Regular Meeting
Euless City Council
October 13, 1956
The City Council met in regular session
on October. 13, 1956, at 6:30 p.m. Present were Mayor Jimmy Payton, Council-
men Luther Anders, J. S. Anderson, W. H. Fuller, and Ernest Millican, Jr.
Also present was City Secretary T. A. Kennard.
The past minutes were read and approved.
Meeting with the Council were Messrs. S.
W. Mills, and Jimmy Anderson.
Mr. Mills sought permission to double
the size of his present produce house on Highway 183, the present building,
as w e l l as the a d d i t i o n , t o be outer - walled w i t h t i l e or brick, and to
build a small building of similar structure thirty five feet west of the
present building. The City Secretary was authorized to issue a permit
for the new structure, but to await an opinion from the City Attorney before
issuing the permit on the addition to the present building. (Mayor Payton
was to get an opinion.)
Mr. Jimmy Anderson registered a complaint
on the conditions of the streets in the Cedar H i I I Estates, more especially
Vine Street, and reported an open sewer or washing machine being drained
into Hollywood Street. The City Secretary was instructed to contact the
County Health Officer in regards to the elimination of such practice.
Mr. Hillis of the State Highway Department
had requested authority from the City of Euless to have the Amlico Service
Station remove signs on the right -of -way and put in necessary safety zones
between the two highways. On a motion by Councilman Anders, seconded by
Councilman Millican, the City- Secretary was instructed to write a letter to
the State Highway Department, stating that the City Council in regular
session on October 13, 1956, unanimously approved a motion granting the
State Highway Department authority to act within the city limits of Euless,
Texas, regarding the removal of any signs placed by Amlico Service Station
in the highways right -of -ways and the erection of proper safety zones
between such highways.'
A second motion by Councilman M i l l i c a n
and seconded -by Councilman Anderson was that the City Secretary write Mr.
L. H. Fuller ritating- the proposed plat submitted by you at an earlier date
has been recommended for approval by the Planning Commission and accepted
by the City Council with one exception: lots- in-block 3 shall be re -sized
to permit the continuation of Cullum Drive through the plat. The motion
was unanimously approved.
On a third motion by Councilman Anderson,
and a second by Councilman Anders, unanimous approval was given that the

City Secretary write Mr.
Ralph Henslee: "The City Council has been
very
patient with you,
but it
is not satisfied with the conditions of the streets
in the Cedar H i l l
Estates
Addition. Now comes the City Council of
the City
of Euless, Texas,
requesting that you begin within thirty days to
condition
and maintain the
streets
in this addition in compliance with your
agreement
with the City of
Euless,
or the City of Euless shall call for the
performance of your bond
to have the streets conditioned according
to the
agreement ."
A final motion by Councilman Anderson,
seconded by Councilman Millican, was that the City of Euless reimburse the
Euless Volunteer Fire Department $175.00, representing part of a sum spent
by the fire department for fire fighting equipment. Motion was approved.
At the suggestion of Mayor Payton,
Councilman Millican agreed to discuss with Mr. Earl Stapleton his feelings
concerning his appointment as City Marshal and the pay, the time he could
devote to it, the use of his car, sign on the car, a siren, red light,
uniform, etc., and report the information back to the Council.
The City Secretary was instructed to:
1. Rebond himself in the sum of $1,000.00, the premium to be paid
out of the City funds.
2. Inform the State highway Department of the present c i t y l i m i t s
and get them to move "City Limits" sign to that location.
(North of 183 and east of County Road 3011)
3. Assure Fire Marshal that in the event of violators of fire
laws, the City is ready to act on any complaints.
4. Advise the Southwestern Bell Telephone Company that in fairness
t o a I I , there w i l l be no variations from Ordinance No. 39, regarding
temporary and permanent utility services. "The City of Euless
hopes there w i l l be no further misunderstanding and expects their
cooperation and compliance."
5. By letter or otherwise advise Mr. H. 0. McCain that he must
f i l e a revised application on permit 102 wherein he certified to
the erection of a building twenty eight feet by seventy two feet
and whereas he erected a building twenty eight feet by seventy five
feet with an additional 15 feet by 32 feet. A I I extra footage to be
paid for at the time the revision is filed. Then, since Mr. McCain is
operating a shop of permanent nature and abusing the privileges of
temporary utilities by using them for permanent purposes. Mr. McCain
is requested to give the city definite information as to when he will
brick and complete the building according to city ordinances and
requirements, or the city has no alternative but to bring suit.
No further business coming before the Council,
the meeting was adjourned by Mayor Payton at 8:30 p.m.
