HomeMy WebLinkAbout2014-02-25 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, February 25, 2014 A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:00 p.m. on Tuesday, February 25, 2014, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Mary Lib Saleh, Mayor Pro Tern Leon Hogg, Council Members Tim Stinneford, Linda Martin, Linda Eilenfeldt, and Glenn Porterfield. Council Member Perry Bynum arrived at 4:15 p.m. During the Precouncil meeting: Council Member Tim Stinneford announced that he attended the Annual Board and Commission Banquet that was held on February 24, 2014, and stated that it went great and acknowledged Marketing/Communications Manager Betsy Deck for her contribution in producing the 60 Years of Memories video that was presented at the banquet. Council Member Linda Martin recommended that the Historical Preservation Committee exhibit the video at the 2014 Arbor Daze event, and Council Member Linda Eilenfeldt stated that the video was amazing. Mayor Mary Lib Saleh announced that she attended the Police Department Awards Banquet that was held on February 21, 2014, and stated that it was a nice event. City Manager Gary McKamie announced that Information Services Administrator Dan McLain will be retiring at the end of February, and expressed his appreciation for all the years of service that Dan has provided to the City. Assistant Police Chief Bob Freeman provided the weather warning system update specific to the addition of a WeatherBug station at the Police Department. He advised that the lightning detection system will be paired with the weather station system, enhancing the City's ability to notify users of potentially dangerous outdoor weather conditions. Additionally, he advised that the future installation of Collaborative Adaptive Sensing of the Atmosphere (CASA) will provide increased warning time and forecast accuracy of weather hazards. He stated that public education for the CASA system will be provided through the City cable channel and website. Discussion ensued related to the importance of the CASA system and its ability to focus on individual storms when forecasting potential weather hazards. Police Technical Services Manager Gary Gregg provided an update regarding the public safety radio system (Northeast Trunked Radio Consortium) upgrade, including infrastructure, dispatch consoles, and subscribers. He also reviewed the implementation schedule, including coverage acceptance testing and interoperability, and stated that final system acceptance is set for March 14, 2014. He reported that the project will be completed slightly under budget. Council Minutes Page 2 of 9 February 25, 2014 Discussion took place regarding the need for the upgrade due to outdated equipment and federal government regulations. Council Member Perry Bynum expressed his appreciation to Police Technical Services Manager Gregg for his involvement with the public safety radio system upgrade. Director of Planning and Economic Development Mike Collins presented the development update, including residential and commercial development. Additionally, he expressed his appreciation to Senior Planner Stephen Cook for his technical support with the development update presentation. Finance Director Janina Jewell provided the financial update for the period ending January 31, 2014. Director of Public Works Hal Cranor presented the water update and stated that the Tarrant Regional Water District (TRWD) storage capacity is down approximately seven (7) to eight (8) percent when compared to the previous year. Additionally, he advised that Stage 2 watering restrictions go into effect when the storage capacity drops below 60 percent. Director of Public Works Cranor provided the Public Works capital projects update, which included the following: • Tarrant County overlay for 2014; • Cullum Drive reconstruction; • Rio Grande Boulevard construction; • Reclaimed water line extension; • The Dominion at Bear Creek infrastructure; and • Fiscal Year 2013 Sanitary Sewer Rehabilitation. Assistant City Manager Chris Barker presented the Municipal Court update, and advised of the upcoming warrant roundup, March 1 through 8, 2014. He recognized retired Senior Police Officer Pam Byers and stated that she works part-time notifying defendants of past due fines. He reported that Desoto and Cedar Hill now participate in the electronic warrant payment services program, and the City of Fort Worth is implementing the program. He announced that Prosecuting Attorney Ashley Dierker has been promoted and that a new prosecutor will be selected to take her place. Additionally, he announced that Diana Kopecky retired at the end of January 2014 and that Claudia Quintero has been promoted to Office Court Supervisor. City Manager McKamie provided an update to the City Council regarding the North Tarrant Express Segment 2E portion of the highway construction specific to State Highway 183 East. He reported that a consultant will assist in developing ideas on how best to accommodate businesses along the corridor that will be impacted by the construction. Additionally, he advised that the City monument sign will be replaced in the median on Westpark Way, south of Airport Freeway, and acknowledged Director of Planning and Economic Development Collins for his efforts working with QuikTrip to provide mutual driveway access. • Council Minutes Page 3 of 9 February 25, 2014 City Manager McKamie reviewed the regular agenda. PRESENTATION OF EMPLOYEE OF THE MONTH FOR MARCH Police Chief Mike Brown introduced Police Secretary Pam Trawick. Pam was accompanied by her husband, Tommy, and members of the Police Department. Mayor Saleh presented Pam with a plaque and certificate commemorating her selection as employee of the month for March 2014. ITEM NO. 2. PRESENTATION OF AWARD Mayor Saleh presented the 2013 Excellence in Libraries Award to Library Administrator Sherry Knight. Joining Sherry for the presentation were Library Board members Loretta Doty, Carol Kveck, Barney Snitz, and Jason Reyes, as well as Administrative Secretary Karan Jasper and Librarian Donna Gooch. CONSENT AGENDA (items 3 through 5) Mayor Saleh read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 5. Council Member Eilenfeldt seconded the motion. ITEM NO. 3. AUTHORIZED CITY MANAGER TO ENTER INTO AN INTERLOCAL AND COOPERATIVE PURCHASING PROGRAM CONTRACT Authorized the City Manager to enter into an Interlocal and Cooperative Purchasing Program contract with Harris County Department of Education. Deputy City Manager Getchell informed the City Council that cooperative purchasing programs allow governmental agencies to purchase from each entity's contracts which can lower prices by aggregating the purchasing power of several municipalities. She stated that the agreement would give the City the right to purchase products and services available on this contract. At this time, there are no specific items being requested but this will allow flexibility in purchasing in the future. ITEM NO. 4. RENEWED BID NO. 007-12 Renewed Bid No. 007-12 for an annual contract for the purchase of Type-B and Type-D Hot Mix Asphalt to Reynolds Asphalt and Construction Co. Euless, TX 76039, as the primary supplier and to JLB Contracting, LLC as secondary supplier. Both companies are requesting price increases of less than two percent. ITEM NO. 5. