HomeMy WebLinkAbout2021-11-23 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, November 23, 2021 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:35 p.m. on Tuesday, November 23, 2021 , in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Harry Zimmer, and Tika Paudel. Council Member Perry Bynum arrived at 4:39 p.m. During the Precouncil meeting: Mayor Linda Martin expressed her appreciation to Mayor Pro Tern Tim Stinneford and Council Members Jeremy Tompkins and Tika Paudel for attending the Senior Thanksgiving Luncheon held Wednesday, November 17, 2021. Additionally, she thanked Donnie Green of Green's BBQ for donating the food served during the luncheon which served 182 people. Council Member Tompkins advised that he spoke to Donnie Green the next day who stated that he always enjoys the Senior Thanksgiving Luncheon. r Mayor Martin advised that a memorial celebration will be held Saturday, November 27, 2021, 11 a.m. at Texas Star Conference Center to honor the memories of longtime election judges Barbara and Richard Girouard who passed away in July within a week of one another. City Manager Loretta Getchell advised of upcoming events: • Thursday, November 25, 2021 through Friday, November 26, 2021, City offices will be closed for the Thanksgiving holiday; • Tuesday, November 30, 2021, Assistant to the City Manager Betsy Deck's last day; • Friday, December 3, 2021, Euless Police and Courts Annual Christmas Dinner, Police and Courts Building, 5:00 to 8:00 p.m.; • Saturday, December 4, 2021, Christmas Parade of Lights, meet in the Senior Center parking lot, 5:45 p.m.; • Friday, December 10, 2021, Employee Christmas luncheon, Euless Family Life Senior Center, 11:00 a.m.; • Friday, December 10, 2021, Annual Morrisdale Estates Christmas parade and party, 6:30 to 9:30 p.m.; • Saturday, December 11, 2021, Breakfast with Santa, Texas Star Conference Center, 8:30 to 11 :00 a.m.; and • Saturday, December 11, 2021, Heritage Park Christmas, 11:00 a.m. to 3:00 p.m. Council Minutes Page 2 of 7 November 23, 2021 Additionally, Mayor Martin advised that there will be no in-person bell ringing for the Salvation Army Mayoral Red Kettle Challenge. She will provide a link for online pledges as an alternative. • City Manager Getchell reviewed the regular agenda. Director of Planning and Economic Development Michael Warrix presented the Development update and advised of the department responsibilities and introduced the staff. Additionally, he advised of commercial and residential developments. • Finance Director Janina Jewell presented the Financial update for the fiscal year ending September 30, 2021 (pre-audit.) City Manager Getchell provided details regarding a current agreement with Immigration and Customs Enforcement (ICE) and advised that the City may choose to terminate the agreement. • Deputy City Manager Chris Barker presented the Capital Projects update including the purchase of an Emergency Vehicle Preemption (EVP) system. He stated that a contract for the purchase of the system will be presented for City Council consideration at the December 14, 2021 City Council meeting and advised that the cost to purchase the system exceeds the amount originally approved in the budget. Assistant City Manager Wes Rhodes provided additional details regarding the EVP system including the advanced technical features and functionality of the system. • Deputy City Manager Barker presented the Transportation update: • Traffic flow has switched to the south side of Harwood Road as part of the road construction project; • Highland Drive is currently a one-way street; • Beginning Monday, November 29, 2021, Atmos and a sub-contractor will make pavement repairs to West Pipeline Road; and • Bids received for the extension of Mills Drive came back higher than anticipated. Staff is researching alternatives. Mayor Martin recessed the Precouncil session at 6:31 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR DECEMBER Mayor Martin recognized Utility Billing Clerk I Sarah Moore as the December 2021 Employee of the Month. ITEM NO. 2. PRESENTATION OF FINANCIAL REPORT FOR FISCAL YEAR ENDING SEPTEMBER 30, 2021 Finance Director Jewell presented the financial report for the Fiscal Year ending September 30, 2021. CONSENT AGENDA (items 3 through 6) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 3 through 6. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Council Minutes Page 4 of 7 November 23, 2021 Mayor Martin declared the motion carried. ITEM NO. 3. APPROVED AWARD OF BID NO. 002-22 Approved award of Bid No. 002-22 and authorized the City Manager to enter into a contract with B&S Fence, 2509 Carson Street, Haltom City, for the purchase and installation of perimeter fencing at the Parks at Texas Star. The estimated expenditure is $55,441. ITEM NO. 4. AUTHORIZED PURCHASE OF PLAYGROUND EQUIPMENT Authorized the purchase and installation of playground equipment for Bob Eden Park from Playground Boss, 5900 South Lake Forest Drive, Suite 375, McKinney, Texas, through The Interlocal Purchasing System (TIPS.) This item was initially approved on the November 9, 2021 City Council agenda but was inadvertently listed as a Texas Buy Board purchase. The estimated expenditure is $94,439. ITEM NO. 5. AUTHORIZED PURCHASE OF AN AMBULANCE MODULE AND CHASSIS Authorized the purchase of an ambulance module and chassis to replace unit #285, a 2016 Ford chassis with attached 2002 Frazer module through the Houston Galveston Area Cooperative Purchasing Program (HGAC.) Purchase order will be issued through the chassis supply vendor MacHaik Dodge Chrysler Jeep, 11000 North Freeway, Houston, Texas. The assigned module vendor will be Frazer, Ltd., 7227 Rampart Street, Houston, Texas. The estimated expenditure is $254,675. