HomeMy WebLinkAbout2021-12-14MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, December 14, 2021 A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:31 p.m. on Tuesday, December 14, 2021, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Harry Zimmer (excused from 5:50 to 6:20 p.m.), and Tika Paudel. During the Precouncil meeting: ➢ Mayor Martin advised that she attended several events along with other Council Members including the Morrisdale Estates Christmas Parade, the City of Euless Annual Parade of Lights, Breakfast with Santa at the Texas Star Conference Centre, and Heritage Park Christmas. She stated that she kicked off the Salvation Army Mayoral Red Kettle Challenge Saturday, December 11, and expressed appreciation to those who have donated. She advised that donations can be made through next week using the virtual red kettle option. ➢ Council Member Perry Bynum expressed his appreciation for the birthday card and the nice comments. ➢ Mayor Martin advised that a number of articles and media attention has been given to Euless in light of The New York Times article designating Euless as the best place to live in the country. ➢ City Manager Loretta Getchell wished Council Member Bynum a happy birthday. She advised that the annual 6Stones Dashing for Hope fundraiser will take place Friday, December 17, 2021, at 10:00 a.m. at L.D. Bell High School and there is still an opportunity for those wishing to donate. Additionally, she advised that City offices will be closed December 24, 27, and 31, 2021, in observance of the Christmas and New Year's holidays. ➢ City Manager Getchell reviewed the regular agenda. ➢ City Secretary Kim Sutter advised the City Council of the 2022 Election schedule and discussed the use of the Euless Family Life Senior Center as a County -wide polling location. She advised of two annual city events that take place at the facility during the early voting periods, including the Trunk or Treat event and the annual Christmas Parade. City Manager Getchell advised that staff is considering an alternate location for the Trunk or Treat event and an alternate date could be selected for the parade should the location be used for a run-off election in December. Council Minutes Page 2 of 6 December 14, 2021 ➢ Police Chief Mike Brown presented the Police Department update and provided an update on the Cervantes family. He advised that personnel will continue to provide support to the family. Additionally, he provided an update on an incident at Central Junior High. Police Chief Brown introduced Civilian Services Manager David See to provide a presentation related to the city's participation in the Mid Cities Drug Task Force (Hurst, Euless, Bedford, and Grapevine). Civilian Services Manager See presented an activity summary and advised that from March 16, 2021 through December 12, 2021, the task force has conducted 104 investigations. He advised of the type of drugs seized, the quantity, and the estimated street value, as well as the number of weapons seized, stolen property recovered, and assets seized. ➢ Fire Chief Chanc Bennett presented the Fire Department update including total response times, five year run trends, call types, new employees, construction of Fire Station No. 1, Fire Marshal Office activities, and social media presence. ➢ Finance Director Janina Jewell provided the Financial update for the period ending October 31, 2021, and advised that sales tax collections were up 4.5 percent and car rental tax collection was up 137 percent over the same period last year. ➢ City Manager Getchell advised the City Council that the City Manager and City Secretary evaluations will be held Monday, January 10, 2022, at 5:30 p.m. Mayor Martin recessed the Precouncil session at 6:24 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for consideration of scheduled items. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JANUARY Mayor Martin recognized Administrative Assistant Eva Carrera-Foshee as the January 2022 Employee of the Month. ITEM NO. 2. ANNOUNCEMENT OF EMPLOYEE SERVICE AWARDS Mayor Martin announced the employee service awards and expressed her congratulations to the following employees on reaching an employment milestone with the City of Euless: 5 years of service Firefighter II/Paramedic Shaun O'Sullivan Firefighter II/Paramedic Chris Mann Public Service Officer Vanessa Nilson Public Works Field Tech II Nathan Ryals 15 years of service Mechanic II Thomas Blankenship CONSENT AGENDA (items 3 through 7) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Mayor Pro Tern Stinneford motioned to approve the consent agenda items number 3 through 7. Council Member Tompkins seconded the motion. ITEM NO.3. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE AN ENGINEERING SERVICES CONTRACT Authorized the City Manager to negotiate and execute an Engineering Design Contract with Pacheco Koch Consulting Engineers, Inc., 4060 Bryant Irvin Road, Fort Worth, Texas, for the design of the Bear Creek Elementary Drainage Improvements Project. The details of work for this project include reconstruction of the channel bottom and western slope of the "mid -stream" section of Bear Creek. The estimated expenditure is $61,000 of which the City will ultimately be responsible for $30,500. In accordance with a recently approved Interlocal Agreement (ILA) with the Grapevine-Colleyville Independent School District (GCISD), GCISD will reimburse the City for 49.9 percent of the total contract expenditure. ITEM NO.4. AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT Authorized the City Manager to execute a contract with Infrastructure Management Services (IMS), 401 North Michigan Avenue, Chicago, Illinois, for a pavement management study through an interlocal agreement with the North Central Texas Council of Governments North Texas Share program. IMS will perform a City-wide pavement condition survey in order to prioritize road rehabilitation projects. The work will result in financial savings by targeting streets that can be rehabilitated before their life cycle has ended as determined by pavement structural analysis techniques. The estimated expenditure is $75,462. ITEM NO. 5. APPROVED AWARD OF RFP NO. 003-22 Approved award of RFP No. 003-22 for Roof Inspection and Assessment Services to Bluefin, LLC, 6312 South Fiddlers Green Circle # 100e, Greenwood Village, Colorado. The estimated expenditure is $33,547. ITEM NO.6. AUTHORIZED PURCHASE OF TRAFFIC SIGNAL PREEMPTION EQUIPMENT Authorized the purchase of traffic signal preemption equipment and outfitting Police and Fire Department emergency response vehicles with in -vehicle priority intersection control units. The purchase will be made through the BuyBoard Cooperative Purchasing Contract No. 603-20 with Paradigm Traffic Systems, 2201 East Division Street, Arlington, Texas, as the vendor. The estimated expenditure is $380,000. ITEM NO. 7. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the regular meeting of November 23, 2021. Council Minutes Page 5 of 6 December 14, 2021 REGULAR AGENDA ITEM NO.8. APPROVED SITE PLAN NO. 21-05-SP Director of Planning and Economic Development Michael Warrix presented the item to the City Council. He advised that the applicant, Wayne Rowe, representing MCS Child Care, LLC, is seeking approval of a site plan for a proposed child day care facility on a vacant commercial lot at 1300 South Hospital Parkway. The proposed facility will be 4,690 square feet in size. The Planning and Zoning Commission held a public hearing on November 16, 2021, and voted 7-0-0 to recommend approval of the Site Plan. Laurie Murphy, architect for the applicant, and James Craig, general contractor were present to address any questions. Council Member Bynum motioned to approve Site Plan No. 21-05-SP, for a Commercial Development proposed to be located on 0.8 acres at St. Michael's Addition, Block A, Lot 1, 1300 South Hospital Parkway. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Stinneford, Council Members Tompkins, Price, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO.9. APPROVED APPOINTMENT OF BOARD OF DIRECTORS FOR TAX INCREMENT REINVESTMENT ZONE NUMBER FOUR Council Member Tompkins motioned to approve the following appointments to the Tax Increment Reinvestment Zone Number Four with terms ending December 31, 2023.