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of February 11, 2014. REGULAR AGENDA ITEM NO. 6. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2023 Assistant City Manager Barker presented the item to the City Council, and advised that the ordinance establishes the rules, regulations, and procedures governing the use of reclaimed water and transportation of the reclaimed water for use within the City. He stated that the ordinance requires all reclaimed water usage be conducted in compliance with all applicable federal, state, local laws, ordinances, and regulations. Assistant City Manager Barker informed the City Council that the City used nearly 120 million gallons of reclaimed water last year. The City is currently in the first phase of a six phase reclaimed water system expansion project which will ultimately allow an additional 200 million gallons of reclaimed water usage to provide nearly 350 million gallons in reclaimed water resulting in a direct offset in potable water usage. Mayor Pro Tem Hogg motioned to approve the first and final reading of Ordinance No. 2023, amending Chapter 86, "Utilities", Article II, "Water and Sanitary Sewer Systems", Division I, "Generally", of the Code of Ordinances, to provide for regulations for reclaimed water service and the transportation of reclaimed water. APPROVED THIRD AMENDMENT TO THE ECONOMIC INCENTIVE AGREEMENT BY AND BETWEEN THE CITY OF EULESS, VINEYARD VILLAGE MSV, LLC, AND BIG VINEYARD VILLAGE, LLC Council Member Bynum motioned to approve the third amendment to the Economic Incentive Agreement by and between the City of Euless, Vineyard Village MSV, LLC, and Big Vineyard Village, LLC. Council Member Stinneford seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Eilenfeldt, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8. HELD PUBLIC HEARING AND APPROVED RECOMMENDED PROJECT SELECTION FOR THE 40TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECT FOR FISCAL YEAR 2014-2015 Mayor Saleh opened the public hearing at 7:14 p.m. Director of Planning and Economic Development Collins explained that the Department of Housing and Urban Development (HUD) annually appropriates funds to entitlement communities through the Community Development Block Grant (CDBG) program with funds being targeted to benefit low to moderate income persons and are to be used for the development of viable urban communities by providing decent housing, suitable living environment, and expanded economic opportunities. The City has identified two projects for funding through CDBG. The first includes the need for installation of accessible sidewalk ramps that are compliant with the Americans with Disabilities Act (ADA) with these locations primarily located along West Pipeline Road, Kynette Drive, and Signet Drive. The second project allows for greater citizen access to municipal buildings within the City Municipal Complex by replacing ramps, paving, and surface treatments within the Complex. Council Minutes Page 7 of 9 February 25, 2014 Total funding allocation for the 40th Year CDBG program has not yet been finalized. Tarrant County Community Development (TCCD) has indicated that the City's estimated project available allocation should be approximately $280,274. There is approximately $125,594.47 in CDBG funds remaining from the 38th Year CDBG program which can be used for a total of $405,868.47. Mayor Saleh asked to hear from any proponents of the case. Darl Easton, 1005 Fayette Drive, Euless, stated the projects are adequate and commented on the addition of ADA ramps at Blanco Drive and Milam Drive last year; however, there are no sidewalks. Additionally, he asked that the height of the pedestrian crosswalk buttons be reviewed, and consideration be given to add a sidewalk along the north side of Harwood Road. City Manager McKamie stated that the City complies with current regulations during construction but ADA regulations change over time and the City works to make improvements. Mayor Saleh asked to hear from any opponents of the case, seeing none the public hearing was closed at 7:24 p.m. Council Member Bynum motioned to approve the recommended project selection for the 40th Year Community Development Block Grant (CDBG) project for Fiscal Year 2014-2015. Council Member Martin seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Eilenfeldt, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9. PUBLIC COMMENTS There were no public comments. ITEM NO. 10. REPORTS City Secretary Kim Sutter advised that Euless Public Library is serving as an early voting polling place for the primary elections currently underway and as of the close of polls Monday, February 24, 2014, a total of 1,102 voters had utilized the library. There are 40 early voting polling sites across the county and anyone may take advantage of early voting at any of these locations during the early voting period. Early voting will continue for the remainder of the week through Friday evening from 7:00 a.m. to 7:00 p.m. Additionally, she advised that the filing period for the local general election continues through Friday, February 28, 2014 at 5:00 p.m., and the filing period for the special election will end Monday, March 10, 2014 at 5:00 p.m. Council Minutes Page 8 of 9 February 25, 2014 City Manager No report given. Additionally, he announced that Police Sergeant Ron Williamson and Information Services Administrator Dan McLain will be retiring at the end of the month. Mayor Pro Tem Hogg stated that Dan assisted with the implementation of the paperless agenda system and thanked him for his service. Mayor Saleh thanked Dan for helping her with any computer issues she has had and expressed her appreciation for his service. Council Member Eilenfeldt thanked city staff for the thoroughness and foresight included in reclaimed water ordinance. ITEM NO. 11.