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of November 9, 2021. REGULAR AGENDA ITEM NO. 7. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 21- 13-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2298 Mayor Martin opened the public hearing at 7:12 p.m. Director of Planning and Economic Development Michael Warrix presented the case to the City Council. He advised that the applicant is intending to operate a 2,500 square foot used merchandise retail location in a suite of the building operated by Uncommon Church. The Planning and Zoning Commission held a public hearing on November 2, 2021, and voted 7-0-0 to recommend approval of the Specific Use Permit, with the following conditions: 1) The Specific Use Permit is tied to the business owner, Rivers2Destiny, LLC; Council Minutes Page 5 of 7 November 23, 2021 2) The Specific Use Permit is tied to the business name, Shopping For Hope Resale; 3) All merchandise shall be displayed within the store and not exterior to the building; 4) Any customer bringing items to be sold to the retail store shall bring such items interior to the store during business hours; 5) No items shall be left exterior to the store. Any such items shall be removed in a timely manner; and 6) The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Mayor Martin asked to hear from any proponents of the case. Amy McIntyre, business owner, 202 Denton Drive, Euless, Texas, addressed the City Council and provided additional details regarding the concept of the business. Mayor Martin asked to hear from any opponents of the case. There being none, Mayor Martin closed the public hearing at 7:15 p.m. Council Member Tompkins discussed the conditions of the Specific Use Permit including that no items will be left on the outside of the building. Ms. McIntyre confirmed that she understood the conditions. Council Member Bynum requested clarification on the term "timely" in condition number 5. Ms. McIntyre responded that items will not remain exterior of the store for longer than 30 minutes. Council Member Price motioned to approve Ordinance No. 2298, approving a Specific Use Permit on Midway Square Addition, Block A, Lot 1 R, 601 East Airport Freeway, Suite 109 for Used Merchandise in the Community Business (C-2) zoning district. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 8. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 21- 14-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2299 Mayor Martin opened the public hearing at 7:29 p.m. Council Minutes Page 6 of 7 November 23, 2021 Director of Planning and Economic Development Warrix presented the case to the City Council. He advised that the applicant has purchased an existing used merchandise business which has operated for many years at 3001 State Highway 121, Suite 210. Originally approved in 2002, Plato's Closet has operated with no known complaints. A new Specific Use Permit in the business' name and new ownership's name is required prior to issuance of a Certificate of Occupancy. The Planning and Zoning Commission held a public hearing on November 2, 2021, and voted 7-0-0 to recommend approval of the Specific Use Permit, with the following conditions: 1) The Specific Use Permit is tied to the business owner, Fashion Refresh, LLC; 2) The Specific Use Permit is tied to the business name, Plato's Closet; 3) All merchandise shall be displayed within the store and not exterior to the building; 4) Any customer bringing items to be sold to the retail store shall bring such items interior to the store during business hours; 5) No items shall be left exterior to the store. Any such items shall be removed in a timely manner; and 6) The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:31 p.m. Mayor Pro Tern Stinneford motioned to approve Ordinance No. 2299, approving a Specific Use Permit on Heritage Towne Crossing, Block B, Lot 1, 3001 State Highway 121, Suite 210 for Used Merchandise in the 121 Gateway (TX-121) zoning district. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. APPROVED RESOLUTION NO. 21-1613 Patrick Jacob, Mayor, Town of Lakeside, 9830 Mary Jane Lane, Lakeside, Texas, addressed the City Council and requested their support by casting the City's votes for Gary Losada. Council Member Tompkins motioned to approve Resolution No. 21-1613, casting 25 votes for Jim Griffin to serve as a Director on the Tarrant Appraisal District Board of Directors for a two-year term beginning January 1, 2022. Mayor Pro Tem Stinneford seconded the motion.
