During that time he has been the Police Chief, the Director of Public Safety, and was appointed City Manager in 1974. His wife, Maxine, and children, Danny, an Arlington Police Captain; Teresa, a Legal Secretary and Euless resident; and Leland, with the U.S. Immigration Service in San Jose, California, have been supportive of the City Manager in his career with the City. To complete the family, there are two grandsons and five granddaughters. The City Manager adheres to definite beliefs as to what it means to be a City employee. He feels City employees should be a team, a family that shares in making the City operation a vibrant, moving organization, for if not, it ceases to be. He believes in an open door policy for both employees and the community. " Every Euless citizen has an equal right in City Hall. The person with a million dollars has no more rights than the citizen existing on a limited income, " said Sustaire. City Manager Sustaire holds membership in the International City Managers Association, Texas City Managers Association, North Texas City Managers Association, Texas Police Association, Texas Sheriffs Association, Estelle Masonic Lodge, Shriners, and is a member of the First Baptist Church of Euless. A top priority of City Manager Sustaire has been to improve the quality of life for Euless citizens. He feels this has been accomplished to some extent with the addition of the Public Safety building, Service Center, expanded Library Program and new Recreation Center that is planned.
