HomeMy WebLinkAbout2021-09-28MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, September 28, 2021 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, September 28, 2021, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Mayor Pro Tem Tim Stinneford advised that he represented the City at the following events: • Thursday, September 23, 2021, Comfort Inn ribbon cutting; • Friday, September 24, 2021, Dallas Regional Chamber Leadership panel discussing regionalism; and • Sunday, September 26, 2021, Euless Library Foundation (ELF) annual meeting. ➢ Council Member Eddie Price announced that a grand opening for Cross City Church will be held Sunday, November 7, 2021 during the 9:30 a.m. service with invitations following shortly. ➢ Council Member Jeremy Tompkins advised that he represented the City at two ribbon cuttings, including the Armor of God Church and PJ's Coffee of New Orleans. ➢ Council Member Perry Bynum advised that he represented the City at a ribbon cutting and grand opening event for Uptown Cheapskate on Saturday, September 25, 2021. ➢ City Manager Loretta Getchell made several announcements, including: • Introduced new Director of Human Resources and Risk Heather Moorhead who joined the City on Monday, September 27, 2021; • Tuesday, September 28, 2021 through Thursday, September 30, 2021, flu shot clinic for city employees, City Hall, 9:00 to 11:00 a.m.; • Wednesday, September 29, 2021, Michael Williamson Memorial Golf Tournament, Texas Star Golf Course, 7:00 a.m.; • Thursday, September 30, 2021, Fire Inspector III Charles Anderson's retirement reception, Fire Administration, 2:00 p.m.; • Effective October 1, 2021, Fire Chief Wes Rhodes has been promoted to Assistant City Manager; • Effective October 1, 2021, Assistant Fire Chief Chanc Bennett has been promoted to Fire Chief; • Friday, October 1, 2021, Fire Department Badge Pinning — Firefighter/Paramedic Eric Oechsle, Council Chambers, 4:00 p.m.; • Saturday, October 2, 2021, Public Safety Open Houses, Fire Station No. 3 from 10:00 a.m. to 1:00 p.m., and Police Department from 10:00 a.m. to 2:00 p.m.; Council Minutes Page 2 of 6 September 28, 2021 • Saturday, October 2, 2021, Trinity GAP Club pet adoption event and bazaar, Euless Animal Shelter, 10:00 a.m. to 1:00 p.m.; and • Tuesday, October 5, 2021, National Night Out events throughout the City, a public safety group photo will be taken at City Hall at 5:00 p.m. ➢ City Manager Getchell reviewed the regular agenda. ➢ Director of Parks and Community Services Ray McDonald presented the Parks update including attendance/number of visits to the aquatic center, Euless Family Life Center, youth summer camps, and facility rentals. Additionally, he highlighted department employees and completed projects. ➢ Finance Director Janina Jewell provided the Financial update for the period ending August 31, 2021, and advised that car rental tax collection was up 172 percent over the same period last year and up four percent year to date. CLOSED SESSION The City Council convened into closed session at 6:17 p.m. for deliberation regarding the following: Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas Government Code to seek legal advice and consult with its attorney regarding new handgun regulations and any of the matters listed on the agenda. Mayor Martin recessed closed session at 6:41 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Perry Bynum led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR OCTOBER Mayor Martin recognized Equipment Operator Juan Molina as the October 2021 Employee of the Month. ITEM NO. 2. ADMINISTRATION OF OATH OF OFFICE Outgoing Fire Chief Wes Rhodes administered the Oath of Office to Fire Chief Chanc Bennett. Chanc was accompanied by his wife, Aileen, mother, Jo Ann Broussard - Bennett, brother, Michael Bezdek, sister, Kelli Starks, nephew, Brocque Bezdek, and nieces, Allison and Madeleine Berry. ITEM NO. 3. PRESENTATION OF UNITED STATES FLAG IN REMEMBRANCE OF THE 20TH ANNIVERSARY OF SEPTEMBER 11, 2001 Senior Police Corporal Bill Norwood and Battalion Chief Jason Moon representing the Euless Police and Fire Honor Guards presented a United States flag to Mayor Martin in remembrance of the 20th anniversary of September 11, 2001. The flag was flown over the Euless 9/11 Memorial Plaza to commemorate the 20th anniversary of the September 11 th attacks. CONSENT AGENDA (items 4 through 7) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 4 through 7. Council Member Tompkins seconded the motion. AUTHORIZED PURCHASE OF AN OUTFIELD WALL SYSTEM Authorized the purchase of ChampionWall Premium Outfield Wall System for the Parks at Texas Star from SportsEdge, 259 Murdock Road, Troutman, North Carolina, to replace the last remaining, original wooden outfield fence on Royal Field at the Parks at Texas Star (south). The estimated expenditure is $55,535. ITEM NO. 5. AUTHORIZED PURCHASE OF PLUMBING SERVICES Approved an annual contract for plumbing services with Concord Commercial Services, Inc., 11400 Long Street, Balch Springs, Texas, through the Tarrant County Contract No. 2019-226. The estimated expenditure is $85,000 and actual expenditures are on an as needed basis. ITEM NO. 6. AUTHORIZED PURCHASE OF POLICE VEHICLE EQUIPMENT Authorized the purchase of police vehicle equipment to outfit police patrol units from Defender Supply, 845 FM 407, Argyle, Texas, through the Tarrant County Contract No. 2019-181. The estimated expenditure is $92,269. ITEM NO. 7. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of September 14, 2021. REGULAR AGENDA ITEM NO. 8. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2294 Assistant to the City Manager Betsy Deck advised that on April 1, 2021, Atmos filed a Rate Review Mechanism (RRM) request for an annual increase in system wide revenue of $43.4 million, $39.3 million of which would apply to Atmos Cities Steering Committee (ACSC) members. The ACSC Executive Committee has reviewed this request and negotiated with Atmos for an agreed upon $22.78 million to begin on December 1, 2021, rather than October 1. The impact of the settlement on average residential rates is an increase of $1.28 on a monthly basis. The increase for average commercial usage will be $4.03. Council Member Zimmer motioned to approve Ordinance No. 2294, approving a negotiated settlement between the Atmos Cities Steering Committee and Atmos Energy Corporation, Mid -Tex Division regarding the company's 2021 Rate Review Mechanism (RRM) filings. Council Member Price seconded the motion. ITEM NO. 9. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO. 21-02-CC Director of Planning and Economic Development Michael Warrix advised that St. John the Baptist Greek Orthodox Church is seeking a Temporary Use Permit to host its' annual Mid -Cities Greek Food Fest on the church grounds. The Church has coordinated with several City departments including the Police and Fire Departments as well as the Public Works Department. Cynthia Pursley, Festival Chairperson, expressed her appreciation to the City for their consideration in allowing the festival to be held this year after being unable to in 2020 due to the COVID-19 pandemic. She introduced Festival Chairperson Harry Karegeannes who was in attendance. Council Member Bynum motioned to approve Temporary Use Permit No. 21-02-CC, for a Greek Food Festival to be located on Alexander and Cullum Subdivision, Lot 6R and Lot 7R, 303 Cullum Drive, for four consecutive days, beginning on October 21, 2021, and concluding on October 24, 2021. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 10. PUBLIC COMMENTS Tameka Dawson, 1817 Marlene Drive, expressed her concern regarding substandard hotels in the city and inquired about the possibility of condemning or shutting down the hotels.
