EULESS CITY COUNCIL
Tuesday, September 14, 2021
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:30 p.m. on Tuesday, September 14, 2021, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ City Secretary Kim Sutter advised of upcoming events including a groundbreaking on
Thursday, September 16, 2021, and the annual Euless Library Foundation (ELF)
meeting on Sunday, September 19, 2021, and requested feedback from the City
Council regarding their availability to attend.
➢ City Manager Loretta Getchell advised of a water main break that occurred today that
has caused 30 residents to be without water. She further advised that city staff is
working with contractors who are struggling with labor and building material shortages
by allowing construction work to continue outside of the normal construction hours in
certain circumstances, including on the Harwood Road project. Additionally, she
advised of upcoming events, including:
• Thursday, September 23, 2021, Comfort Inn ribbon cutting, 4:30 p.m.; and
• Sunday, September 26, 2021, Euless Library Foundation (ELF) Book Sale,
10:00 a.m. to 4:00 p.m.
➢ City Manager Getchell reviewed the regular agenda.
➢ Police Chief Mike Brown provided an update regarding the COVID-19 pandemic,
including the current statistics worldwide, statewide, and locally as well as
hospitalization rates. He advised that the vaccination rate for Euless residents who
have received at least one dose of the vaccine is 58.7 percent and 52.3 percent of
Euless residents are fully vaccinated. He encouraged hand washing, social
distancing, and mask wearing.
➢ Lieutenant Brenda Alvarado presented the Code Compliance update, including the
types of inspections, property maintenance, apartment inspections, health
inspections, and mosquito concerns.
➢ Assistant to the City Manager Betsy Deck presented the Atmos Rate Review
Mechanism (RRM) update and stated the Atmos Mid -Tex Cities Steering Committee
negotiated with Atmos to decrease the proposed system -wide revenue increase of
$43.4 million to $22.78 million. She advised that an item will be presented at the
September 28, 2021 City Council meeting for consideration to approve the negotiated
settlement set to take effect December 1, 2021. The average residential monthly bill
will increase by $1.28.

r Deputy City Manager Chris Barker presented a Development update related to
construction on the Urban Logistics property. He advised that a masonry fence was
required as part of the approved Planned Development and staff has discovered that
a sanitary sewer main line runs through the easement on the property and a masonry
fence is no longer feasible. Staff recommends the removal of the masonry fence
requirement and Urban Logistics has agreed to maintain the property up to the Parks
at Texas Star North property line.
Director of Planning and Economic Development Michael Warrix continued the
Development update, including upcoming cases for consideration.
Assistant Public Works Director Major Jones presented the quarterly Public Works
update, including the status of commercial projects, water well improvements,
stormwater maintenance, and new employees.
Finance Director Janina Jewell provided the Financial update for the period ending
July 31, 2021, and advised that sales tax collection was up 18.8 percent over the
same period last year and up 14.5 percent from the same period in 2019, and car
rental tax collection was up 172 percent over the same period last year and up 13.7
percent from the same period in 2019.
Mayor Martin recessed the Precouncil session at 5:41 p.m.
CLOSED SESSION
The City Council did not convene into closed session to discuss items listed on the
agenda:
Seek legal advice and consult with its attorney regarding new handgun regulations, as
authorized by Section 551.071 of the Texas Government Code.
The appointment, employment, evaluation, reassignment, duties discipline or dismissal of
a public officer or employee as authorized by Section 551.074 of the Texas Government
Code related to:
• Planning and Zoning Commission
• Zoning Board of Adjustment
• Civil Service Commission

PLEDGES OF ALLEGIANCE
September 14, 2021
Council Member Eddie Price led the pledges of allegiance to the flags of the United States
and Texas.
ITEM NO. 1. ANNOUNCEMENT OF EMPLOYEE SERVICE AWARDS
Mayor Martin announced the employee service award and expressed her congratulations
to Senior Police Officer Shawn Bushee on completing five years of service with the City.
CONSENT AGENDA (items 2 through 5)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 2
through 5.
Council Member Tompkins seconded the motion.

ITEM NO. 2. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
AN ENGINEERING DESIGN CONTRACT
Authorized the City Manager to negotiate and execute an Engineering Design Contract
with RW Harden and Associates, Inc., 9009 Mountain Ridge Drive, Suite 100, Austin,

Texas, for the design of a third City water well to be located at 2700 Main Street. The
scope of work for this project includes all below ground and associated work at the well
facilities, the casing, screen, well head and pump equipment. The estimated expenditure
is $254,700.
ITEM NO. 3. AUTHORIZED PURCHASE OF A FIRE TRUCK (PUMPER) AND A
SQUAD (RESCUE/MULTI-USE) VEHICLE
Authorized the purchase of a Fire Truck (Pumper) and a Squad (rescue/multi-use) vehicle
from Siddons-Martin Emergency Group, an authorized dealer for Pierce Manufacturing,
2600, American Drive, Appleton, Wisconsin, through the BuyBoard Cooperative
Purchasing Program Contract No. 571-18. The estimated expenditure is $958,744.
ITEM NO.4. AUTHORIZED PURCHASE OF AN EMERGENCY STANDBY
GENERATOR AND AUTOMATIC TRANSFER SWITCH
Authorized the purchase of an emergency standby generator and automatic transfer
switch from Waukesha -Pearce Industries, 850 East Industrial Avenue, Saginaw, Texas,
through the Houston Galveston Area Cooperative (HGAC) Purchasing Program Contract
No. GE02-20. The estimated expenditure is $212,000.

ITEM NO. 6. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 21-
10-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2292
Mayor Martin opened the public hearing at 7:05 p.m.
Director of Planning and Economic Development Michael Warrix presented the case to
the City Council related to the property located at 121 Westpark Way. He advised that
the site was approved for a Specific Use Permit for a carwash in 2019. The owners are
now intending to sell the facility to a different carwash operator. The new operator does
not intend to alter operations or the site. Additionally, the Planning and Zoning
Commission considered the Specific Use Permit on August 17, 2021, and recommended
approval by a vote of 5-0-0 with the following conditions:
1) The Specific Use Permit is tied to the Property Owner: ISP Westpark Wash Ops,
LLC;
2) The Specific Use Permit is tied to the Business Name: Carnation Auto Spa; and
3) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.

Adnan Rehmathullah and Drew Shepard, operating partners and applicants, were present
to address any questions.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:06 p.m.
Council Member Bynum motioned to approve Ordinance No. 2292, a Specific Use Permit
on Westpark Central Addition, Block 2, Lot 4R4R, 121 Westpark Way for a Carwash in
the Community Business (C-2) zoning district.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins,
Price, Bynum, Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 7. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2293
Council Member Bynum motioned to approve Ordinance No. 2293, appointing the
Associate Judges of the Municipal Court of Record.
Council Member Price seconded the motion.

Price, Bynum, Zimmer, and Paudel

Council Member Price introduced his coworker, Briana Emerson, a civil engineer at
KPMG, and future resident of Euless.
Council Member Tompkins expressed his appreciation to City staff for their efforts in
beautifying and maintaining the 9/11 Memorial and to the Police and Fire Chiefs for
hosting a wonderful memorial service to mark the 20-year anniversary of 9/11.
