RESOLUTION URGING THE TEXAS LEGISLATURE TO
PRESERVE AND ENHANCE RESOURCES FOR
TRANSPORTATION INVESTMENT
WHEREAS, maintaining urban mobility is essential to preserving economic vitality and
quality of life; and
WHEREAS, urban roadway congestion is increasing and causing greater delays for
motorists - -DFW has shown the greatest increase in annual delay per motorist from
roadway congestion in the U.S. over the last 20 years and now has the 4th most
congestion- caused delay of all U.S. urban areas; and
WHEREAS, additional resources are needed to increase investment in transportation
infrastructure and to maintain urban mobility.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
EULESS, TEXAS, THAT THE TEXAS LEGISLATURE BE AND HEREBY 1S URGED
TO:
Section 1.
Preserve all transportation resources and revenues and the authority and
flexibility achieved with HB 3588 and other transportation bills enacted by
the 78th Texas Legislature.
Section 2. Enact the provisions set forth in the Texas Clean Air Working Group
resolution and extend the Texas Emissions Reduction Plan (TERP)
through FY 2010 for the Dallas /Fort Worth and Houston /Galveston
regions.
Section 3. Authorize metropolitan regions by local option vote to (1) establish a
regional rail authority outside the service area of existing transit authorities
and (2) levy a one half percent sales tax above and beyond the current
cap, with that sales tax being for one of two purposes: (i) transit in areas
that do not already levy a one percent sales tax for transit and (ii) crime
control, economic development, parks, property tax reduction or other
uses specifically authorized by statute for local option sales tax revenue,
in areas that now levy a one percent sales tax for transit.
Section 4. Index the motor fuels tax to enable it to increase with growth in the
economy.
Section 5. Authorize metropolitan regions to enact a local option transportation tax
with voter approval.
Section 6. Reallocate $206 million of highway user fees from the General Revenue
Fund to the Texas Mobility Fund.
Section 7. Include within any constitutional amendment for public school finance
language authorizing two amendments to Article 8, Section 7 -a of the
Texas Constitution, one limiting the annual allocation of highway fund
monies to public safety to $300 million and another limiting the allocation
to the available school fund from the state highway fund to one -fourth of
the net revenue from the motor fuel tax imposed at its then current rate up
to but not exceeding twenty cents per gallon, or in the altemative,
eliminating the allocation of motor fuel tax revenue to the available school
fund.
Section 8. Provide funding to address Tower 55 safety and congestion issues.
Section 9.
Authorize a constitutional amendment limiting the use of toll revenues to
transportation funding within the region in which the toll revenues are
generated.
A copy of this resolution shall be provided to the Govemor, Lieutenant Governor,
Speaker of the House of Representatives, and all members of the Texas Legislature
representing Tarrant County.
PRESENTED AND PASSED on this 11th day of January, 2005, at a regular meeting of
the City Council of the City of Euless, Texas by a vote of 6 ayes, and 0 nays,
and 0 abstentions.
