OF THE
ANIMAL SHELTER ADVISORY BOARD
JANUARY 30, 2014
ITEM 1 — CALL TO ORDER
A meeting of the Animal Shelter Advisory Board was called to order by Chairman Dr.
Gayla Maas at 11:01 A.M. at the City of Euless Animal Shelter, 1517 Westpark Way,
Euless, Texas 76040.
The following members were in attendance:

Guest Attendance: D'Anne Carson, Connie Stout & Howard Karr
ITEM 2— D'ANNE CARSON & CONNIE STOUT — PRESENTATION ABOUT STRAY
CATS AND TRAP/RELEASE PROGRAMS
D'Anne Carson introduced Howard Karr. Mr. Karr told a story about his personal
experience with feral cats at his residence in Arlington.
Ms. Carson gave an introduction on Connie Stout and herself. Ms. Stout is on the
Animal Advisory Board at the City of Bedford. Ms. Carson mentioned that the City of
Bedford is considering adopting a Trap/Neuter/Release Program (TNR). Ms. Stout
volunteers her time with two volunteer groups and is an ambassador for
feral/community cats. Ms. Carson said she is involved with the Cool Cats Feline
Rescue Group. They have taken some of the feral cats in Euless and got them adopted
and would like the City of Euless to consider adopting a TNR Program. Ms. Carson
stated that their goal today is to open the discussion on TNR Programs and to show the
advantages of TNR. They think it is the most effective and cost effective method of
reducing the feral cat population and protects the cats from rabies. She stated that feral
cats are almost always killed when impounded and that is why they shouldn't be
impounded but should be trapped, neutered/spayed, vaccinated for rabies, have their
ear tipped to show that they are a TNR community cat and then returned to their
outdoor home. She said that this stabilizes the colony of cats by stopping the breeding
cycle. She said there are 35 cities and counties using TNR Programs.

Ms. Stout distributed and read a paper copy of a power point presentation on the TNR
Programs. She said that 400 cities nationwide use TNR Programs.
Ms. Carson said that it is citizens that trap the cats get them neutered and release them
back to the colony, not the city animal control officers. Citizens pay the vet. costs.
TCAP and the Humane Society offer the veterinary services at a lower cost.
Chairman Maas thanked them for the presentation.
Discussed the veterinary costs, the problem of how do you know when a feral cat got
the rabies vaccination and how to get it revaccinated, other feline disease being spread,
and fighting in these colonies.
Ms. Stout said TCAP charges $25 and the Humane Society charges $15 for feral cats.
Leon thanked the guests and asked them to state their name & address for the record.
Guests left brochures from rescue groups about the Trap/Neuter/Release Programs and
offered Chairman Maas contact information for a veterinarian and attorney they know
that are involved in these programs that Board members could contact for further
information.
ITEM 3 — REVIEW AND APPROVE MINUTES FROM MEETING OF JULY 18, 2013
Chairman Maas asked if there were any questions regarding the minutes of July 18,
2013. Chairman Maas entertained motion to accept. Leon Hogg made a motion to
approve the Minutes of July 18, 2013. JT seconded the motion. Motion approved.
ITEM 4— ELECTION OF OFFICERS
Leon will not be running for re-election in May, therefore won't be on the Board as of
May, JT is retiring at end of March so this is his last Board meeting. Members decided
to wait to elect officers. Requested that it be put on the next agenda in April.
ITEM 5 — 2014 MEETING DATES
Board members tentatively set the dates for the third Thursday of April, July, and Oct.:

ITEM 6 — STAFF REPORT— SHELTER OPERATIONS
Larry James reported that Kenny Spargur finished the last 30 minutes of continuing
education requirements.
ITEM 7 — SHELTER STATISTIC REPORT
Compared the last two quarters and noted that there wasn't a lot of changes percent
wise.
JT commented that the Trinity High GAP Club girls do a tremendous job of getting dogs
& cats adopted.
ITEM 8 — DOG DAZE EVENT FOR MAY 2014 (Location & Micro-Chipping)
Chairman Maas recommended May 10th. Members discussed combining Dog Daze
event with the Trinity High GAP Club's shelter fund raiser that will be held in May at
Trinity High School. Larry said the GAP Club uses TCAP for vet services. Chairman
Maas explained differences in veterinary services she provides at Dog Daze vs. what
TCAP provides. She offers whole package of vaccines and heartworm check and
micro-chipping. TCAP only offers rabies vaccination and micro-chipping. Larry to talk
to GAP representative to see if they would be interested in combining the two events
this year or in the future and will also find out what Saturday their event is in May. Dr.
Maas is willing to consider combining events and offering her veterinary services for
dogs only.
ITEM 9 — SHELTER FACILITY REPORT
Larry reported that shelter has a new driveway under the awnings. Shelter got the new
tub to bathe dogs in and volunteers love it. It holds up to 300 lbs. and has steps.
ITEM 10 — BOARD MEMBERS OR CITIZENS REQUESTS OF ITEMS TO BE
ADDRESSED BY STAFF AND/OR PLACED ON FUTURE AGENDAS
JT suggested having future board meetings at the Public Works Facility conference
room since the room is larger and there are more parking spaces available. Leon and
Chairman Maas prefer keeping meetings at the shelter. Board members can look at
maintenance issues if the meetings are held at the shelter.
Items to add to next meeting agenda: Set election of officers and board meeting dates
for 2014.

Board members discussed today's Feral Cat Trap & Release presentation.
Leon asked that the board consider going to a 3-yr rabies vaccination requirement from
the current 1-yr vaccination at next meeting. Chairman Maas is opposed to a 3-year
rabies vaccination. She is ok considering changing to a 2-year rabies vaccination
requirement. Chairman Maas cited some research and studies that have been done on
rabies vaccines and the length of effectiveness of the vaccine.
Add to April agenda to discuss changing from 1-year to a 2 or 3-year rabies vaccination
requirement.
