HomeMy WebLinkAbout06-1218 01-24-2006RESOLUTION NO. 06 -1218 RESOLUTION ADOPTING CLEAN FLEET VEHICLE STANDARDS WITHIN THE DALLAS -FORT WORTH METROPOLITAN AREA. WHEREAS, the Regional Transportation Council, comprised primarily of local elected officials, is the regional transportation policy body associated with the North Texas Council of Governments, and has been and continues to be a forum for the cooperative decisions on transportation; and, WHEREAS, the Regional Transportation Council supports the adoption and implementation of a Clean Fleet Vehicle Policy by the City of Euless which was resolved on October 13, 2005; and, WHEREAS, the Dallas -Fort Worth area is federally designated as a non - attainment area for the pollutant ozone and air quality impacts the public health of the entire region; and, WHEREAS, the Regional Transportation Council is responsible for air quality conformity; and the Clean Air Act Amendments of 1990 require that in air quality non - attainment areas transportation plans and improvement programs conform to the applicable air quality implementation plans; and, WHEREAS, the City of Euless wants to set achievable goals and provide workable, cost effective solutions to improve the Dallas -Fort Worth Metropolitan Area air, and implement those measures as soon as practicable to improve air quality; and, WHEREAS, approximately fifty percent of the nitrogen oxide (NOx) emissions in the Dallas -Fort Worth non - attainment area come from on -road vehicles; and, WHEREAS, the City of Euless by adoption of this resolution desires to be a leader in clean fleet vehicle standards within the Dallas -Fort Worth metropolitan area. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS, THAT: SECTION 1 Acquisition 1.1 Vehicle acquisitions for fleet expansion or replacement of model year 2004 or newer shall be the newest model year or engine standard only. 1.2 Vehicle acquisitions to replace model year 2003 or older vehicles must show at least a 25% reduction in Nitrogen oxides (NOx) emissions rate compared to the vehicle replaced. 1.3 Aftermarket technologies and conversions are acceptable for fleet expansion and fleet replacements. 1.3.1 Aftermarket technologies and conversions must be Environmental Protection Agency (EPA) approved and /or California Air Research Board (CARB) verified or certified technology equivalent or better, as determined by the North Central Texas Council of Governments (NCTCOG) staff. 1.3.2 Conversions must comply with provisions of EPA Memorandum 1A and Addendum Revisions (June 25, 1974 and June 1, 1998) SECTION 2 Operations 2.1 Vehicle idling is allowed only for safety, emergency response, vehicle maintenance, routine equipment activity, initial start/warm -up in cold weather operations, and manufacturer recommended minimum idle/warm -up times. 2.2 Vehicles with the lowest NOx emissions that are capable of performing required operational demands shall drive the most miles. 2.3 Non - emergency vehicles shall drive no more than the posted speed limits and avoid rapid acceleration. 2.4 All drivers shall be trained on air quality appropriate operational requirements. 2.5 Fleet & Facility Administrator shall abide by the latest NCTCOG published Air Quality Planning Guide for seasonal refueling. SECTION 3 Maintenance 3.1 Fleet Operations will perform annual emission and safety inspections for all on- road vehicles even where said vehicle is not required by state mandated inspection requirement. 3.2 Fleet vehicles over 100,000 must have a state emissions test performed every 25,000 and thereafter. 3.3 Fleet & Facility Administrator will verify that the manufacturer's recommended maintenance schedule is performed as specified. 3.4 Fleet & Facility Administrator will seek out and participate in any mandated Texas Commission on Environmental Quality (TCEQ) or NCTCOG inspection /maintenance program to include pilot or test programs. Resolution No. 06 -1218, Page 2 of 3 SECTION 4 Compliance Verification 4.1 The City of Euless shall provide NCTOG with an annual electronic update of fleet size and activity in a format established by the participating cities and NCTOG. 4.2 The City Of Euless acknowledges that entities that do not adopt and comply with the Clean Fleet Policy and /or reporting criteria will not be eligible for future clean vehicle funding and the RTC may consider the city's compliance with this resolution and or ordinance when considering other RTC funding. SECTION 5 This resolution shall be in effect immediately upon its adoption. ADOPTED AND APPROVED at the regular meeting of the Euless City Council on the 24th day of January, 2006, by a vote of 6 ayes, 0 nays, and o abstentions.
