Mayor Saleh called the worksession to order at 8:31 a.m. at the Texas Star Conference
Center in Euless, Texas.

City Manager Gary McKamie welcomed everyone and reviewed the topics to be covered.
Finance Director Janina Jewell presented a financial update for Fiscal Year 2013 including
the property tax values, property tax revenues, sales tax revenues, car rental tax revenues,
franchise fee revenue, license and permits, fines, interest income, water and wastewater
revenues, golf course revenues, and Texas Star Sports Complex revenues. She presented
the revised revenue projections for Fiscal Year 2013 -2014. Additionally, she presented a
financial overview for the period ending January 30, 2014.
Discussion ensued regarding water cost, water conservation, the extension of the
reclaimed water line, promoting drought tolerant plantings/landscaping and overall water
consumption in the future.
Finance Director Jewell presented and reviewed the revenue and expenditure
considerations for FY 2014 -2015, including property values, sales tax, building permits, car
rental revenues, and salary /benefits.
Discussion ensued regarding the future of healthcare insurance.
Finance Director Jewell reported on the city's bonded General Obligation debt and advised
that Euless is well below the average debt per capita when compared to surrounding cities.

Finance Director Jewell presented the proposed budget meeting calendar for the Council's
review.
Deputy City Manager Loretta Getchell reviewed the current Capital Improvement Plan
(CIP) projects, including the schedule of the golf course greens and bunker replacement
and advised that the golf course will close June 16, 2014, and is scheduled to reopen
October 1, 2014. Additionally, she reviewed the proposed five (5) year CIP projects.
City Manager McKamie advised that staff is working with an individual to evaluate,
research and recommend ways to capitalize on current development in the next few years,
including the reconstruction of State Highway 183, the addition of the Viridian community
to the south, as well as projects associated with the Capital Improvement Plan.
City Manager McKamie reviewed the proposed additions to the Parks at Texas Star to
include additional parking and improvements.
Council Member Stinneford requested that a cost analysis be provided to include artificial
turf in the outfield as well as the infield.
Discussion ensued regarding the marketing of The Parks at Texas Star facility, and
improvements to Carr and Kiddie Carr Parks.
City Manager McKamie reviewed the State Highway 183 2E construction project, including
the impact to the businesses and homes located along the highway due to the additional
right -of -way needs, the location entry and exit ramps, and the possible reconfiguration of
Huffman Drive and Byers Street to improve overall access to the surrounding area.
Library Administrator Sherry Knight gave a presentation and outlined considerations for
the future of the library, including embracing technology to meet the informational,
educational, and recreational needs of the community, including the success of the
e -books products.
City Manager McKamie addressed the City Council regarding civic recognition to honor
and recognize individuals for their public service. He stated that resolutions will be
presented for consideration in late March or early April to honor former mayor Harold
Samuels, Mayor Mary Lib Saleh, and Mayor Pro Tem Leon Hogg. Additionally, he
advised that consideration will be given to rename the spine road located behind the Fire
Administration building located at 201 North Ector Drive in memory of Mike Williamson, a
Euless patrolman, who was killed in the line of duty in 1982.
Assistant City Manager Chris Barker addressed the City Council regarding water usage
and the reclaimed water project.
Discussion ensued regarding the evaluation of the city's water wells and the water quality.
Additional discussion ensued related to amending the code related to immunizations
(rabies vaccination) of dogs, cats, or any other animals, and Economic development.
