EULESS CITY COUNCIL
Tuesday, November 9, 2021
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:30 p.m. on Tuesday, November 9, 2021, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry
Zimmer (arrived at 4:49 p.m.), and Tika Paudel.
During the Precouncil meeting:
➢ Council Member Jeremy Tompkins expressed his appreciation to Council Members
Tika Paudel and Harry Zimmer and City staff for their assistance during the recent
Household Hazardous Waste "Crud Day" event held Saturday, November 6, 2021.
Additionally, he advised that the Police vs. Fire Softball game also held Saturday,
November 6, 2021, was a wonderful event.
➢ Council Member Eddie Price advised that Cross City Church held its Grand Opening
Celebration on Sunday, November 7, 2021, and expressed his appreciation to Mayor
Martin, Council Member Tompkins, and City staff who attended.
➢ Council Member Tika Paudel expressed his appreciation to Mayor Martin, City
Manager Loretta Getchell, and Deputy City Manager Chris Barker for their attendance
at the Kukur Tihar (dog festival) hosted by the Nepalese Society on November 3,
2021, at the Euless Animal Shelter.
Mayor Martin added that a cash donation as well as several bags of dog food were
presented to the shelter.
➢ Mayor Martin advised that the softball game between the Police and Fire Departments
held Saturday, November 6, 2021, was a charity event with proceeds benefitting the
Trinity High School girls' softball team. The final score was Fire 28 and Police 23.
Additionally, she announced that the annual Salvation Army Red Kettle Mayoral
Challenge will be held Saturday, December 11, 2021, and requested bell ringers to
assist during the day.
➢ Deputy City Manager Chris Barker advised that he and Mayor Martin attended the
25th anniversary celebration luncheon for Professional Turf Products (PTP) where
they met Graeme Baxter, a world-renowned golf artist. PTP commissioned a painting
by Mr. Baxter to commemorate the anniversary and an artist proof (giclee print) was
presented to the City of Euless. The print is of the 12th hole at Augusta National Golf
Club in Augusta, Georgia.

➢ City Manager Loretta Getchell advised of several upcoming events, including:
• Thursday, November 11, 2021, State of the Cities Chamber Luncheon, Texas Star
Golf Course, 11:30 a.m. to 1:00 p.m.;
• Wednesday, November 17, 2021, Senior Thanksgiving Luncheon, Euless Family
Life Senior Center, 11:00 a.m. to 1:00 p.m.;
• Thursday, November 18, 2021, Memorial Mass for Mary "Pat" Luba, St. Michael
Catholic Church, Bedford, 2:00 p.m.;
• Thursday, November 18, 2021, Euless Citizens Police Academy Graduation,
Texas Star Golf Course, 7:00 p.m. to 9:00 p.m.;
• Friday, November 19, 2021, Retirement reception for Sharon Shiflet-White,
Municipal Court Room, 1:00 p.m.;
• Saturday, December 4, 2021, Parade of Lights, 6:30 p.m.;
• Saturday, December 11, 2021, Breakfast with Santa, Texas Star Golf Course, 8:30
to 11:00 a.m.;
• Saturday, December 11, 2021, Heritage Park Christmas, 11:00 a.m. to 3:00 p.m.;
and
• Friday, December 17, 2021, 6Stones Dashing for Hope, LD Bell High School,
10:00 to 11:00 a.m.
➢ City Manager Getchell reviewed the regular agenda.
➢ Mayor Martin advised that the City of Euless has 25 votes for the Tarrant Appraisal
District Board of Directors and that a Resolution will be placed on the next agenda for
consideration of casting votes.
➢ Finance Director Janina Jewell provided the Financial update for the period ending
September 30, 2021, and advised that car rental tax collection was up 109 percent
over the same period last year and up 24 percent from the same period in 2019.
City Manager Getchell advised that the State Comptroller's Office has notified the City
of a sales tax reporting error by a rental car company located on DFW Airport property.
The error will result in a past due payment to the City in the amount of approximately
$290,000. Penalty and interest will be applied.
➢ City Manager Getchell provided an update regarding employee pay and advised that
the starting pay for entry level positions outside of the tipping environment will be at
least $10 an hour. An adjustment was necessary to ensure staffing levels are
maintained. Parks rental fees will be adjusted in the next year to help offset the
increases.
➢ Deputy City Manager Barker reviewed the proposed fee structure related to the Texas
Star Golf Course and Conference Centre, including Raven's Grille, greens fees, and
membership fees.
➢ City Manager Getchell provided the Capital Projects update and advised that West
Pipeline Road has been reopened to traffic.

Mayor Martin recessed the Precouncil session at 5:31 p.m.
CLOSED SESSION
The City Council convened into closed session at 5:47 p.m. for deliberation regarding the
following:
Personnel matters as authorized by Section 551.074 of the Texas Government Code
related to:
• Municipal Court Judge Evaluation
Mayor Martin recessed closed session at 6:35 p.m.

Mayor Martin announced the employee service awards and expressed her
congratulations to the following employees on reaching an employment milestone with
the City of Euless:

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 2
through 6.
Council Member Tompkins seconded the motion.

Price, Bynum, Zimmer, and Paudel

ITEM NO. 2. AUTHORIZED PURCHASE OF PUBLIC SAFETY SUPPLIES
Authorized the purchase of Fire Department public safety supplies through Casco
Industries, Inc., 1517 West Carrier Parkway #118, Grand Prairie, Texas, utilizing an
Interlocal agreement with the City of North Richland Hills, BuyBoard Cooperative
Purchasing Program Contract No 603-20, and Casco as a sole source vendor. The
estimated expenditure is $70,000.

ITEM NO. 3. AUTHORIZED PURCHASE OF FLEET VEHICLES
Authorized the purchase of seven fleet vehicles from Caldwell Country Chevrolet, 800
Texas-121, Caldwell, Texas, and Rockdale Country Ford, 479 West Highway 79,
Rockdale, Texas, through the Tarrant County Contract No. 2020-216. The estimated
expenditure is $862,580.
ITEM NO. 4. AUTHORIZED PURCHASE OF PLAYGROUND EQUIPMENT
Authorized the purchase and installation of playground equipment for Bob Eden Park from
Playground Boss, 5900 South Lake Forest Drive, Suite 375, McKinney, Texas, through
BuyBoard Program Contract No. 583-19. The estimated expenditure is $95,424.
ITEM NO. 5. APPROVED RESOLUTION NO. 21-1612
Approved Resolution No. 21-1612, authorizing the City Manager to execute the Global
Opioid Settlement documents and adopting the Settlement Allocation Term Sheet (the
Texas Term Sheet) related to settlements with McKesson Corporation, Cardinal Health,
Inc., and Amerisource Bergen Corporation and with Johnson and Johnson and its
subsidiary Janssen Pharmaceuticals, Inc.

Council Member Paudel motioned to approve the first and final reading of Ordinance No.
2297, appointing Lacy Britten to serve as the Judge of the Municipal Court in the City of
Euless for a two-year term, expiring December 31, 2023.
Council Member Price seconded the motion.

COURT JUDGE
Council Member Zimmer motioned to approve the extension of the contract for Municipal
Court Judge Lacy Britten for a one-year term to expire December 31, 2022.
