 p.m.; • Tuesday, October 5, 2021, National Night Out; and • Saturday, September 11, 2021, 20th anniversary remembrance ceremony, 9/11 Memorial, 9:00 a.m. ➢ Finance Director Janina Jewell provided the Financial update for the period ending June 30, 2021, and advised that sales tax collections were up 11 percent over the same period last year, and up seven percent year to date. Mayor Martin recessed the Precouncil session at 5:35 p.m. CLOSED SESSION The City Council convened into closed session at 6:05 p.m. for deliberation regarding the following: The following UDC land uses: Bear Creek Bend development regulations and Short- Term Rentals, as authorized by Section 551.071 of the Texas Government Code. Mayor Martin recessed closed session at 6:56 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Mayor Pro Tern Tim Stinneford led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR SEPTEMBER Library Director Sherry Knight introduced Librarian Assistant Gabrielle Salamone. Gabrielle was accompanied by her father, Gianni, mother, Laura, members of the Library Department, and Library Board President Barney Snitz. Mayor Martin presented Gabrielle with a certificate commemorating her selection as Employee of the Month for September 2021. CONSENT AGENDA (items 2 through 6) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 2 through 6. Council Member Tompkins seconded the motion. AUTHORIZED PURCHASE OF GOLF CARTS Authorized the purchase of 80 golf carts from Textron Golf, 1451 Marvin Griffin Road, Augusta, Georgia 30906, the E-Z-GO authorized distributor through the BuyBoard Cooperative Purchasing Program Contract No. 611-20. E-Z-GO will accept the current fleet and provide a trade in allowance of $4,250 per cart. The estimated expenditure is $355,453. ITEM NO. 3. APPROVED RESOLUTION NO. 21-1609 Approved Resolution No. 21-1609, approving the Fiscal Year 2021-2022 Service and Assessment Plan for the Glade Parks Public Improvement District (PID #1). Based on the amortization schedule of the debt service for such improvements, no assessment is necessary for FY2021-2022. ITEM NO. 4. APPROVED RESOLUTION NO. 21-1610 Approved Resolution No. 21-1610, adopting the Fiscal Year 2021-2022 Service and Assessment Plan for the Glade Parks Public Improvement District (PID #2). Based on the amortization schedule of the debt service for such improvements, no assessment is necessary for FY2021-2022. ITEM NO. 5. APPROVED RESOLUTION NO. 21-1611 Approved Resolution No. 21-1611, approving the Fiscal Year 2021-2022 Service and Assessment Plan for the Euless Midtown (Founders Parc) Public Improvement District (PID). Based on the Annual Service Plan Update, an assessment of $708,154 is necessary for FY2021-2022 to fund the debt service and annual collection costs. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of August 10, 2021. REGULAR AGENDA ITEM NO. 7. APPROVED EULESS DEVELOPMENT CORPORATION BUDGET FOR FY2021-2022 Finance Director Jewell presented details of the proposed Euless Development Corporation budget for FY2021-2022. Council Member Bynum motioned to approve the Euless Development Corporation (EDC) budget for FY2021-2022. Mayor Pro Tem Stinneford seconded the motion. ITEM NO. 8. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2288 ADOPTING THE CITY OF EULESS OFFICIAL OPERATING AND CAPITAL BUDGETS FOR FY2021-2022 Finance Director Jewell presented details of the proposed City of Euless Operating and Capital budgets for FY2021-2022, and the budget amendments to the fiscal year beginning October 1, 2020 and ending September 30, 2021. Council Member Price motioned to approve the first and final reading of Ordinance No. 2288, adopting the City of Euless Official Operating and Capital Budgets for FY2021- 2022, and amending the budget for the fiscal year beginning October 1, 2020 and ending September 30, 2021. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. RATIFIED THE PROPERTY TAX INCREASE REFLECTED IN THE FY2021-2022 BUDGET Finance Director Jewell advised that a separate vote to ratify increased property tax revenue in the proposed budget is required by state law. Council Member Zimmer motioned to ratify the property tax revenue increase reflected in the Fiscal Year 2021-2022 budget. Council Member Tompkins seconded the motion. HELD PUBLIC HEARING FOR PROPOSED AD VALOREM TAX RATE Mayor Martin opened the public hearing at 7:15 p.m. Finance Director Jewell advised that the proposed budget is based on a proposed ad valorem tax rate of$0.475 per$100 of assessed value for tax year 2021. She added that the City has not raised the tax rate in 27 years. Additionally, she explained the two components of the tax rate which includes the Interest and Sinking (debt) portion levied to support the payment of required debt on outstanding bonds and the remaining Maintenance and Operation portion required to fund the City general operating budget. Mayor Martin asked to hear from any proponents followed by opponents wishing to speak regarding the proposed tax rate. David McCann, 1019 Crane Drive, Euless, Texas, requested an explanation regarding the need for a tax rate increase as well as his increased property valuation. City Manager Getchell responded and provided additional details regarding the use of property tax in the City's overall annual budget. She advised that the 1.25 cent increase to the tax rate will generate $569,656 and will be used toward the hiring of additional police and fire personnel. The funding for the six additional public safety personnel totals $656,793, and the funding difference will come from a difference source of funding. There being no others wishing to speak, Mayor Martin closed the public hearing closed at 7:31 p.m. ITEM NO. 11. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2289 Council Member Tompkins motioned that the property tax rate be increased by the adoption of a tax rate of $0.475 per $100 of assessed value, which is effectively a 1.37 percent increase in the tax rate, by adoption of Ordinance No. 2289. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2290 Finance Director Jewell advised that Ordinance No. 2290 adopts the tax roll from the Tarrant Appraisal District. Council Member Bynum motioned to approve the first and final reading of Ordinance No. 2290, adopting the Tax Roll for 2021. Mayor Pro Tern Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel ;Nays: = None .Mayor_ Martindeclared the motion carried. -ITEM NO.:13. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. ' 2291 •Fanoe‘'Director Jewell presented the item and reviewed the proposed rate changes. She stated that the proposed rates would become effective November 1, 2021. Council Member Price motioned to approve the first and final reading of Ordinance No. 2291, amending the City of Euless Code of Ordinances, Chapter 30, "Fees," Section 30- 35, "Water and Wastewater Service — Monthly Rates," Subsection (4) Reclaimed Water Service—Volume charge per 1000 gallons" and Section 30-37, "Monitored Group Class." Mayor Pro Tern Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 14. PUBLIC COMMENTS Daniel J. Bennett, 408 Pemberton, White Settlement, Texas, expressed his concerns regarding the Tarrant Appraisal District Board of Directors. ITEM NO. 15. REPORTS City Manager No report given. Council Minutes Page 8 of 8 August 16, 2021 City Attorney City Attorney Wayne Olson advised that the City Council took action by resolution in January 2021 to change the dates of their regular meeting dates in August in order to comply with the legally mandated timeframe to call an election in the event a tax rate election became necessary.
